【摘要】：2015年3月28日,我國提出“一帶一路”發(fā)展戰(zhàn)略,陜西省作為絲綢之路經(jīng)濟(jì)帶中的重要一員,為貫徹落實(shí)這一戰(zhàn)略規(guī)劃,發(fā)展具有陜西特色的經(jīng)濟(jì)帶,加快提升陜西省經(jīng)濟(jì)發(fā)展水平,陜西省的新型城鎮(zhèn)化建設(shè)顯得尤為重要。近些年,陜西省在新型城鎮(zhèn)化建設(shè)方面取得不少成就:城鎮(zhèn)化水平平穩(wěn)上升;城鎮(zhèn)數(shù)量和規(guī)模不斷擴(kuò)大;重點(diǎn)示范鎮(zhèn)和文化旅游名鎮(zhèn)發(fā)展迅速;城市基礎(chǔ)設(shè)施保障能力明顯增強(qiáng);區(qū)域經(jīng)濟(jì)發(fā)展格局鮮明;產(chǎn)業(yè)結(jié)構(gòu)調(diào)整明顯;城鎮(zhèn)空間布局進(jìn)一步優(yōu)化;城鄉(xiāng)統(tǒng)籌發(fā)展進(jìn)程穩(wěn)步推進(jìn)等。但快速發(fā)展的同時(shí)也存在一些問題,如:城鎮(zhèn)化總體水平相對落后;區(qū)域城鎮(zhèn)化發(fā)展不均衡;產(chǎn)業(yè)支撐能力不足;戶籍、土地管理等制度改革滯后;城鄉(xiāng)差距仍然較大;城鎮(zhèn)生態(tài)安全問題突出;城市建設(shè)和管理水平有待提升等。選取16個(gè)指標(biāo)變量,構(gòu)建影響因素指標(biāo)體系,以陜西省1998~2015年18個(gè)樣本量數(shù)據(jù)為樣本,采用雙自然對數(shù)模型,通過主成分分析和多元線性回歸分析,計(jì)算出各指標(biāo)彈性系數(shù),并對結(jié)果進(jìn)行分析,總結(jié)出:經(jīng)濟(jì)發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、文化教育和醫(yī)療服務(wù)對陜西省新型城鎮(zhèn)化的推動(dòng)作用顯著;城鎮(zhèn)失業(yè)率未能預(yù)期推動(dòng)陜西省新型城鎮(zhèn)化發(fā)展;基礎(chǔ)設(shè)施建設(shè)對陜西省新型城鎮(zhèn)化建設(shè)成效不顯著;“互聯(lián)網(wǎng)”極大地促進(jìn)了陜西省新型城鎮(zhèn)化發(fā)展;城鄉(xiāng)差距的增大和城市空氣質(zhì)量嚴(yán)重制約陜西省新型城鎮(zhèn)化發(fā)展;資源環(huán)境發(fā)展對陜西省新型城鎮(zhèn)化發(fā)展的推動(dòng)不可或缺。依據(jù)發(fā)展現(xiàn)狀、存在的問題以及實(shí)證分析結(jié)果,提出對策建議:推進(jìn)三大區(qū)域協(xié)調(diào)發(fā)展;完善城鎮(zhèn)體系,優(yōu)化城鎮(zhèn)化空間格局;提高城鎮(zhèn)綜合承載能力;優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、提高經(jīng)濟(jì)發(fā)展水平;推進(jìn)城鄉(xiāng)一體化發(fā)展;加強(qiáng)城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè),提升城市功能;提升基本公共服務(wù)水平;加強(qiáng)生態(tài)文明建設(shè)。為了保證這些舉措最大效果地實(shí)施,提出以下保障措施:加強(qiáng)督察考核、強(qiáng)化資金保障和創(chuàng)新政策體制。通過發(fā)展路徑的構(gòu)建和保障措施的提出,以期促進(jìn)陜西省新型城鎮(zhèn)化快速健康發(fā)展。
[Abstract]:On March 28, 2015, China put forward the development strategy of "Belt and Road". As an important member of the Silk Road economic belt, Shaanxi Province, in order to carry out this strategic plan, develop the economic belt with Shaanxi characteristics. To speed up the economic development of Shaanxi Province, Shaanxi Province's new urbanization construction is particularly important. In recent years, Shaanxi Province has made a lot of achievements in the construction of new urbanization: the level of urbanization is rising steadily, the number and scale of cities and towns are expanding, the key demonstration towns and famous cultural tourism towns are developing rapidly; The support ability of urban infrastructure is obviously enhanced; the pattern of regional economic development is distinct; the adjustment of industrial structure is obvious; the spatial distribution of cities and towns is further optimized; and the process of urban and rural development as a whole is advancing steadily. But at the same time there are some problems, such as: the overall level of urbanization is relatively backward; the development of regional urbanization is not balanced; the industrial support capacity is insufficient; the reform of household registration, land management and other systems lag behind; the gap between urban and rural areas is still large; The problem of urban ecological security is prominent, and the level of urban construction and management needs to be improved. Sixteen index variables were selected to construct the index system of influencing factors. The elastic coefficients of each index were calculated by principal component analysis and multivariate linear regression analysis with 18 samples from 1998 to 2015 in Shaanxi Province as samples, using a dual natural logarithmic model. The results are summarized as follows: economic development, industrial structure adjustment, culture, education and medical services play a significant role in promoting the new urbanization in Shaanxi Province, and the urban unemployment rate has not been expected to promote the development of new urbanization in Shaanxi Province. The effect of infrastructure construction on the new urbanization construction in Shaanxi Province is not significant, the Internet has greatly promoted the development of new urbanization in Shaanxi Province, the widening gap between urban and rural areas and the urban air quality have seriously restricted the development of new urbanization in Shaanxi Province. The development of resources and environment is indispensable to the development of new urbanization in Shaanxi Province. According to the current situation of development, the existing problems and the results of empirical analysis, the countermeasures and suggestions are put forward: to promote the coordinated development of the three regions, to perfect the urban system, to optimize the spatial pattern of urbanization, to improve the comprehensive carrying capacity of cities and towns, to optimize the industrial structure, Improve the level of economic development; promote the integration of urban and rural development; strengthen urban infrastructure construction, enhance urban function; upgrade the basic public service level; strengthen the construction of ecological civilization. In order to ensure the most effective implementation of these measures, the following measures are put forward: strengthening the examination of inspectors, strengthening the fund guarantee and innovating the policy system. In order to promote the rapid and healthy development of new urbanization in Shaanxi Province, the construction of development path and the proposal of safeguard measures are proposed.
