湖南省物流業(yè)全要素生產(chǎn)率測(cè)度及其影響因素研究

【摘要】:伴隨著經(jīng)濟(jì)全球化的持續(xù)推進(jìn)和我國(guó)市場(chǎng)經(jīng)濟(jì)的日益成熟,作為國(guó)民基礎(chǔ)性支柱產(chǎn)業(yè),我國(guó)物流業(yè)發(fā)展的水平和質(zhì)量高低已經(jīng)成為權(quán)衡經(jīng)濟(jì)實(shí)力和核心競(jìng)爭(zhēng)力的重要指標(biāo)。湖南省作為我國(guó)中部大省,近年來該省經(jīng)濟(jì)實(shí)力的不斷增強(qiáng),使其物流業(yè)得到了迅猛發(fā)展。尤其在整個(gè)國(guó)家面臨著產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級(jí)的經(jīng)濟(jì)“新常態(tài)”時(shí)期,湖南省物流業(yè)迎來了前所未有的發(fā)展機(jī)會(huì),作為承接南北、貫穿東西的中部樞紐,湖南省的物流市場(chǎng)潛力和發(fā)展前景不可估量。全要素生產(chǎn)率,通常被學(xué)者們用來探索經(jīng)濟(jì)增長(zhǎng)的源泉,其作為評(píng)價(jià)經(jīng)濟(jì)增長(zhǎng)效果和質(zhì)量高低的重要手段,為國(guó)家走可持續(xù)發(fā)展道路和制定相關(guān)政策提供了重要依據(jù)。本文從全要素生產(chǎn)率角度出發(fā)研究近年來湖南省物流業(yè)的發(fā)展情況,對(duì)于發(fā)現(xiàn)產(chǎn)業(yè)發(fā)展過程中的潛在問題,制定解決方案,推動(dòng)湖南省物流業(yè)朝著可持續(xù)化發(fā)展有重大意義。本文利用D-M指數(shù)法測(cè)算了2004-2014年間湖南省物流業(yè)全要素生產(chǎn)率(TFP)的變動(dòng)情況,并將全要素增長(zhǎng)率指數(shù)(TFPG)分解為技術(shù)效率變化指數(shù)(TE)和技術(shù)進(jìn)步指數(shù)(TP),結(jié)果發(fā)現(xiàn):十年間湖南省物流業(yè)全要素生產(chǎn)率平均增長(zhǎng)了11.8%,其增長(zhǎng)主要得益于物流技術(shù)進(jìn)步;而物流技術(shù)效率的逐年降低間接阻礙了湖南省物流業(yè)全要素生產(chǎn)率的增長(zhǎng),主要原因在于物流資源的有效利用程度不足,以至于有限的物流資源不能“得其所,盡其用”。另外,本文將湖南省與浙江省、全國(guó)30省市平均水平的全要素生產(chǎn)率的增長(zhǎng)情況進(jìn)行了比較分析,發(fā)現(xiàn)了湖南省物流業(yè)全要素生產(chǎn)率變化波動(dòng)明顯比浙江省平穩(wěn)。為了從技術(shù)效率角度探究湖南省物流業(yè)全要素生產(chǎn)率的影響因素,作者以本省13個(gè)市州8年的面板數(shù)據(jù)為基礎(chǔ),運(yùn)用SFA方法構(gòu)建了實(shí)證模型并展開實(shí)證研究。從實(shí)證結(jié)果看,信息化程度、人力資本和外商直接投資與湖南省物流技術(shù)效率有明顯的正相關(guān)關(guān)系,而政府干預(yù)則對(duì)本省物流技術(shù)效率有顯著負(fù)面影響。其中,區(qū)域信息化程度每提高1%,湖南省物流技術(shù)效率則相應(yīng)提高0.0009%,信息化主要通過構(gòu)建物流信息平臺(tái)有效整合物流資源和提供信息及技術(shù)服務(wù)來實(shí)現(xiàn)物流業(yè)TFP的提升;人力資本質(zhì)量每增加1%,物流技術(shù)效率相應(yīng)增加1.38%,本文認(rèn)為是物流從業(yè)人員專業(yè)素質(zhì)和物流服務(wù)水準(zhǔn)提高拉升了人力資本水平,進(jìn)而促進(jìn)物流業(yè)TFP提升;外資利用率每增加1%,物流技術(shù)效率增加21.78%,從數(shù)據(jù)看其促進(jìn)效果十分明顯,由于外商直接投資提升了地區(qū)的對(duì)外開放程度,為產(chǎn)業(yè)發(fā)展帶來了國(guó)外先進(jìn)技術(shù)和管理經(jīng)驗(yàn),從而提升了湖南省物流業(yè)TFP;政府干預(yù)程度每增加1%,湖南省物流業(yè)TE則相應(yīng)下降約16.45%,原因在于政府過度干預(yù)降低了物流市場(chǎng)活躍程度,同時(shí)現(xiàn)有的條塊分割等物流管理體制問題也制約了湖南省物流業(yè)的有效運(yùn)行。
[Abstract]:With the continuous development of economic globalization and the maturation of our market economy, the development level and quality of logistics industry in China, as the basic pillar industry of China, has become an important index to weigh the economic strength and core competitiveness. Hunan Province, as a big province in the central part of China, has been developing rapidly because of the increasing economic strength of the province in recent years. Especially in the period of "new normal" of the economy facing the adjustment of industrial structure and the transformation and upgrading of the whole country, the logistics industry in Hunan Province has ushered in an unprecedented opportunity for development, as a hub in the central region to undertake the north-south, running through the east and the west. Hunan Province's logistics market potential and development prospects are inestimable. Total factor productivity (TFP) is usually used by scholars to explore the source of economic growth. As an important means to evaluate the effect and quality of economic growth, TFP provides an important basis for the country to take the road of sustainable development and to formulate relevant policies. This paper studies the development of logistics industry in Hunan Province in recent years from the angle of total factor productivity. It is of great significance to discover the potential problems in the process of industrial development, formulate solutions and promote the sustainable development of logistics industry in Hunan Province. This paper uses D-M index method to measure the change of total factor productivity (TFP) of logistics industry in Hunan Province during 2004-2014. The total factor growth rate index (TFPG) is decomposed into the technical efficiency change index (TFPG) and the technological progress index (TFPG). The results show that the total factor productivity of logistics industry in Hunan Province has increased by 11.8g in the past ten years, and the increase is mainly due to the technological progress of logistics. The decrease of logistics technical efficiency indirectly hinders the growth of the total factor productivity of logistics industry in Hunan Province. The main reason is that the degree of effective utilization of logistics resources is insufficient, so that limited logistics resources can not be "used as much as possible". In addition, this paper compares the growth of total factor productivity (TFP) between Hunan province and Zhejiang province and 30 provinces and cities in China. It is found that the fluctuation of total factor productivity of logistics industry in Hunan Province is more stable than that in Zhejiang province. In order to explore the influencing factors of total factor productivity of logistics industry in Hunan Province from the point of view of technical efficiency, based on the panel data of 13 cities and states in Hunan Province for 8 years, the author constructed an empirical model by using SFA method and carried out an empirical study. From the empirical results, the degree of informatization, human capital and foreign direct investment have obvious positive correlation with logistics technical efficiency of Hunan Province, while government intervention has a significant negative impact on the efficiency of logistics technology in Hunan Province. The efficiency of logistics technology in Hunan Province is increased by 0.0009 for each improvement of the degree of regional informatization. Informationization mainly realizes the promotion of TFP of logistics industry by constructing logistics information platform to effectively integrate logistics resources and provide information and technical services. With the increase of the quality of human capital, the efficiency of logistics technology increases by 1.38. The author thinks that it is the professional quality of logistics practitioners and the level of logistics service that raise the level of human capital, and then promote the TFP of logistics industry. With each increase in the utilization rate of foreign capital, the efficiency of logistics technology increases by 21.78. From the data, the promotion effect is very obvious. Because foreign direct investment has promoted the opening up of the region, it has brought advanced foreign technology and management experience to the industrial development. As a result, the logistics industry TFPin of Hunan Province has been promoted. For every increase in the degree of government intervention, the te of Hunan logistics industry is correspondingly reduced by 16.45%, the reason being that excessive government intervention reduces the level of logistics market activity. At the same time, the existing logistics management system, such as segmentation, also restricts the effective operation of Hunan logistics industry.
