【摘要】：就業(yè)是民生之本,也是社會和諧之本。就業(yè)問題長久以來一直是人民群眾最關(guān)心、最現(xiàn)實(shí)的問題。為了做好就業(yè)工作,我國政府制定了一系列有關(guān)促進(jìn)就業(yè)的政策,在實(shí)踐中發(fā)揮了重要作用。在這種大形勢下,山西省要針對當(dāng)?shù)貙?shí)際,集中全社會的優(yōu)勢,將創(chuàng)建創(chuàng)業(yè)型省份作為實(shí)施以創(chuàng)業(yè)帶動就業(yè)戰(zhàn)略的重要載體,把促進(jìn)以創(chuàng)業(yè)帶動就業(yè)與加快轉(zhuǎn)型發(fā)展結(jié)合起來,全方位的構(gòu)建創(chuàng)業(yè)體系,力求在全社會掀起“想創(chuàng)業(yè)、敢創(chuàng)業(yè)、會創(chuàng)業(yè)、創(chuàng)大業(yè)”的創(chuàng)業(yè)熱潮,形成以創(chuàng)業(yè)促發(fā)展、以發(fā)展促就業(yè)、以就業(yè)促和諧的良好局面,推動經(jīng)濟(jì)社會全面協(xié)調(diào)可持續(xù)發(fā)展。大學(xué)生創(chuàng)業(yè)是實(shí)現(xiàn)更高質(zhì)量就業(yè)的必要途徑,也是最切實(shí)有效的辦法。鼓勵(lì)大學(xué)生創(chuàng)業(yè)是符合時(shí)代發(fā)展和社會與人民根本需求的一大舉措。促進(jìn)山西省大學(xué)生以創(chuàng)業(yè)帶動就業(yè)是實(shí)現(xiàn)社會就業(yè)更加充分的基本途徑,是實(shí)現(xiàn)資源型城市轉(zhuǎn)型、構(gòu)建和諧社會的必由之路。對促進(jìn)以創(chuàng)業(yè)帶動就業(yè)具體實(shí)踐的研究,有助于實(shí)施以創(chuàng)業(yè)帶動就業(yè)戰(zhàn)略,有助于發(fā)展創(chuàng)業(yè)型經(jīng)濟(jì)、構(gòu)建創(chuàng)業(yè)型社會,進(jìn)而解決山西省轉(zhuǎn)型發(fā)展所面臨的就業(yè)問題,形成促進(jìn)就業(yè)和經(jīng)濟(jì)發(fā)展的良性互動。為了破解以上難題,本文從政府職能的角度出發(fā),結(jié)合當(dāng)前社會環(huán)境加以分析研究,整理出創(chuàng)業(yè)者在實(shí)現(xiàn)創(chuàng)業(yè)活動中存在的主要問題、困難,然后從政策、社會、資金等方面提出幫扶建議,從加大政策扶持力度,提供制度保障、建立創(chuàng)業(yè)服務(wù)體系,完善公共就業(yè)服務(wù)、優(yōu)化創(chuàng)業(yè)環(huán)境,激勵(lì)自主創(chuàng)業(yè)積極性等方面提出對策建議,以求能為大學(xué)生創(chuàng)業(yè)營造寬松的社會環(huán)境和良好的孵化氛圍,幫助他們實(shí)現(xiàn)成功創(chuàng)業(yè)而努力。
[Abstract]:Employment is the foundation of people's livelihood and social harmony. The issue of employment has long been the most concerned and realistic issue among the people. In order to do a good job of employment, our government has formulated a series of policies to promote employment, which has played an important role in practice. Under this general situation, Shanxi Province should aim at local realities, concentrate the advantages of the whole society, take the establishment of entrepreneurial provinces as an important carrier for implementing the strategy of promoting employment through entrepreneurship, and combine the promotion of entrepreneurial employment with the acceleration of transformation and development. To set up an all-round entrepreneurial system to set off an upsurge of entrepreneurship in the whole society, such as "want to start a business, dare to start a business, create a great cause", and form a good situation of promoting development by entrepreneurship, promoting employment by development, and promoting harmony by employment. We will promote comprehensive and coordinated and sustainable economic and social development. College students' entrepreneurship is the necessary way to achieve higher quality employment and the most effective way. Encouraging college students to start a business is a major measure to meet the development of the times and the fundamental needs of the society and the people. It is the basic way to realize the social employment to promote the university students in Shanxi Province to start their own business and to build a harmonious society. It is also the only way to realize the transformation of resource-based cities and to build a harmonious society. The research on the concrete practice of promoting employment by entrepreneurship is helpful to implement the strategy of employment driven by entrepreneurship, to develop entrepreneurial economy, to construct entrepreneurial society, and to solve the employment problems faced by the transformation and development of Shanxi Province. To form a positive interaction between employment and economic development. In order to solve the above problems, this paper analyzes and studies the current social environment from the point of view of the government functions, sorting out the main problems and difficulties that exist in the entrepreneurial activities of entrepreneurs, and then from the perspective of policy, society, Some suggestions are put forward in terms of increasing policy support, providing system security, establishing a service system for entrepreneurship, perfecting public employment services, optimizing the environment for entrepreneurship, and encouraging the initiative of self-employed enterprises. In order to create a relaxed social environment and a good incubation atmosphere for college students to start a business and help them to achieve successful entrepreneurship and efforts.
