【摘要】：中國(guó)的城鎮(zhèn)化進(jìn)程取得了長(zhǎng)足的進(jìn)步,但是在城鎮(zhèn)化進(jìn)入中后期以后,城市基礎(chǔ)設(shè)施建設(shè)以及基本公共服務(wù)供給水平落后于人口城鎮(zhèn)化的速度,城鎮(zhèn)化持續(xù)發(fā)展動(dòng)力不足等一系列隱藏的問(wèn)題開(kāi)始凸顯出來(lái)。與此同時(shí)中國(guó)金融發(fā)展水平雖然也有了較大的提高,但是也存在金融支持產(chǎn)業(yè)發(fā)展、產(chǎn)業(yè)升級(jí)力度不足,資本投資效率持續(xù)走低以及金融發(fā)展規(guī)模和結(jié)構(gòu)不平衡等問(wèn)題。理論和實(shí)證分析表明,解決城鎮(zhèn)化進(jìn)程中基礎(chǔ)設(shè)施和基本公共服務(wù)不足的問(wèn)題需要加大金融支持力度和創(chuàng)新金融支持方式；而理論和實(shí)證分析同樣表明,提高城鎮(zhèn)化質(zhì)量,進(jìn)一步提升城市中產(chǎn)業(yè)集聚水平以及增強(qiáng)企業(yè)和個(gè)人的金融需求是促進(jìn)金融發(fā)展水平提高,增強(qiáng)產(chǎn)融結(jié)合力度,提升資本投資效率的重要途徑。因此,綜合考慮金融發(fā)展與城鎮(zhèn)化所處的發(fā)展階段,統(tǒng)籌兼顧地解決二者面臨的問(wèn)題,是值得借鑒的思路。社會(huì)經(jīng)濟(jì)環(huán)境是一個(gè)復(fù)雜大系統(tǒng),子系統(tǒng)的發(fā)展不是孤立的,金融發(fā)展系統(tǒng)與城鎮(zhèn)化系統(tǒng)的關(guān)系尤其值得重視。一方面金融發(fā)展本身就是在城鎮(zhèn)化進(jìn)程中內(nèi)生而發(fā)展起來(lái)的。而在現(xiàn)代經(jīng)濟(jì)中,金融發(fā)展系統(tǒng)逐漸成為核心系統(tǒng),對(duì)其它社會(huì)經(jīng)濟(jì)系統(tǒng)的影響力越來(lái)越大。協(xié)同學(xué)理論認(rèn)為相互影響的系統(tǒng)之間一定存在著協(xié)同關(guān)系。因此,準(zhǔn)確衡量金融發(fā)展系統(tǒng)和城鎮(zhèn)化系統(tǒng)當(dāng)前的發(fā)展水平,研究?jī)蓚�(gè)系統(tǒng)的協(xié)同機(jī)制并對(duì)兩個(gè)系統(tǒng)當(dāng)前的協(xié)同狀況進(jìn)行判斷,對(duì)于促使兩個(gè)系統(tǒng)之間更好地產(chǎn)生協(xié)同效應(yīng),解決兩個(gè)系統(tǒng)面臨的各自發(fā)展問(wèn)題,并且共同穩(wěn)定有序地提高發(fā)展水平,具有較重要的現(xiàn)實(shí)意義。本文對(duì)金融發(fā)展與城鎮(zhèn)化相互影響進(jìn)行了理論分析。總結(jié)了金融發(fā)展與城鎮(zhèn)化相互影響的基礎(chǔ)以及相互影響的路徑。在此基礎(chǔ)上,構(gòu)建了金融發(fā)展與城鎮(zhèn)化水平測(cè)度指標(biāo)體系以及測(cè)度模型,并對(duì)中國(guó)金融發(fā)展與城鎮(zhèn)化水平進(jìn)行了測(cè)算。利用系統(tǒng)理論序參量原理,將金融發(fā)展與城鎮(zhèn)化系統(tǒng)各自劃分為支撐系統(tǒng)、平衡系統(tǒng)以及動(dòng)力系統(tǒng),確定了12個(gè)金融發(fā)展三級(jí)指標(biāo)以及17個(gè)城鎮(zhèn)化三級(jí)指標(biāo),通過(guò)計(jì)算得出金融發(fā)展和城鎮(zhèn)化水平。對(duì)金融發(fā)展與城鎮(zhèn)化相互影響進(jìn)行了計(jì)量檢驗(yàn)。檢驗(yàn)結(jié)果表明：X(金融發(fā)展水平)與Y(城鎮(zhèn)化水平)存在著長(zhǎng)期均衡關(guān)系。城鎮(zhèn)化水平(Y)與金融發(fā)展水平(X)互為Granger原因；金融發(fā)展三個(gè)子系統(tǒng)與城鎮(zhèn)化三個(gè)子系統(tǒng)之間同樣存在長(zhǎng)期均衡關(guān)系。本文對(duì)金融發(fā)展與城鎮(zhèn)化協(xié)同演化機(jī)理進(jìn)行的分析表明,金融發(fā)展和城鎮(zhèn)化系統(tǒng)中內(nèi)源因子和外源因子的變化造成系統(tǒng)發(fā)生漲落,巨幅漲落會(huì)造成系統(tǒng)突變,突變后的系統(tǒng)涌現(xiàn)是兩個(gè)系統(tǒng)協(xié)同的目標(biāo)；金融發(fā)展與城鎮(zhèn)化系統(tǒng)主體之間的非線(xiàn)性作用需要系統(tǒng)主體之間的競(jìng)爭(zhēng)機(jī)制、系統(tǒng)與系統(tǒng)之間的耦合機(jī)制以及系統(tǒng)與環(huán)境之間的治理機(jī)制作為保障；利用金融發(fā)展和城鎮(zhèn)化評(píng)價(jià)指標(biāo)體系,對(duì)金融發(fā)展和城鎮(zhèn)化系統(tǒng)的有序度進(jìn)行了測(cè)度,利用有序度建立了協(xié)同度評(píng)價(jià)模型,通過(guò)對(duì)協(xié)同能力、協(xié)同容易度以及協(xié)同傾向的計(jì)算對(duì)金融發(fā)展與城鎮(zhèn)化的協(xié)同度進(jìn)行了測(cè)算。結(jié)果表明,中國(guó)金融發(fā)展系統(tǒng)與城鎮(zhèn)化系統(tǒng)協(xié)同度整體處于上升趨勢(shì),但是協(xié)同度的波動(dòng)也明顯加大,呈現(xiàn)一種脈沖震蕩放大狀態(tài)；金融發(fā)展系統(tǒng)與城鎮(zhèn)化系統(tǒng)協(xié)同度表現(xiàn)出明顯的階段性特征,協(xié)同狀態(tài)從最初的初始協(xié)同階段上升到目前的協(xié)同成長(zhǎng)階段；金融發(fā)展支撐子系統(tǒng)和平衡子系統(tǒng)與城鎮(zhèn)化三個(gè)子系統(tǒng)的協(xié)同度同樣呈現(xiàn)脈沖震蕩放大狀態(tài),但是金融發(fā)展動(dòng)力子系統(tǒng)與城鎮(zhèn)化三個(gè)子系統(tǒng)的協(xié)同度呈現(xiàn)脈沖震蕩收斂狀態(tài)。金融發(fā)展系統(tǒng)動(dòng)力子系統(tǒng)有序度波浪式持續(xù)下降是金融發(fā)展系統(tǒng)有序度上升緩慢的主要原因,同時(shí)也是金融發(fā)展系統(tǒng)與城鎮(zhèn)化系統(tǒng)協(xié)同度提升的主要障礙。本文對(duì)中國(guó)金融發(fā)展與城鎮(zhèn)化系統(tǒng)協(xié)同發(fā)展實(shí)踐進(jìn)行的總結(jié)表明,在金融政策的頻繁作用下,金融發(fā)展系統(tǒng)有序度出現(xiàn)了幾次明顯的漲落現(xiàn)象。但是在受到制度和政策性長(zhǎng)期因子持續(xù)正向作用下,系統(tǒng)間在漲落、突變以后發(fā)生了涌現(xiàn)現(xiàn)象,系統(tǒng)協(xié)同度進(jìn)一步上升；城鎮(zhèn)化系統(tǒng)與金融發(fā)展系統(tǒng)有序度變化對(duì)比表明,系統(tǒng)開(kāi)放性是有序性的基礎(chǔ),而系統(tǒng)的復(fù)雜性造就了系統(tǒng)的適應(yīng)性。最后,為提高金融發(fā)展與城鎮(zhèn)化系統(tǒng)協(xié)同度,本文提出了如下政策建議：微觀方面,增強(qiáng)金融企業(yè)價(jià)值創(chuàng)造能力,提升金融系統(tǒng)主體協(xié)同能力；促進(jìn)城鎮(zhèn)化主體人力資本積累,提高城鎮(zhèn)化主體協(xié)同能力。中觀方面,增強(qiáng)金融產(chǎn)業(yè)協(xié)同能力,形成金融產(chǎn)業(yè)與其它產(chǎn)業(yè)良好的耦合效果；建立高效的產(chǎn)融結(jié)合平臺(tái),形成完善的產(chǎn)融結(jié)合機(jī)制;科學(xué)進(jìn)行城市規(guī)劃,進(jìn)一步提升城鎮(zhèn)化有序度。宏觀方面,增強(qiáng)政策調(diào)控的連續(xù)性和前瞻性,避免政策調(diào)控頻率過(guò)于頻繁而造成系統(tǒng)短期漲落；保持發(fā)展戰(zhàn)略的穩(wěn)定性,推動(dòng)系統(tǒng)長(zhǎng)期漲落后形成突變與涌現(xiàn)；建立系統(tǒng)協(xié)調(diào)信息中心機(jī)制,增強(qiáng)系統(tǒng)白組織能力；提升系統(tǒng)開(kāi)放性,進(jìn)一步增強(qiáng)系統(tǒng)有序度;增強(qiáng)系統(tǒng)多樣性,提升系統(tǒng)適應(yīng)性。
[Abstract]:The process of urbanization in China has made great progress. But after the middle and late stages of urbanization, the construction of urban infrastructure and the supply level of basic public service are lagging behind the speed of population urbanization, and a series of hidden problems are highlighted. At the same time, the level of China's financial development Although there is a great improvement, there are also problems of financial support industry, insufficient industrial upgrading, low capital investment efficiency and financial development scale and unbalanced structure. The theoretical and empirical analysis shows that the problem of infrastructure and basic public services in the process of urbanization needs to be increased by financial support. The theoretical and empirical analysis also shows that improving the quality of urbanization, further upgrading the level of industrial agglomeration in the city and enhancing the financial demand of enterprises and individuals is an important way to promote the level of financial development, enhance the integration of production and finance, and improve the efficiency of capital investment. Considering the development stage of financial development and urbanization and solving the problems faced by the two, it is worthy of reference. The social and economic environment is a complex and large system, the development of the subsystem is not isolated, the relationship between the financial development system and the urbanization system is especially worth paying attention. On the one hand, the financial development itself is in the city. In the modern economy, in the modern economy, the financial development system has gradually become the core system, and the influence of the other social and economic systems is becoming more and more important. The synergistic theory holds that there must be a synergistic relationship between the systems which interact with each other. Therefore, the current system of financial development and the urbanization system are accurately measured. The level of development, the study of the synergy mechanism of the two systems and the judgement of the current synergies of the two systems are of great practical significance for promoting the synergy between the two systems, solving the development problems of the two systems and raising the level of development in a stable and orderly manner. The mutual influence of exhibition and urbanization is analyzed theoretically. The basis of the mutual influence of financial development and urbanization and the path of mutual influence are summed up. On this basis, the index system and measurement model of the measurement of financial development and urbanization level are constructed, and the level of China's financial development and urbanization is calculated and the system theory is used. The order parameter principle divides the financial development and the urbanization system into the support system, the balance system and the power system, and determines the three level index of the financial development and the three level of the urbanization of 17 urbanization. Through the calculation, the financial development and the urbanization level are obtained. The mutual influence of the financial development and the urbanization is measured and tested. The test knot is carried out. The results show that there is a long-term equilibrium relationship between the level of X (the level of financial development) and the level of urbanization. The level of urbanization (Y) and the level of financial development (X) are Granger, and there is a long-term equilibrium relationship between the three sub-systems of financial development and the three subsystems of urbanization. This paper is on the mechanism of the co evolution of the financial development and urbanization. The analysis shows that the changes of the endogenous and exogenous factors in the financial development and urbanization system cause the fluctuation of the system, and the huge fluctuation will cause the system mutation. The emergence of the system after the mutation is the target of two systems coordination, and the non linear function between the financial development and the main body of the urbanization system needs the competition mechanism between the main body of the system, The coupling mechanism between the system and the system as well as the governance mechanism between the system and the environment is guaranteed. Using the financial development and the urbanization evaluation index system, the order of the financial development and the urbanization system is measured, and the coordination evaluation model is established by the order degree. The synergistic degree of financial development and urbanization is calculated by the tendency calculation. The results show that the coordination degree of China's financial development system and urbanization system is on the rise as a whole, but the fluctuation of synergism also increases obviously, showing a pulse oscillation amplification state, and the synergism of the financial development system and the urbanization system is obvious. The coordination state of the financial development support subsystem and the three subsystems of urbanization also present the pulse oscillation amplification state, but the synergism of the three subsystems of the financial development power subsystem and the urbanization is presented. The continuous decline in the order degree of the power subsystem of the financial development system is the main reason for the slow increase in the order of the financial development system. It is also the main obstacle to the improvement of the coordination degree of the financial development system and the urbanization system. The summary shows that, under the frequent action of financial policy, the order of the financial development system has appeared several obvious fluctuations. But under the continuous positive effect of the institutional and policy long-term factors, the system is emerging after the fluctuation and the sudden change, the system synergy is further increased; the urbanization system and the financial development department are on the rise. The comparison of the order degree changes shows that the system openness is the basis of order, and the complexity of the system makes the system adaptable. Finally, in order to improve the coordination degree of the financial development and urbanization system, the following policy suggestions are put forward: on the microcosmic aspect, to enhance the creative ability of the value of the financial enterprises and enhance the coordination ability of the financial system. Promote the accumulation of human capital of the main body of urbanization and improve the coordination ability of the main body of urbanization.
