【摘要】：以公私合作項目績效評估為研究對象,采用"成功度"評價的方法,建立了PPP項目績效評價梯度模型。以浙江某園區(qū)PPP項目的案例說明了該模型的應(yīng)用。結(jié)果顯示:PPP項目績效評價梯度模型有效避開了評價指標(biāo)模糊、難以量化的難題,在對PPP項目進行評價方面表現(xiàn)出極強的實用性。為進一步提高PPP項目的績效管理水平,應(yīng)設(shè)置獨立于項目的第三方作為評價機構(gòu),加強對PPP項目事前、事中、事后各個環(huán)節(jié)的全方位監(jiān)管;加強評價指標(biāo)體系的建立,從行業(yè)角度構(gòu)建行業(yè)統(tǒng)一的指標(biāo)體系,為PPP項目績效評價提供行業(yè)標(biāo)準(zhǔn)。
[Abstract]:In this paper, the PPP project performance evaluation gradient model is established by using the method of "degree of success". The application of the model is illustrated by a PPP project in a park in Zhejiang province. The results show that the gradient model of the performance evaluation of the PPP project effectively avoids the fuzzy evaluation index and is difficult to quantify. It is very practical in evaluating the PPP project. In order to further improve the performance management level of PPP project, we should set up a third party independent of the project as the evaluation organization, strengthen the comprehensive supervision of each link in the PPP project before and after the project, strengthen the establishment of the evaluation index system. This paper constructs a uniform index system from the angle of industry to provide the industry standard for PPP project performance evaluation.
