【摘要】：隨著世界經(jīng)濟(jì)一體化的不斷滲透,我國先后出臺(tái)了“走出去”戰(zhàn)略和“一帶一路”戰(zhàn)略,并在對(duì)外投資這份答卷上獲得優(yōu)異成績。與此同時(shí),由于國內(nèi)適齡勞動(dòng)人口巨大、勞動(dòng)力素質(zhì)較低、高新技術(shù)人才不足等多鐘因素作用,國內(nèi)仍然面臨著十分嚴(yán)峻就業(yè)壓力,“就業(yè)問題”日益成為我國理論研究和政府部門關(guān)注的一個(gè)焦點(diǎn)。我國對(duì)“一帶一路”沿線各國直接投資的發(fā)展將對(duì)國內(nèi)就業(yè)產(chǎn)生怎樣的影響是本文所要探討的主要問題。本文使用歸納分析法和定量分析法相結(jié)合,著重就中國對(duì)“一帶一路”沿線國家的投資所產(chǎn)生的母國就業(yè)效應(yīng)進(jìn)行探討,初步可得到以下觀點(diǎn):對(duì)“一帶一路”沿線國家直接投資的母國直接就業(yè)影響表現(xiàn)為正效應(yīng),間接就業(yè)影響也表現(xiàn)為正效應(yīng),進(jìn)而兩者之和的總就業(yè)影響為正效應(yīng),這正與我國對(duì)沿線國家投資特點(diǎn)相吻合。中國企業(yè)在沿線國家直接投資主要集中于基礎(chǔ)設(shè)施建設(shè),大都屬于綠地投資,限于沿線國家大多屬于發(fā)展中國家,人員素質(zhì)和技術(shù)水平不高,需要我國派遣大量的人員進(jìn)行建設(shè)工作,進(jìn)而拉動(dòng)國內(nèi)直接就業(yè)增加。同樣,也會(huì)帶動(dòng)我國設(shè)備的出口,間接的帶動(dòng)相關(guān)產(chǎn)業(yè)的就業(yè)增長。隨著我國對(duì)沿線國家投資的不斷發(fā)展,勢必會(huì)出現(xiàn)產(chǎn)業(yè)轉(zhuǎn)移現(xiàn)象,進(jìn)而有可能會(huì)對(duì)我國就業(yè)產(chǎn)生替代現(xiàn)象。但現(xiàn)階段,我國對(duì)沿線國家的投資還處于初級(jí)階段,暫時(shí)還不會(huì)出現(xiàn)對(duì)我國就業(yè)產(chǎn)生替代作用。
[Abstract]:With the continuous penetration of world economic integration, China has successively issued the "going out" strategy and "Belt and Road" strategy, and obtained excellent results in the answer paper of foreign investment. At the same time, due to the influence of many factors, such as the huge working age population, the low quality of labor force and the shortage of high-tech talents, China is still facing severe employment pressure. The issue of employment has increasingly become a focus of theoretical research and government departments in China. How the development of China's direct investment in countries along the "Belt and Road" will have an impact on domestic employment is the main problem to be discussed in this paper. By combining inductive analysis with quantitative analysis, this paper focuses on the employment effect of China's investment in countries along the "Belt and Road". The main conclusions are as follows: the direct employment effect of direct investment in the countries along "Belt and Road" is positive effect, the indirect employment effect is positive effect, and the total employment effect of the sum of them is positive effect. This is in line with the characteristics of China's investment in countries along the route. The direct investment of Chinese enterprises in the countries along the route is mainly concentrated in infrastructure construction, most of them belong to greenbelt investments, and are limited to the developing countries, where the quality of personnel and the level of technology are not high. Need our country sends a large number of personnel to carry on the construction work, then pull the domestic direct employment to increase. Similarly, will also drive our country equipment export, indirectly drives the related industry employment growth. With the continuous development of China's investment in the countries along the route, there is bound to be a phenomenon of industrial transfer, which may lead to the substitution of employment in our country. However, China's investment in the countries along the route is still in its primary stage, and there will not be any substitution for employment in our country for the time being.
