【摘要】：本文選取新型城鎮(zhèn)化、產業(yè)結構升級兩個社會關心、政府高度重視的熱點問題,同時選擇農業(yè)人口比重較大的農業(yè)大省—湖南作為研究對象,區(qū)別于傳統(tǒng)的單一指標—城市人口數量占總人口的比重來衡量城鎮(zhèn)化水平,而是根據新型城鎮(zhèn)化的“新”從人口、環(huán)境、社會、經濟四個方面構建四個一級指標,涵蓋全方位的城鎮(zhèn)化(里面共包含42個小指標);為了反映產業(yè)從低級向高級推進的程度,本文選取另一種指標—產業(yè)結構高級化率(包含一、二、三產業(yè)比重)從更新穎的角度用數據模型來驗證新型城鎮(zhèn)化不同的方面對產業(yè)結構升級的影響。依據湖南特殊的要素稟賦提供符合湖南式的特色城鎮(zhèn)化之路的建議。文章在通過對湖南新型城鎮(zhèn)化與湖南省產業(yè)結構之間的關系進行深入的探討和分析,得出下結論:1、在進行協(xié)整檢驗中,湖南省產業(yè)結構高級化和新型城鎮(zhèn)化的經濟城鎮(zhèn)化、環(huán)境城鎮(zhèn)化、人口城鎮(zhèn)化、社會城鎮(zhèn)化以及滯后一期的產業(yè)高級化率存在長期均衡關系。短期內,隨著人口城鎮(zhèn)化,社會城鎮(zhèn)化,經濟城鎮(zhèn)化水平的提高會快速的提升第二,三產業(yè)所占比重,從長期來看,湖南省新型城市化綜合水平的提高明顯地促進了湖南省產業(yè)結構升級;2、脈沖響應分析表明,湖南省產業(yè)結構高級化受前期產業(yè)結構程度和經濟城鎮(zhèn)化影響比較大。短期內,經濟經濟城鎮(zhèn)以及環(huán)境城鎮(zhèn)化會迅速提高產業(yè)結構升級,人口城鎮(zhèn)化對產業(yè)結構高級化率作用較為明顯,環(huán)境城鎮(zhèn)化對產業(yè)結構升級作用明顯;3、從方差分解表來看,經濟城鎮(zhèn)化和人口城鎮(zhèn)化對產業(yè)結構高級化影響比較大。這表明,在推進湖南省產業(yè)結構調整過程中,政府需要堅持走新型城鎮(zhèn)化發(fā)展道路,在新型城鎮(zhèn)化過程中應該著力提高人均收入水平,加快戶籍制度的改革。
[Abstract]:This paper selects two hot issues which are concerned about the new urbanization and upgrading the industrial structure, and the government attaches great importance to them. At the same time, the author chooses Hunan, a large agricultural province with a large proportion of agricultural population, as the research object. Different from the traditional single indicator-the proportion of urban population to the total population to measure the level of urbanization, but according to the new urbanization "new" from the population, environment, society, economic four building four indicators, Covering all aspects of urbanization (which contains 42 small indicators); in order to reflect the degree of industry advancing from low level to high level, this paper selects another indicator-the rate of industrial structure upgrading (including one, two, one, two). From a more novel point of view, the data model is used to verify the impact of different aspects of new urbanization on the upgrading of industrial structure. According to Hunan's special factor endowment, the suggestion of Hunan's characteristic urbanization is provided. Through the deep discussion and analysis of the relationship between Hunan's new urbanization and Hunan's industrial structure, the article draws a conclusion: 1, in the process of cointegration test, Hunan's industrial structure is advanced and the new urbanization is economic urbanization. Environmental urbanization, population urbanization, social urbanization and the lagged industrial advanced rate have a long-term equilibrium relationship. In the short term, with the urbanization of the population, the urbanization of society, and the improvement of the level of economic urbanization, the proportion of the secondary and tertiary industries will increase rapidly. In the long run, The improvement of the comprehensive level of the new urbanization in Hunan Province has obviously promoted the upgrading of the industrial structure of Hunan Province. The impulse response analysis shows that the upgrading of the industrial structure of Hunan Province is greatly affected by the degree of industrial structure and the urbanization of the economy in the early stage. In the short term, economic towns and environmental urbanization will rapidly increase the upgrading of industrial structure. The effect of population urbanization on the rate of industrial structure upgrading is more obvious, and environmental urbanization plays a significant role in upgrading industrial structure. Economic urbanization and population urbanization have a greater impact on industrial structure. This indicates that in the process of promoting the adjustment of industrial structure in Hunan Province, the government should adhere to the new way of urbanization, and should focus on raising the level of per capita income and speeding up the reform of the household registration system in the process of new urbanization.
