基于PSF評估模型的城市智慧化發(fā)展綜合評價研究

【摘要】:隨著智慧城市在世界范圍內的高速發(fā)展,智慧城市評價的研究已成為學術界新興的研究熱點。然而,從整體而言,我國智慧城市建設普遍存在認知匱乏、規(guī)劃經驗不足及綜合協(xié)調調度水平低下等問題。這就需要制定一套科學嚴謹、合理有效、符合市場需求的評價指標體系和評價模型對城市智慧化發(fā)展程度進行綜合評價,據此準確定位智慧城市的建設目標,明晰智慧城市的發(fā)展需求與短板,完善智慧城市的管理機制,從而對城市智慧化發(fā)展提供指導與借鑒。針對國內外對智慧城市評價指標選取依據不科學、測度評價標尺和工具不統(tǒng)一、主觀性太強等不足,本文在基于城市系統(tǒng)論的理論基礎上:首先,根據PSF評估模型,將智慧城市自下而上地劃分為:投入支承層、系統(tǒng)應用層和核心目標層。根據該層次結構,將智慧城市劃分為智慧基礎設施、智慧管理、智慧人群等6個子要素,從而建立了城市智慧化發(fā)展綜合評價指標體系。其次,本文根據城市智慧化發(fā)展綜合評價指標體系的特點,利用層次分析法(AHP),結合專家的意見建立判斷矩陣,確定綜合評價指標的各指標權重,進而合成綜合評價指數(shù)。再次,為表征城市智慧化發(fā)展綜合評價指標的非線性特點,本文采用神經網絡構建相應的綜合評價模型,從而更精確地量化城市智慧化發(fā)展綜合評價指標。最后,分別采用AHP、AHP-BP、AHP-ELM模型對我國151個城市的智慧化發(fā)展水平做出評價,并從模型精度、時間開銷等角度對其進行對比。仿真結果顯示,AHPELM模型為最佳模型。
[Abstract]:With the rapid development of intelligent cities in the world, the research on the evaluation of intelligent cities has become a new research hotspot in academia. However, on the whole, there are many problems in the construction of intelligent cities in China, such as lack of cognition, lack of planning experience and low level of comprehensive coordination and scheduling. Therefore, it is necessary to formulate a set of scientific and rigorous, reasonable and effective evaluation index system and evaluation model to evaluate the degree of urban intelligent development, and to accurately locate the construction goal of intelligent city. In order to provide guidance and reference for the development of intelligent cities, it is clear that the development needs and shortcuts of intelligent cities should be clarified, and the management mechanism of intelligent cities should be perfected. In view of the unscientific basis for the evaluation index selection of intelligent cities at home and abroad, the lack of unity of measurement and evaluation scales and tools, and too strong subjectivity, this paper is based on the theory of urban system theory: firstly, according to the PSF evaluation model, The intelligent city is divided from bottom to top into three layers: input support layer, system application layer and core target layer. According to this hierarchical structure, the intelligent city is divided into six sub-elements, such as intelligent infrastructure, intelligent management, intelligent crowd, and so on, and thus the comprehensive evaluation index system of urban intelligent development is established. Secondly, according to the characteristics of the comprehensive evaluation index system of urban intelligent development, using the analytic hierarchy process (AHP) and expert's opinion, the judgment matrix is established, the weight of each index of the comprehensive evaluation index is determined, and then the comprehensive evaluation index is synthesized. Thirdly, in order to characterize the nonlinear characteristics of the comprehensive evaluation index of urban intelligent development, this paper uses neural network to construct the corresponding comprehensive evaluation model, so as to quantify the comprehensive evaluation index of urban intelligent development more accurately. Finally, the AHP-BP- AHP-ELM model is used to evaluate the development level of intelligence in 151 cities in China, and the model precision and time cost are compared. The simulation results show that the AHPELM model is the best model.
