軌道交通項(xiàng)目PPP融資模式—深圳地鐵四號(hào)線(xiàn)三期工程

【摘要】:為了緩解公路交通的巨大壓力,我國(guó)各大一線(xiàn)城市以及部分二線(xiàn)三線(xiàn)城市均選擇發(fā)展軌道交通來(lái)緩解日益加大的交通壓力。但是軌道交通和其他市政類(lèi)基礎(chǔ)設(shè)施項(xiàng)目一樣,建設(shè)周期較長(zhǎng)且項(xiàng)目投資金額較大,所以在短期內(nèi),各大城市都已提出要軌道交通建設(shè)發(fā)展的“可持續(xù)發(fā)展理念”。選取深圳4號(hào)線(xiàn)三期工程作為研究對(duì)象,對(duì)深圳市軌道交通投融資機(jī)制的發(fā)展戰(zhàn)略、土地使用權(quán)的取得和相關(guān)的法律基礎(chǔ)、技術(shù)應(yīng)用的條件和阻礙因素進(jìn)行全面闡述,并結(jié)合深圳地鐵4號(hào)線(xiàn)這一具體案例進(jìn)行研究,提出具體精細(xì)化操作,并對(duì)下一步改革的方向給出指引。為我國(guó)其他城市的基礎(chǔ)建設(shè)投資融資提供借鑒,也為軌道交通項(xiàng)目投融資提供實(shí)踐經(jīng)驗(yàn)。深圳軌道交通4號(hào)線(xiàn)是深圳市第一個(gè)成功在非建設(shè)應(yīng)用PPP融資模式利潤(rùn)的大型基礎(chǔ)設(shè)施項(xiàng)目。軌道交通4號(hào)線(xiàn)(龍華線(xiàn))三期項(xiàng)目經(jīng)國(guó)家發(fā)改委批準(zhǔn),已于2016年開(kāi)工建設(shè),預(yù)計(jì)將于2020年通車(chē)。建成后深圳龍華觀瀾地區(qū)市民有望乘坐地鐵直達(dá)福田口岸,也可轉(zhuǎn)乘地鐵到達(dá)市區(qū)各地。據(jù)《國(guó)家發(fā)展和改革委員會(huì)國(guó)家發(fā)展和改革委員會(huì)若干基礎(chǔ)[2015]》和《深圳城市軌道交通第三階段建設(shè)規(guī)劃(2011~2020)調(diào)整方案》批準(zhǔn)的(修改)文件,深圳地鐵4號(hào)線(xiàn)的三期工程是從清湖站到牛湖站,長(zhǎng)行10.8公里,設(shè)車(chē)站8個(gè),投資98億元,規(guī)劃建設(shè)期為2016年至2020年。深圳市軌道交通建設(shè)一直非常重視利用各種投融資途徑,在工程中,傳統(tǒng)的政府投融資模式,大約70%的分配來(lái)由政府財(cái)政解決,大約30%的資金由商業(yè)銀行貸款解決;在5號(hào)線(xiàn)二期建設(shè)中采取BT模式,在4號(hào)線(xiàn)二期采用BOT模式建設(shè)。為了順利開(kāi)展剩余第三階段和后期階段的建設(shè),深圳市政府積極探索創(chuàng)新,尋求以新型的投融資方式解決地鐵建設(shè)中諸多問(wèn)題,改善當(dāng)下軌道交通項(xiàng)目建設(shè)資金不足、項(xiàng)目投資收益與償付能力不足的現(xiàn)狀。采用PPP融資模式,可以吸引社會(huì)資本進(jìn)入、拓寬資金來(lái)源、減輕政府財(cái)政支出負(fù)擔(dān)、提高軌道交通項(xiàng)目建設(shè)和運(yùn)營(yíng)水平,是一個(gè)很不錯(cuò)的投融資方式。本文通過(guò)對(duì)PPP融資模式在軌道交通項(xiàng)目上的應(yīng)用的梳理,并結(jié)合深圳地鐵4號(hào)線(xiàn)三期建設(shè)的PPP融資模式的應(yīng)用,對(duì)項(xiàng)目每個(gè)階段的具體做法進(jìn)行分析,以提高PPP項(xiàng)目融資成功的可能性。進(jìn)而提出在應(yīng)用PPP模式時(shí)應(yīng)注意以下幾點(diǎn):(1)尋找合適的投資者,(2)提高風(fēng)險(xiǎn)應(yīng)對(duì)能力和組織協(xié)調(diào)能力,(3)學(xué)習(xí)先進(jìn)的經(jīng)驗(yàn),(4)注重人才培養(yǎng),(5)提高運(yùn)營(yíng)服務(wù)水平。通過(guò)本文的研究期望對(duì)深圳市乃至全國(guó)同類(lèi)項(xiàng)目的開(kāi)發(fā)和建設(shè)具有借鑒意義。
[Abstract]:In order to relieve the huge pressure of highway traffic, all the major cities in China and some of the second and third tier cities choose to develop rail transit to alleviate the increasing traffic pressure. However, as other municipal infrastructure projects, rail transit has a long construction period and a large amount of investment, so in the short term, all major cities have put forward the concept of "sustainable development" for the construction and development of rail transit. The third phase project of Shenzhen No. 4 Line is selected as the research object, the development strategy of the investment and financing mechanism of Shenzhen rail transit, the acquisition of the land use right and the relevant legal basis, the conditions of the technology application and the factors hindering the development of the investment and financing mechanism of the rail transit in Shenzhen are expounded comprehensively. Combined with the case of Shenzhen Metro Line 4, the detailed operation is put forward, and the direction of the next reform is given. It provides reference for the investment and financing of other cities in China, and also provides practical experience for the investment and financing of rail transit projects. Shenzhen Rail Transit Line 4 is the first large-scale infrastructure project in Shenzhen to successfully apply the PPP financing model in non-construction. The third phase of rail transit line 4 (Longhua Line), approved by the National Development and Reform Commission, has started construction in 2016 and is expected to be opened to traffic in 2020. After the completion of the Shenzhen Longhua Guanlan area citizens are expected to take the subway through the Futian Port, but also transfer to the subway to the urban areas. According to the documents approved by the National Development and Reform Commission [2015] and the Adjustment Plan for the third stage Construction of Shenzhen Urban Rail Transit (revised), The third phase of Shenzhen Metro Line 4 is from Qinghu Station to Niu Lake Station, with a long line of 10.8 kilometers, eight stations with an investment of 9.8 billion yuan, and the planned construction period from 2016 to 2020. Shenzhen rail transit construction has always attached great importance to the use of various ways of investment and financing, in the project, the traditional government investment and financing mode, about 70% of the allocation by the government financial solution, about 30% of the funds by commercial banks to solve the loan; BT mode is adopted in the second phase construction of line 5 and BOT mode is adopted in the second phase of line 4. In order to smoothly carry out the construction of the remaining third stage and the later stage, the Shenzhen Municipal Government actively explored and innovated, sought to solve many problems in subway construction by means of a new type of investment and financing, and improved the current lack of funds for the construction of rail transit projects. The current situation of insufficient investment income and solvency of the project. The adoption of PPP financing mode can attract social capital, broaden the sources of funds, lighten the burden of government financial expenditure, and improve the construction and operation level of rail transit projects, which is a very good way of investment and financing. Through combing the application of PPP financing mode in rail transit project, and combining with the application of PPP financing mode in the third phase construction of Shenzhen Metro Line 4, this paper analyzes the concrete methods of each stage of the project. To improve the PPP project financing success. Furthermore, the following points should be paid attention to in the application of PPP model: 1) to find a suitable investor, 2) to improve the ability of risk coping and organization coordination, 3) to learn advanced experience, 4) to pay attention to the training of talents, 5) to improve the level of operation and service. The research in this paper is expected to be useful for the development and construction of similar projects in Shenzhen and China.
