【摘要】：文章使用Hoekman頻度分析法對(duì)中國(guó)自由貿(mào)易協(xié)定的服務(wù)貿(mào)易壁壘水平進(jìn)行測(cè)度,以期實(shí)證地描述其開放度的特征事實(shí)。研究表明:中國(guó)絕大多數(shù)區(qū)域服務(wù)貿(mào)易協(xié)定表現(xiàn)出顯著的GAT=特征;三個(gè)頻度指標(biāo)計(jì)算出來的不同協(xié)定開放度排序存在一定差異;除教育服務(wù)外,國(guó)民待遇的開放度承諾均高于市場(chǎng)準(zhǔn)入承諾;總體而言,協(xié)定的開放度并未出現(xiàn)和協(xié)定簽署時(shí)間邏輯上的相關(guān)性,即簽署時(shí)間越晚的協(xié)定開放度也越大;開放度最低的前三類服務(wù)分別為第12類"其他未包含的服務(wù)上"、第8類"健康相關(guān)及社會(huì)服務(wù)"和第10類"娛樂文化體育服務(wù)"。
[Abstract]:This paper uses Hoekman frequency analysis method to measure the level of trade barriers in services of China's free trade agreements in order to empirically describe the characteristic facts of its openness. The study shows that most of China's regional trade in services agreements show significant GAT-= characteristics, that there are some differences in the ranking of the openness of different agreements calculated by the three frequency indicators, except for education services. The openness commitment of national treatment is higher than that of market access; in general, the openness of the agreement is not logically related to the time of signing the agreement, that is, the more open the agreement is, the later the signing time is; The first three types of services with the lowest degree of openness were category 12 "other services not included", category 8 "health related and social services" and category 10 "entertainment, culture and sports services".
