【摘要】：正"城中村"是我國(guó)城市化變遷中的一種特有現(xiàn)象,其實(shí)質(zhì)是城鄉(xiāng)二元結(jié)構(gòu)下農(nóng)村被動(dòng)城市化的產(chǎn)物。作為"都市里的鄉(xiāng)村","城中村"已經(jīng)嚴(yán)重影響到城市整體功能的發(fā)揮,影響到新型城鎮(zhèn)化的深入推進(jìn),對(duì)"城中村"進(jìn)行改造已是當(dāng)務(wù)之急。作為"過渡型社區(qū)""發(fā)展型社區(qū)","城中村"社區(qū)治理相較于一般城市社區(qū)治理或農(nóng)村社區(qū)治理,其牽扯的利益更加多元,面臨的矛盾更加復(fù)雜。在治理過程中,必須發(fā)揮基層黨組織的領(lǐng)導(dǎo)核心作用,尊重人民群眾的主體地位;堅(jiān)持以創(chuàng)新、協(xié)調(diào)、綠色、開放、共
[Abstract]:The "village in the city" is a special phenomenon in the urbanization change of our country, and its essence is the product of the rural passive urbanization under the dual structure of urban and rural areas. As a "village in the city", "village in the city" has seriously affected the overall function of the city, affected the further promotion of new urbanization, and it is urgent to reform the "village in the city". As a "transitional community" and "a developmental community", the "village in city" community governance is more diversified in interest and more complicated in contradiction than that in general urban community governance or rural community governance. In the process of governance, we must give play to the central role of the leadership of the grass-roots party organizations, respect the main position of the masses, and adhere to innovation, coordination, green, open, and total.
