【摘要】：庫(kù)布齊沙漠是中國(guó)第七大沙漠,2000—2015年沙產(chǎn)業(yè)發(fā)展迅速,規(guī)模較大。庫(kù)布齊模式在國(guó)內(nèi)外影響力很大,實(shí)現(xiàn)了防沙治沙和生態(tài)經(jīng)濟(jì)的雙贏。但庫(kù)布齊模式在科學(xué)界也存在較大爭(zhēng)議,主要表現(xiàn)在庫(kù)布齊模式的水資源承載力和沙產(chǎn)業(yè)的效益評(píng)價(jià)方面。運(yùn)用數(shù)據(jù)包絡(luò)分析方法(DEA法)評(píng)價(jià)了庫(kù)布齊模式中3種沙產(chǎn)業(yè)模式2015年的經(jīng)濟(jì)效益。結(jié)果表明:在3種沙產(chǎn)業(yè)模式中,光伏發(fā)電綜合利用模式和生態(tài)旅游模式投入產(chǎn)出綜合效率最高,達(dá)到1.000,高于生態(tài)飼料加工模式的綜合效率且3種沙產(chǎn)業(yè)模式的純技術(shù)效率均實(shí)現(xiàn)DEA有效;3種沙產(chǎn)業(yè)模式投入產(chǎn)出規(guī)模效率均較高,均值為0.978,最優(yōu)為光伏發(fā)電綜合利用模式和生態(tài)旅游模式。在此基礎(chǔ)上,提出了庫(kù)布齊模式存在的問(wèn)題、沙產(chǎn)業(yè)今后發(fā)展的方向與對(duì)策建議。
[Abstract]:The Kuby desert is the seventh largest desert in China. The development of the sand industry in 2000 to 2015 is rapid and large. The Kuby model has great influence at home and abroad, which has realized the win-win of sand control and ecological economy. But the Kuby model also has great controversy in the scientific community, mainly in the water resources carrying capacity of Kuby model and the effect of the sand industry. By using the data envelopment analysis (DEA), the economic benefits of the 3 types of sand industry models in the 2015 model were evaluated. The results showed that in the 3 types of sand industry models, the integrated efficiency of the integrated utilization mode of photovoltaic power generation and the ecotourism model was the highest, reaching 1, which was higher than the comprehensive efficiency of the ecological feed processing model. The pure technical efficiency of the 3 types of sand industry model is effective in realizing DEA; the efficiency of the 3 types of sand industry model is high, the mean is 0.978, the best is the comprehensive utilization mode of photovoltaic power generation and the ecotourism model. On this basis, the existing problems of the model and the direction of the future development of the sand industry and the countermeasures and suggestions are put forward.
