【摘要】：行政事業(yè)單位國有資產(chǎn)是行政事業(yè)單位履職的基礎(chǔ),管理好行政事業(yè)單位國有資產(chǎn)管理能為部門預(yù)算的進一步細化和完善提供支撐,同時可有力促進財政管理改革工作。在行政事業(yè)單位國有資產(chǎn)管理工作上,福建省省一級的資產(chǎn)管理機構(gòu)先后進行了多次嘗試,取得了一定的成效,前后出臺了多項有關(guān)國資管理的制度和規(guī)范性的文件。同時,在國有資產(chǎn)管理體制機制方面也采取了多次改革,國有資產(chǎn)管理水平不斷提高�？墒�,在全面深化改革的新形勢下,福建省省級行政事業(yè)單位資產(chǎn)管理工作還存在一些尚待解決的問題。本文在整體研究過程中,充分運用了調(diào)查訪談法、文獻研究法、理論分析法和實例分析法等研究方法,對福建省省級行政單位國有資產(chǎn)管理中存在的問題進行了探討。從研究現(xiàn)狀和管理問題分析入手,分析了相關(guān)的原因,提出了完善福建省行政事業(yè)單位國有資產(chǎn)管理的措施。本文分為以下幾個部分:第一部分說明為何立題,并簡要介紹了國內(nèi)外的相關(guān)研究成果;第二部分介紹了涉及的相關(guān)概念,同時對涉及的產(chǎn)權(quán)理論和委托代理等相關(guān)理論進行了簡要介紹;第三部分主要從管理的現(xiàn)狀和存在的主要問題這兩方面對福建省省級行政事業(yè)單位國有資產(chǎn)的基本管理情況進行介紹;同時,系統(tǒng)分析了福建省省級行政事業(yè)單位存在諸多問題的原因,本文認為資產(chǎn)管理意識不強,管理責(zé)任不明,資產(chǎn)管理體制不順,管理隊伍薄弱是導(dǎo)致目前省一級在管理上存在諸多漏洞的癥結(jié)所在,要改變當(dāng)前國有資產(chǎn)監(jiān)管的不利局面唯有從這些方面入手來解決。第四部分主要是就改革現(xiàn)有的國有資產(chǎn)管理的模式和績效評價機制提出自己的設(shè)想。第五部分就自身的研究和日常監(jiān)管當(dāng)中體會提出加強省級行政事業(yè)單位國有資產(chǎn)管理的相關(guān)措施。
[Abstract]:The state-owned assets of administrative institutions are the basis for administrative institutions to carry out their duties. The management of state-owned assets of administrative institutions can provide support for the further refinement and improvement of departmental budgets, and at the same time, it can promote the reform of financial management. In the management of state-owned assets in administrative institutions, the provincial asset management organizations of Fujian Province have made many attempts and achieved certain results, and issued a number of regulations and normative documents on the management of state assets. At the same time, the management system of state-owned assets has been reformed many times, and the management level of state-owned assets has been improved continuously. However, under the new situation of deepening the reform in an all-round way, there are still some problems to be solved in the asset management of provincial administrative institutions in Fujian Province. In the whole research process, this paper makes full use of the methods of investigation and interview, literature research, theoretical analysis and case analysis, and probes into the problems existing in the management of state-owned assets of provincial administrative units in Fujian Province. Based on the analysis of the present situation and the management problems, this paper analyzes the relevant reasons and puts forward the measures to perfect the management of the state-owned assets of the administrative institutions in Fujian Province. This article is divided into the following several parts: the first part explains why to set the question, and briefly introduces the domestic and foreign related research results; the second part introduces the related concepts, At the same time, the related theories such as property right theory and principal-agent theory are briefly introduced. The third part mainly introduces the basic management of the state-owned assets of provincial administrative institutions in Fujian Province from the two aspects of the current situation of management and the main problems; at the same time, This paper systematically analyzes the causes of many problems existing in provincial administrative institutions in Fujian Province. The author thinks that the consciousness of asset management is not strong, the responsibility of management is not clear, and the system of asset management is not smooth. The weakness of the management team is the crux that leads to many loopholes in the management of the provincial level at present. To change the unfavorable situation of the supervision of the state-owned assets at present, only from these aspects can we solve the problem. The fourth part is to reform the existing state-owned assets management model and performance evaluation mechanism put forward their own ideas. The fifth part puts forward some measures to strengthen the management of state-owned assets in provincial administrative institutions.
