【摘要】：城鎮(zhèn)化是21世紀(jì)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的重大主題之一,是實(shí)現(xiàn)現(xiàn)代化的必由之路。在我國(guó)深入實(shí)施西部大開(kāi)發(fā)戰(zhàn)略,大力推進(jìn)西部地區(qū)城鎮(zhèn)化進(jìn)程的背景下,陜西省作為我國(guó)西北地區(qū)的門(mén)戶(hù),2015年城鎮(zhèn)化水平與國(guó)家平均水平尚有差距,其主要原因之一是陜南貧困山區(qū)的經(jīng)濟(jì)發(fā)展和城鎮(zhèn)化建設(shè)較為落后。因此,加速推進(jìn)陜南地區(qū)城鎮(zhèn)化進(jìn)程對(duì)于陜西省乃至整個(gè)西部地區(qū)的城鎮(zhèn)化發(fā)展具有重要的現(xiàn)實(shí)意義。本文首先對(duì)城鎮(zhèn)化的相關(guān)概念作出界定,并闡述了城鎮(zhèn)化研究的理論基礎(chǔ)。隨后對(duì)陜南地區(qū)城鎮(zhèn)化發(fā)展現(xiàn)狀進(jìn)行分析,從依托基礎(chǔ)和現(xiàn)狀問(wèn)題兩個(gè)方面把握陜南城鎮(zhèn)化發(fā)展的現(xiàn)實(shí)基礎(chǔ),總結(jié)其在區(qū)位條件、資源稟賦、生態(tài)環(huán)境、政策機(jī)遇等方面的發(fā)展優(yōu)勢(shì),指出在當(dāng)前發(fā)展中存在的經(jīng)濟(jì)總量小、集聚效應(yīng)弱、貧困問(wèn)題嚴(yán)重等問(wèn)題。其次,從定量分析的角度,對(duì)陜南地區(qū)城鎮(zhèn)化質(zhì)量進(jìn)行評(píng)價(jià)分析。按照科學(xué)性、全面性、典型性和可操作性的原則,從城鎮(zhèn)化質(zhì)量的內(nèi)涵出發(fā),建立了包含經(jīng)濟(jì)、社會(huì)、居民生活、生態(tài)環(huán)境、城鄉(xiāng)統(tǒng)籌五個(gè)方面的城鎮(zhèn)化質(zhì)量綜合評(píng)價(jià)指標(biāo)體系;運(yùn)用熵值法建立評(píng)價(jià)模型,并對(duì)陜南地區(qū)2006-2015年城鎮(zhèn)化質(zhì)量進(jìn)行測(cè)度;基于測(cè)度結(jié)果展開(kāi)分析研究,從時(shí)間維度對(duì)陜南地區(qū)2006-2015年城鎮(zhèn)化質(zhì)量進(jìn)行動(dòng)態(tài)分析,從全省視角對(duì)比分析當(dāng)前陜南地區(qū)與陜西較發(fā)達(dá)地區(qū)在城鎮(zhèn)化質(zhì)量上的差距。最后,結(jié)合陜南城鎮(zhèn)化發(fā)展現(xiàn)狀分析和城鎮(zhèn)化質(zhì)量綜合評(píng)價(jià)結(jié)果,提出基于城鎮(zhèn)空間優(yōu)化、產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展、生態(tài)環(huán)境保護(hù)的陜南地區(qū)城鎮(zhèn)化發(fā)展路徑。具體闡述為中心集聚、梯級(jí)發(fā)展、交通通暢的空間優(yōu)化城鎮(zhèn)化路徑,農(nóng)業(yè)產(chǎn)業(yè)化、旅游驅(qū)動(dòng)型、新型工業(yè)帶動(dòng)型的經(jīng)濟(jì)發(fā)展城鎮(zhèn)化路徑,以及綠色循環(huán)、生態(tài)移民的生態(tài)保護(hù)城鎮(zhèn)化路徑。總結(jié)概括為“以生態(tài)環(huán)境保護(hù)為核心,優(yōu)先發(fā)展中心城市,協(xié)調(diào)發(fā)展縣城、重點(diǎn)鎮(zhèn),逐步完善立體交通網(wǎng)絡(luò),加快建立特色農(nóng)業(yè)、新型工業(yè)、精品旅游的綠色循環(huán)產(chǎn)業(yè)體系”的陜南特色城鎮(zhèn)化發(fā)展路徑。
[Abstract]:Urbanization is one of the major themes of China's economic and social development in the 21 st century and the only way to realize modernization. Under the background of carrying out the strategy of western development and vigorously promoting the process of urbanization in western China, Shaanxi Province, as the gateway of Northwest China, still has a gap between the level of urbanization and the average level of the country in 2015. One of the main reasons is that the economic development and urbanization in the poor mountainous areas of southern Shaanxi are relatively backward. Therefore, accelerating the process of urbanization in southern Shaanxi is of great practical significance to the development of urbanization in Shaanxi Province and the whole western region. This paper first defines the related concepts of urbanization, and expounds the theoretical basis of urbanization research. Then it analyzes the present situation of urbanization development in southern Shaanxi, grasps the realistic basis of urbanization development in southern Shaanxi from the aspects of supporting foundation and current situation, and summarizes its location conditions, resource endowment, ecological environment. This paper points out the problems of small economic aggregate, weak agglomeration effect, serious poverty and so on. Secondly, from the angle of quantitative analysis, the quality of urbanization in southern Shaanxi is evaluated and analyzed. In accordance with the principles of science, comprehensiveness, typicality and maneuverability, and from the connotation of the quality of urbanization, the economic, social, residential and ecological environment has been established. The comprehensive evaluation index system of urbanization quality in five aspects of urban and rural planning; the establishment of evaluation model by entropy method, and the measurement of urbanization quality in southern Shaanxi from 2006 to 2015; the analysis and research based on the measurement results, This paper makes a dynamic analysis on the quality of urbanization from 2006 to 2015 in southern Shaanxi from the perspective of time, and compares and analyzes the disparity between the urbanization quality in the south of Shaanxi and the more developed areas in Shaanxi from the angle of view of the whole province. Finally, based on the analysis of the present situation of urbanization and the comprehensive evaluation results of urbanization quality in southern Shaanxi, the development path of urbanization in southern Shaanxi is put forward based on the optimization of urban space, the development of industrial economy and the protection of ecological environment. The paper elaborates on the following aspects: central agglomeration, cascade development, smooth traffic space optimization of urbanization path, agricultural industrialization, tourism-driven economic development and urbanization, as well as green circulation. Ecological protection of ecological migration urbanization path. Summing up as follows: "focusing on the protection of the ecological environment, giving priority to the development of central cities, coordinating the development of county and key towns, gradually perfecting the three-dimensional transportation network, speeding up the establishment of characteristic agriculture and a new type of industry," The green cycle industry system of boutique tourism "the characteristic urbanization path of Southern Shaanxi."
