【摘要】：城鎮(zhèn)化問(wèn)題是當(dāng)代中國(guó)社會(huì)經(jīng)濟(jì)發(fā)展的綜合性課題,涉及到我國(guó)政治、經(jīng)濟(jì)、社會(huì)生活、人民生活水平各個(gè)方面,將成為下一步我國(guó)經(jīng)濟(jì)增長(zhǎng)、結(jié)構(gòu)轉(zhuǎn)型和社會(huì)發(fā)展的重要戰(zhàn)略選擇。城鎮(zhèn)化問(wèn)題關(guān)系到國(guó)民經(jīng)濟(jì)各部門(mén)能否協(xié)調(diào)發(fā)展,現(xiàn)代化和諧社會(huì)能否實(shí)現(xiàn)。在當(dāng)前的新形勢(shì)下,探索中國(guó)新型城鎮(zhèn)化理論與實(shí)踐問(wèn)題,具有重要的學(xué)術(shù)價(jià)值與實(shí)踐意義。準(zhǔn)格爾旗被列入國(guó)家新型城鎮(zhèn)化綜合試點(diǎn),解決準(zhǔn)格爾旗城鎮(zhèn)化發(fā)展中遇到的問(wèn)題對(duì)于推進(jìn)城鎮(zhèn)綠色智能發(fā)展、產(chǎn)城融合的發(fā)展、促進(jìn)經(jīng)濟(jì)轉(zhuǎn)型、提高城鎮(zhèn)土地利用率、城鄉(xiāng)協(xié)同發(fā)展、推進(jìn)現(xiàn)代農(nóng)業(yè)發(fā)展,具有重大的現(xiàn)實(shí)意義。本論文立足于新型城鎮(zhèn)化的理論基礎(chǔ),以探索準(zhǔn)格爾旗新型城鎮(zhèn)化發(fā)展道路為主要目的,通過(guò)研究新型城鎮(zhèn)化基本內(nèi)涵、特點(diǎn)以及意義,并以此作為研究的起點(diǎn),實(shí)地調(diào)研、深入分析準(zhǔn)格爾旗城鎮(zhèn)化進(jìn)程、現(xiàn)狀,探尋準(zhǔn)格爾旗新型城鎮(zhèn)化推進(jìn)面臨的問(wèn)題,結(jié)合國(guó)內(nèi)外經(jīng)驗(yàn),提出了進(jìn)一步推進(jìn)準(zhǔn)格爾旗城鎮(zhèn)化建設(shè)的措施。通過(guò)比較分析,發(fā)現(xiàn)準(zhǔn)格爾旗城鎮(zhèn)化假設(shè)進(jìn)程中存在城鄉(xiāng)發(fā)展不均衡、農(nóng)村勞動(dòng)力素質(zhì)偏低、產(chǎn)業(yè)集群化發(fā)展滯后、農(nóng)業(yè)現(xiàn)代化發(fā)展滯后、環(huán)境保護(hù)不力、城市功能不足等問(wèn)題,并針對(duì)問(wèn)題提出城鄉(xiāng)統(tǒng)籌發(fā)展、大力發(fā)展教育、因地制宜,產(chǎn)業(yè)城市融合、加大環(huán)境治理力度、建設(shè)生態(tài)文明城市、合理規(guī)劃增強(qiáng)城市功能等對(duì)策建議。通過(guò)本論文的研究,希望能夠?qū)⑿滦统擎?zhèn)化理論應(yīng)用于準(zhǔn)格爾旗城鎮(zhèn)化建設(shè)這一具體實(shí)踐中去,為內(nèi)蒙古自治區(qū)新型城鎮(zhèn)化建設(shè)道路的探索提供參考。
[Abstract]:Urbanization is a comprehensive subject for the social and economic development of contemporary China. It involves all aspects of our country's politics, economy, social life and people's living standard, and will become the next step of our country's economic growth. An important strategic choice for structural transformation and social development. Urbanization is related to the coordinated development of all sectors of the national economy and the realization of a harmonious modern society. Under the new situation, it is of great academic value and practical significance to explore the theory and practice of new urbanization in China. Zhungeer Banner is listed as the national new comprehensive pilot of urbanization. Solving the problems encountered in the urbanization of Zhungeer Banner will promote the development of urban green intelligence, the integration of production and city, promote economic transformation, and improve the utilization rate of urban land. It is of great practical significance to coordinate the development of urban and rural areas and promote the development of modern agriculture. This paper is based on the theoretical basis of new urbanization, to explore the development of new urbanization in Zhungeer Banner as the main purpose, through the study of the basic connotation, characteristics and significance of new urbanization, and as the starting point of the study, field investigation. This paper deeply analyzes the urbanization process and current situation of Zhungeer Banner, probes into the problems faced by the new urbanization in Zhungeer Banner, and puts forward some measures to further promote the urbanization construction of Zhungeer Banner combined with the experience at home and abroad. Through comparative analysis, it is found that in the process of urbanization assumption of Zhungeer Banner, the development of urban and rural areas is not balanced, the quality of rural labor is low, the development of industrial cluster is lagging, the development of agricultural modernization is lagging, and the environmental protection is weak. The paper also puts forward some countermeasures and suggestions for urban and rural development, such as the overall development of urban and rural areas, the development of education in accordance with local conditions, the integration of industrial cities, the strengthening of environmental management, the construction of ecological civilized cities, and the rational planning and strengthening of urban functions. Through the research of this paper, it is hoped that the new urbanization theory can be applied to the concrete practice of urbanization construction in Zhungeer Banner, and provide a reference for the exploration of the new urbanization construction road in Inner Mongolia Autonomous region.
