【摘要】：基于2006-2014年我國省際面板數(shù)據(jù),采用動態(tài)面板系統(tǒng)GMM方法計(jì)量檢驗(yàn)城鎮(zhèn)化進(jìn)程中多元投資主體的協(xié)同效應(yīng)。結(jié)果發(fā)現(xiàn),政府投資和外商直接投資是推進(jìn)中國城鎮(zhèn)化的重要支撐力量,而私人投資的支持作用并沒有顯現(xiàn)。另外,政府投資、私人投資和外商直接投資彼此之間都存在擠出效應(yīng),尤其是政府投資對于私人投資的擠出效應(yīng)更為明顯,這反映出城鎮(zhèn)化進(jìn)程中多元投資主體之間的相互排斥。政府主導(dǎo)型的城鎮(zhèn)化進(jìn)程在供給側(cè)結(jié)構(gòu)性改革的背景下應(yīng)積極轉(zhuǎn)變?yōu)槭袌鲋鲗?dǎo)型模式,即應(yīng)該構(gòu)建民間投資、外商直接投資與政府投資并行不悖、協(xié)同增進(jìn)的城鎮(zhèn)化融資體系與模式。應(yīng)優(yōu)化民間資本市場準(zhǔn)入的審批機(jī)制、建立民間資本市場進(jìn)入的援助機(jī)制、公平化民間資本與其他所有制企業(yè)的待遇、落實(shí)政府性資金支持民間投資措施等。
[Abstract]:Based on the provincial panel data from 2006 to 2014, the dynamic panel system (GMM) method is used to test the synergistic effect of multiple investors in the urbanization process.The results show that government investment and foreign direct investment are the important supporting forces to promote China's urbanization, but the supporting role of private investment is not apparent.In addition, there are crowding-out effects between government investment, private investment and foreign direct investment, especially the crowding out effect of government investment on private investment.This reflects the process of urbanization in the process of multiple investment between the mutual exclusion.Under the background of supply-side structural reform, the government-led urbanization process should be actively transformed into market-oriented mode, that is, private investment should be constructed, and foreign direct investment should go hand in hand with government investment.Coordinated enhancement of urbanization financing system and model.It is necessary to optimize the examination and approval mechanism of private capital market, establish the aid mechanism for private capital market entry, equalize the treatment of private capital and other ownership enterprises, and implement government funds to support private investment.
