【摘要】：采用內(nèi)容分析法,對(duì)實(shí)施知識(shí)產(chǎn)權(quán)戰(zhàn)略以來(lái)中央政府頒布的政策進(jìn)行量化分析,探究中國(guó)政府在知識(shí)產(chǎn)權(quán)創(chuàng)造、運(yùn)用、保護(hù)、管理及服務(wù)領(lǐng)域的政策工具選擇。研究發(fā)現(xiàn):知識(shí)產(chǎn)權(quán)保護(hù)法律體系、公共服務(wù)體系建設(shè)和管理體制機(jī)制改革是當(dāng)前中國(guó)知識(shí)產(chǎn)權(quán)政策關(guān)注的重點(diǎn);公共服務(wù)類供給型政策工具以及法律規(guī)制類、策略性措施類環(huán)境型政策工具應(yīng)用過(guò)溢;融資支持、財(cái)稅優(yōu)惠等經(jīng)濟(jì)激勵(lì)類政策工具、需求型政策工具應(yīng)用存在缺失;知識(shí)產(chǎn)權(quán)政策工具在知識(shí)產(chǎn)權(quán)創(chuàng)造、運(yùn)用活動(dòng)領(lǐng)域應(yīng)用不足�；诖�,提出對(duì)策建議。
[Abstract]:By using the method of content analysis, this paper makes a quantitative analysis of the policies promulgated by the central government since the implementation of the IPR strategy, and probes into the choice of policy tools of the Chinese government in the fields of intellectual property creation, application, protection, management and service.It is found that the legal system of intellectual property protection, the construction of public service system and the reform of management system mechanism are the focus of current intellectual property policy in China.Environmental policy tools such as strategic measures are overused; economic incentives such as financing support, fiscal and tax preferences, and demand-based policy tools are lacking; intellectual property policy tools are created in intellectual property rights.The use of the field of activity is inadequate.Based on this, the countermeasures and suggestions are put forward.
