【摘要】：改革開放三十多年來,內(nèi)蒙古自治區(qū)的經(jīng)濟得到了快速穩(wěn)定的發(fā)展,依托巨大的地域優(yōu)勢、資源優(yōu)勢和北疆人才優(yōu)勢,內(nèi)蒙古已相繼形成了六大支柱產(chǎn)業(yè),分別是能源產(chǎn)業(yè)、化工產(chǎn)業(yè)、冶金產(chǎn)業(yè)、機械制造、農(nóng)畜產(chǎn)品加工和高新技術(shù),城鎮(zhèn)化發(fā)展也有長足發(fā)展,城鎮(zhèn)化水平不斷升高。雖然產(chǎn)業(yè)結(jié)構(gòu)有了巨大完善和發(fā)展,城鎮(zhèn)化發(fā)展的有聲有色,但是全區(qū)和各盟市產(chǎn)業(yè)結(jié)構(gòu)和城鎮(zhèn)化發(fā)展不均衡,資源利用效率不高、利用率不到位。因此分析當(dāng)前內(nèi)蒙古產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化之間協(xié)調(diào)發(fā)展,是非常有必要的。故而,本文作者閱讀大量的文獻資料,在理論上深刻了解產(chǎn)業(yè)結(jié)構(gòu)演替和城鎮(zhèn)演變及功能完善和兩者之間相互關(guān)聯(lián)的規(guī)律,然后分析現(xiàn)階段內(nèi)蒙古全區(qū)和各盟市產(chǎn)業(yè)結(jié)構(gòu)和城鎮(zhèn)化及兩者關(guān)系的現(xiàn)狀,并找出存在的問題和出現(xiàn)的原因,并且利用VAR模型來實證內(nèi)蒙古產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化之間的關(guān)系;之后根據(jù)協(xié)調(diào)發(fā)展理論,選用系統(tǒng)耦合理論,通過構(gòu)建耦合協(xié)調(diào)度模型利用模糊綜合評價方法來分析內(nèi)蒙古各盟市產(chǎn)業(yè)結(jié)構(gòu)綜合指數(shù)與城鎮(zhèn)化系統(tǒng)的耦合協(xié)調(diào)程度。在此基礎(chǔ)上本文提出以下兩點建議:第一,合理科學(xué)地優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),以此推進城鎮(zhèn)化持續(xù)發(fā)展。針對各個產(chǎn)業(yè),本文又提出詳細(xì)的優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)措施:要調(diào)整農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu),推進農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營;關(guān)于第二產(chǎn)業(yè),全區(qū)需要優(yōu)化工業(yè)內(nèi)部結(jié)構(gòu),發(fā)展高新技術(shù)產(chǎn)業(yè);第三產(chǎn)業(yè)是未來城鎮(zhèn)化發(fā)展的重要支出產(chǎn)業(yè),因此需要積極發(fā)展第三產(chǎn)業(yè),增強勞動力吸納能力才能使城鎮(zhèn)化的發(fā)展更加健康合理。第二,合理推進城鎮(zhèn)化,促進產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。歸根結(jié)底城鎮(zhèn)化是人的城鎮(zhèn)化,因此需要推動移民落戶政策,并且完善城鎮(zhèn)基礎(chǔ)設(shè)施,提高城鎮(zhèn)化發(fā)展水平,使城鎮(zhèn)化更加有活力;再者全區(qū)要提高首府城市首位度,加快區(qū)域中心城市建設(shè),這樣可以吸引更多的外地人口來城市工作,促進產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化。
[Abstract]:Over the past 30 years of reform and opening up, the economy of the Inner Mongolia Autonomous region has been developing rapidly and steadily. Relying on its huge regional advantages, its natural resources and its talent advantages in the north, Inner Mongolia has successively formed six pillar industries, one by one, the energy industry.Chemical industry, metallurgical industry, machinery manufacturing, agricultural and livestock products processing and high technology, urbanization has also developed rapidly, the level of urbanization continues to rise.Although the industrial structure has been greatly improved and developed, the development of urbanization is remarkable, but the industrial structure and urbanization development of the whole region and each league city is not balanced, the efficiency of resource utilization is not high, and the utilization rate is not in place.Therefore, it is necessary to analyze the harmonious development between industrial structure and urbanization in Inner Mongolia.Therefore, the author of this paper read a lot of literature and deeply understand the succession of industrial structure, the evolution of cities and towns, the perfection of their functions and the law of their interrelation.Then it analyzes the present situation of industrial structure and urbanization and their relationship in Inner Mongolia, finds out the existing problems and causes, and uses VAR model to demonstrate the relationship between industrial structure and urbanization in Inner Mongolia.Then according to the coordinated development theory, the system coupling theory is selected, and the coupling coordination degree model is constructed to analyze the coupling coordination degree between the industrial structure comprehensive index of Inner Mongolia and the urbanization system by using the fuzzy comprehensive evaluation method.On this basis, this paper puts forward the following two suggestions: first, optimize the industrial structure reasonably and scientifically, so as to promote the sustainable development of urbanization.Aiming at each industry, this paper puts forward detailed measures to optimize the industrial structure: to adjust the agricultural industrial structure, to promote the industrialization of agriculture, to optimize the internal structure of the industry and to develop the high and new technology industry in the whole region;The tertiary industry is an important expenditure industry for the development of urbanization in the future, so it is necessary to actively develop the tertiary industry and strengthen the ability of absorbing labor force in order to make the development of urbanization more healthy and reasonable.Second, the rational promotion of urbanization to promote the optimization of industrial structure.In the final analysis, urbanization is the urbanization of human beings. Therefore, it is necessary to promote the policy of resettlement, improve the infrastructure of cities and towns, raise the level of urbanization development, and make urbanization more dynamic. Furthermore, the whole district should increase the priority of the capital cities.Speeding up the construction of regional central cities can attract more people from other areas to work in cities and promote the optimization of industrial structure.
