我國PPP發(fā)展歷程和法規(guī)政策基本取向

【摘要】:PPP作為深化投融資體制改革、優(yōu)化公共服務供給的重要政策工具,在世界范圍內得到廣泛應用。從法規(guī)政策視角,我國PPP發(fā)展大致可分為政策推進、立法探索、統(tǒng)一立法3個階段,目前數(shù)量之多、金額之巨、領域之廣,令世界側目。針對PPP實踐中出現(xiàn)的政策導向不清晰導致PPP泛化、模式不規(guī)范導致財政風險加劇、程序不銜接導致市場主題不堪其負、制度不配套導致市場機制難以有效發(fā)揮作用,應立足于解決突出問題校準立法和政策,在統(tǒng)一立法下分類規(guī)制、分類施策,建立部門協(xié)同的監(jiān)管體制機制,加強項目前期工作統(tǒng)籌銜接,增強制度政策有效銜接。
[Abstract]:As an important policy tool for deepening the reform of investment and financing system and optimizing the supply of public services, PPP is widely used in the world.From the perspective of laws and regulations, the development of PPP in China can be divided into three stages: policy promotion, legislative exploration and unification of legislation.The lack of clear policy direction in PPP practice leads to the generalization of PPP, the non-standard mode leads to the aggravation of financial risk, the disconnection of procedures leads to the negative market theme, and the lack of supporting system results in the market mechanism being difficult to play its role effectively.It should be based on the calibration legislation and policy of solving outstanding problems, classify regulation and policy under unified legislation, set up the supervision system mechanism of coordination between departments, strengthen the overall coordination of the work in the early stage of the project, and strengthen the effective linkage of system policies.
