A市棚戶(hù)區(qū)改造項(xiàng)目PPP融資模式應(yīng)用研究

【摘要】:棚戶(hù)區(qū)是中國(guó)經(jīng)濟(jì)快速發(fā)展過(guò)程中的產(chǎn)物,是發(fā)展不均衡導(dǎo)致的一種現(xiàn)象。棚戶(hù)區(qū)改造一直以來(lái)都是中國(guó)城鎮(zhèn)化過(guò)程中的一個(gè)難點(diǎn)和重點(diǎn)。通常,由于政府資金的可獲得性以及涉及城市居民利益補(bǔ)償?shù)葟?fù)雜問(wèn)題,棚戶(hù)區(qū)改造易成為各個(gè)城市的疑難雜癥。本文首先介紹了PPP模式的相關(guān)概念,分析了不同組織機(jī)構(gòu)對(duì)PPP模式的見(jiàn)解,和PPP模式在我國(guó)的定義,并對(duì)PPP模式進(jìn)行分類(lèi)。根據(jù)PPP融資模式的特征和運(yùn)作程序,分析了PPP融資模式的應(yīng)用范圍。其次,本文分析了A市的經(jīng)濟(jì)發(fā)展?fàn)顩r以及A市棚戶(hù)區(qū)改造的相關(guān)情況和存在的問(wèn)題,從A市棚戶(hù)區(qū)改造項(xiàng)目目前存在資金缺口巨大入手,結(jié)合PPP融資模式在我國(guó)的成功應(yīng)用,及PPP模式在A市棚戶(hù)區(qū)改造中應(yīng)用的優(yōu)勢(shì),詳細(xì)分析了A市棚戶(hù)區(qū)改造項(xiàng)目引入PPP模式的可行性。在A市棚戶(hù)區(qū)改造項(xiàng)目引入PPP模式可行的基礎(chǔ)上,本文提出了一套由參與企業(yè)出資設(shè)立一個(gè)特殊項(xiàng)目公司(SPC);由政府通過(guò)商業(yè)銀行向特殊項(xiàng)目公司發(fā)放委托貸款;商業(yè)銀行向特殊項(xiàng)目公司提供信貸便利和信貸協(xié)議的PPP融資方案。并對(duì)A市引入PPP融資模式后的相關(guān)數(shù)據(jù)進(jìn)行了財(cái)務(wù)評(píng)價(jià),從項(xiàng)目財(cái)務(wù)指標(biāo)和財(cái)務(wù)敏感性分析入手,分析PPP融資模式在A市棚戶(hù)區(qū)改造項(xiàng)目中應(yīng)用時(shí)的各項(xiàng)指標(biāo)。最后,通過(guò)PPP融資模式在A市棚戶(hù)區(qū)改造項(xiàng)目中的應(yīng)用,對(duì)PPP融資模式在A市棚戶(hù)區(qū)改造項(xiàng)目中開(kāi)展可能存在的問(wèn)題進(jìn)行了具體分析,然后本文為A市更好的推行PPP模式的發(fā)展提出了由政府出資設(shè)立PPP基金,創(chuàng)新PPP融資工具等相關(guān)政策建議,并對(duì)PPP融資模式以后在A市的應(yīng)用提出了展望。
[Abstract]:Shantytown is the product of China's rapid economic development and a phenomenon caused by uneven development.Shantytown transformation has always been a difficult point in the process of urbanization in China.Usually, because of the complex problems of the availability of government funds and the compensation of the interests of urban residents, shantytown reconstruction is easy to become a difficult problem in each city.This paper first introduces the related concepts of PPP mode, analyzes the views of different organizations on PPP schema, and the definition of PPP model in China, and classifies PPP schema.According to the characteristics and operation procedure of PPP financing mode, the application scope of PPP financing mode is analyzed.Secondly, this paper analyzes the economic development of A city and the related situation and existing problems of shantytown reconstruction in A city, starting with the huge fund gap existing in the shantytown reconstruction project of A city, combining with the successful application of PPP financing mode in our country.And the advantages of PPP model in the reconstruction of shanty towns in A city. The feasibility of introducing PPP mode into shantytown reconstruction projects in A city is analyzed in detail.On the basis of the feasibility of introducing PPP model into the shantytown reconstruction project of A city, this paper puts forward a set of special project companies funded by participating enterprises, which is entrusted by the government to issue loans to special project companies through commercial banks.Commercial banks provide special project companies with credit facilities and PPP financing agreements.The financial evaluation of the related data after the introduction of PPP financing mode in city A is carried out, and the indexes of the application of PPP financing mode in the reconstruction project of shantytown in A city are analyzed from the analysis of project financial indexes and financial sensitivity.Finally, through the application of the PPP financing mode in the shantytown reconstruction project of A city, the possible problems of the PPP financing mode in the reconstruction project of the shantytown district in A city are analyzed concretely.Then this paper puts forward some policy suggestions such as setting up the PPP fund and innovating the PPP financing tool for the better development of PPP mode in A city, and puts forward the prospect of the application of PPP financing mode in A city.
