教育資源對(duì)城市房?jī)r(jià)影響的實(shí)證研究

【摘要】:我國(guó)住房制度改革開(kāi)始于1998年雖然起步較晚,但之后很快就進(jìn)入房地產(chǎn)高速發(fā)展期,開(kāi)始了房地產(chǎn)業(yè)真正意義上的發(fā)展。據(jù)國(guó)家統(tǒng)計(jì)局?jǐn)?shù)據(jù)顯示全國(guó)住宅商品房銷售價(jià)格由2005年的2937元/平方米,上升到了2015年的6473元/平方米,增長(zhǎng)了1.2倍,年平均增速達(dá)12.04%。房地產(chǎn)價(jià)格的過(guò)快上漲不僅會(huì)破壞房地產(chǎn)行業(yè)的健康發(fā)展,還會(huì)導(dǎo)致大量的資本從其他領(lǐng)域進(jìn)入房地產(chǎn)行業(yè),影響經(jīng)濟(jì)的健康發(fā)展。收入水平、土地成本、失業(yè)率等因素是影響房地產(chǎn)價(jià)格的諸多因素之一,除此以外還存在教育資源對(duì)房地產(chǎn)價(jià)格的影響。本文以我國(guó)34個(gè)主要城市為樣本,運(yùn)用Stata軟件進(jìn)行面板數(shù)據(jù)回歸,分析了教育資源對(duì)房?jī)r(jià)的影響,這種影響具體表現(xiàn)在兩方面:首先,不同類型的教育資源對(duì)房地產(chǎn)價(jià)格的影響程度不同,表現(xiàn)為基礎(chǔ)教育資源對(duì)房地產(chǎn)價(jià)格的影響程度要強(qiáng)于高等教育資源對(duì)房地產(chǎn)價(jià)格的影響程度;其次,教育資源對(duì)房地產(chǎn)價(jià)格的影響程度存在區(qū)域差異。表現(xiàn)為:在經(jīng)濟(jì)發(fā)展水平較高的城市,中學(xué)教育資源的分布對(duì)房?jī)r(jià)的影響要強(qiáng)于經(jīng)濟(jì)發(fā)達(dá)城市,中學(xué)教育資源對(duì)房?jī)r(jià)的影響。以上結(jié)果對(duì)于現(xiàn)實(shí)的指導(dǎo)意義在于:一是政府在對(duì)房地產(chǎn)市場(chǎng)調(diào)控,保證市場(chǎng)健康發(fā)展的同時(shí)也應(yīng)關(guān)注教育資源對(duì)房?jī)r(jià)的影響;二是要促進(jìn)教育資源的合理分配,實(shí)現(xiàn)教育資源的均衡分布,實(shí)現(xiàn)經(jīng)濟(jì)發(fā)達(dá)城市和經(jīng)濟(jì)落后城市擁有公平、均等的受教育機(jī)會(huì),三是在涉及到房地產(chǎn)評(píng)估的實(shí)際案例中,應(yīng)該重點(diǎn)區(qū)分房地產(chǎn)周邊教育資源的分布狀況、類型。區(qū)分基礎(chǔ)教育資源和非基礎(chǔ)教育資源;區(qū)分經(jīng)濟(jì)發(fā)展水平存在差異的區(qū)域的教育資源。在房地產(chǎn)評(píng)估實(shí)務(wù)中給予不同的權(quán)重和分值,從而使得資產(chǎn)的評(píng)估價(jià)值更接近于公允價(jià)值。對(duì)于個(gè)人消費(fèi)者來(lái)說(shuō),應(yīng)該傾向于持有經(jīng)濟(jì)較發(fā)達(dá)城市中靠近中學(xué)的房產(chǎn)。
[Abstract]:Although the reform of housing system in our country started late in 1998, it soon entered the period of rapid development of real estate, which began the real development of real estate industry.According to data from the National Bureau of Statistics, the national sales price of commercial residential housing rose from 2937 yuan per square meter in 2005 to 6473 yuan per square meter in 2015, an increase of 1.2 times, with an annual average growth rate of 12.04 yuan per square meter.The rapid rise of real estate prices will not only damage the healthy development of the real estate industry, but also lead to a large amount of capital from other areas into the real estate industry, affecting the healthy development of the economy.Income level, land cost, unemployment rate and other factors are one of the factors that affect the real estate price. In addition, there is the influence of educational resources on the real estate price.In this paper, 34 major cities in China are taken as samples and panel data regression is carried out by using Stata software to analyze the impact of educational resources on housing prices, which is manifested in two aspects: first,Different types of educational resources have different effects on real estate prices, which are shown by the fact that the impact of basic education resources on real estate prices is stronger than that of higher education resources on real estate prices. Secondly,There are regional differences in the influence of educational resources on real estate prices.In the cities with higher economic development level, the distribution of secondary school education resources has stronger influence on housing prices than that in economically developed cities, and secondary school education resources have influence on housing prices.The guiding significance of the above results lies in: first, the government should pay attention to the impact of educational resources on housing prices while regulating the real estate market to ensure the healthy development of the market; second, it is necessary to promote the rational distribution of educational resources.To realize the balanced distribution of educational resources and to realize that economically developed cities and economically backward cities have fair and equal access to education, third, in the actual cases involving real estate evaluation,Should distinguish the distribution of educational resources around real estate, type.Distinguish between the basic education resources and the non-basic education resources, and distinguish the educational resources of the regions where the economic development level is different.In the real estate appraisal practice gives different weight and the score, thus causes the asset appraisal value to be closer to the fair value.For individual consumers, they should tend to hold properties near secondary schools in more developed cities.
