【摘要】：大力促進(jìn)農(nóng)產(chǎn)品加工業(yè)發(fā)展是農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的重要內(nèi)容和推動(dòng)農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展的重要途徑。云南省是我國(guó)傳統(tǒng)的高原農(nóng)業(yè)省份,因其氣候優(yōu)勢(shì)獨(dú)特、生物資源豐富,素有“植物王國(guó)”、“動(dòng)物王國(guó)”等美譽(yù)。2011年以來,云南省結(jié)合得天獨(dú)厚的氣候優(yōu)勢(shì)和水資源土地資源物種資源優(yōu)勢(shì)致力發(fā)展高原特色農(nóng)業(yè),特色經(jīng)濟(jì)作物、山地牧業(yè)、淡水漁業(yè)、花卉產(chǎn)業(yè)等得到顯著提升。云南省得天獨(dú)厚的資源優(yōu)勢(shì)加之政府的政策支持極大地促進(jìn)了云南省農(nóng)產(chǎn)品加工業(yè)的發(fā)展。農(nóng)產(chǎn)品加工業(yè)效率是衡量農(nóng)產(chǎn)品加工業(yè)發(fā)展的重要指標(biāo)。研究云南省農(nóng)產(chǎn)品加工業(yè)的效率不僅能反映云南省農(nóng)產(chǎn)品加工業(yè)發(fā)展?fàn)顩r、預(yù)測(cè)云南省農(nóng)產(chǎn)品加工業(yè)效率的發(fā)展趨勢(shì),還為云南省相關(guān)部門制定提高農(nóng)產(chǎn)品加工業(yè)效率的政策提供實(shí)證依據(jù)和參考建議。本文以云南省農(nóng)產(chǎn)品加工業(yè)整體和云南省農(nóng)產(chǎn)品加工業(yè)各子行業(yè)為樣本,選取2005—2015年云南省農(nóng)產(chǎn)品加工業(yè)的相關(guān)數(shù)據(jù),運(yùn)用數(shù)據(jù)包絡(luò)分析法(DEA)和Malmquist指數(shù)法從靜態(tài)和動(dòng)態(tài)兩方面分析云南省農(nóng)產(chǎn)品加工業(yè)的效率,結(jié)合Tobit回歸模型分析云南省農(nóng)產(chǎn)品加工業(yè)效率的影響因素,最后提出相關(guān)的對(duì)策建議。效率分析主要著眼于純技術(shù)效率、規(guī)模效率、綜合效率三方面對(duì)云南省農(nóng)產(chǎn)品加工業(yè)效率進(jìn)行評(píng)價(jià),并進(jìn)一步對(duì)比分析2005—2009年和2010—2015年云南省農(nóng)產(chǎn)品加工業(yè)全要素生產(chǎn)率指數(shù)、技術(shù)進(jìn)步指數(shù)、技術(shù)效率指數(shù)、純技術(shù)效率指數(shù)和規(guī)模效率指數(shù)。研究發(fā)現(xiàn):2005—2015年云南省農(nóng)產(chǎn)品加工業(yè)純技術(shù)效率和規(guī)模效率平均值均為0.98,綜合效率平均值為0.95,云南省農(nóng)產(chǎn)品加工業(yè)在當(dāng)前技術(shù)水平上投入資源的使用是無效率的,在當(dāng)前制度和管理水平前提下的規(guī)模與最優(yōu)規(guī)模之間有一定的差距,云南省農(nóng)產(chǎn)品加工業(yè)在資源配置不合理、資源使用效率無效,未達(dá)到有效的投入產(chǎn)出。2005—2015年間技術(shù)進(jìn)步指數(shù)曲線在全要素生產(chǎn)率指數(shù)曲線之上,技術(shù)效率指數(shù)曲線在全要素生產(chǎn)率指數(shù)曲線之下,并且2010—2015年較2005—2009年全要素指數(shù)、技術(shù)進(jìn)步指數(shù)、技術(shù)效率指數(shù)和純技術(shù)效率指數(shù)均在增加,規(guī)模效率指數(shù)未增加反而減少,表明技術(shù)進(jìn)步是影響全要素生產(chǎn)率增長(zhǎng)的主要源泉,由于資金、人才和管理水平低下,云南省農(nóng)產(chǎn)品加工業(yè)整體要素利用效率還不高。在此基礎(chǔ)上,論文根據(jù)云南省農(nóng)產(chǎn)品加工業(yè)的效率值分析出影響云南省農(nóng)產(chǎn)品加工業(yè)效率的因素及影響方向和影響程度,提出擴(kuò)大產(chǎn)業(yè)規(guī)模、加大農(nóng)業(yè)科研投入、提升產(chǎn)品競(jìng)爭(zhēng)力、重視高科技人才培養(yǎng)、控制物質(zhì)資本投資等對(duì)策建議。
[Abstract]:Vigorously promoting the development of agricultural products processing industry is an important content of the structural reform on the supply side of agriculture and an important way to promote the integration of rural primary, secondary and tertiary industries.Yunnan Province is a traditional plateau agricultural province in China. Because of its unique climate advantage and rich biological resources, Yunnan Province is known as "plant kingdom", "animal kingdom" and so on.Combined with the unique climatic advantages and the advantages of water resources, land resources, species and resources, Yunnan Province has made great efforts to develop plateau characteristic agriculture, special cash crops, mountain animal husbandry, freshwater fishery, flower industry and so on.The unique resource advantage of Yunnan Province and the policy support of the government have greatly promoted the development of agricultural products processing industry in Yunnan Province.The efficiency of agricultural product processing industry is an important index to measure the development of agricultural product processing industry.The study on the efficiency of agricultural product processing industry in Yunnan Province can not only reflect the development of agricultural product processing industry in Yunnan Province, but also predict the development trend of agricultural product processing industry efficiency in Yunnan Province.It also provides evidence basis and reference suggestions for the relevant departments of Yunnan province to formulate policies to improve the efficiency of agricultural products processing industry.Based on the samples of the agricultural product processing industry of Yunnan Province and the sub-industries of the agricultural product processing industry of Yunnan Province, this paper selects the relevant data of the agricultural product processing industry of Yunnan Province from 2005 to 2015.Using data Envelopment Analysis (DEA) and Malmquist Index method, this paper analyzes the efficiency of agricultural product processing industry in Yunnan Province from static and dynamic aspects, analyzes the influencing factors of agricultural product processing industry efficiency in Yunnan Province by combining with Tobit regression model, and finally puts forward relevant countermeasures and suggestions.Efficiency analysis mainly focuses on pure technical efficiency, scale efficiency and comprehensive efficiency to evaluate the efficiency of agricultural products processing industry in Yunnan Province.The total factor productivity index, technological progress index, technological efficiency index, pure technical efficiency index and scale efficiency index of agricultural products processing industry in Yunnan Province from 2005 to 2009 and 2010 to 2015 are further compared and analyzed.It is found that the average value of pure technical efficiency and scale efficiency of agricultural product processing industry in Yunnan Province from 2005 to 2015 is 0.98, and the average comprehensive efficiency is 0.95.The utilization of resources invested in agricultural product processing industry in Yunnan Province is inefficient at the present technological level.There is a certain gap between the scale and the optimal scale under the premise of current system and management level. The processing industry of agricultural products in Yunnan Province is unreasonable in the allocation of resources and ineffective in the use of resources.The technological progress index curve for the period 2005-2015 is above the total factor productivity index curve, the technology efficiency index curve is below the total factor productivity index curve, and the total factor index curve for 2010-2015 is higher than the total factor index for 2005-2009.The technological progress index, the technological efficiency index and the pure technological efficiency index are all increasing, while the scale efficiency index is decreasing rather than increasing, indicating that technological progress is the main source of influence on total factor productivity growth, as a result of financial resources,The talent and management level is low, Yunnan province agricultural product processing industry overall essential factor utilization efficiency is not high.On this basis, according to the efficiency value of agricultural products processing industry in Yunnan Province, the paper analyzes the factors that affect the efficiency of agricultural product processing industry in Yunnan Province, and proposes to expand the industrial scale and increase the investment in agricultural scientific research.Improve the competitiveness of products, attach importance to the cultivation of high-tech personnel, control the material capital investment and other countermeasures.
