返鄉(xiāng)農民工再就業(yè)服務體系研究

【摘要】:“三農”問題作為限制我國經濟平衡發(fā)展的關鍵要素,關系到我國社會主義和諧社會的建設,更加影響到是否能改變城鄉(xiāng)二元經濟結構,促進城鄉(xiāng)一體化;而“三農”問題的關鍵是農民問題。就業(yè)乃民之根本,農民自身職業(yè)素養(yǎng)的欠缺且受到就業(yè)面的局限,很難實現高收入和轉移再就業(yè)。自對內改革、對外開放的政策出臺以來,“民工潮”現象如過江之鯽,俯拾皆是,即大批農民紛紛走出家鄉(xiāng)、外出打工。但是,當經濟危機的浪潮沖擊著每一個角落時,也深深震撼著弱勢群體農民工,導致了成千累萬的農民工折回故里、重新擇業(yè),即“返鄉(xiāng)流”現象。農民工在返鄉(xiāng)再就業(yè)方面的弱勢是一望而知的,因此建立針對性的返鄉(xiāng)農民工再就業(yè)服務體系,為緩解返鄉(xiāng)農民工再就業(yè)問題勢在必行。本文圍繞“為什么要構建返鄉(xiāng)農民工再就業(yè)服務體系”、“構建什么樣的就業(yè)服務體系”以及“如何才能保障就業(yè)服務體系地有效運行”這三個問題依次展開研究。文章以現階段返鄉(xiāng)農民工再就業(yè)情況為著手點,重點從再就業(yè)基本情況及就業(yè)服務現狀對河南省鄭州市進行了實地調研。基于調研數據的分析得出建立返鄉(xiāng)農民工再就業(yè)服務體系的迫切性和必要性,也即構成了建立返鄉(xiāng)農民工再就業(yè)服務體系的現實依據。而構建有針對性的返鄉(xiāng)農民工再就業(yè)服務體系的基本不僅在于能否準確把握農民工返鄉(xiāng)再就業(yè)情況,還需要正確分析返鄉(xiāng)農民工再就業(yè)的影響因素。因此,本文從政府因素、勞動力市場因素、用人單位因素和返鄉(xiāng)農民工自身因素等四個方面進行了深入分析。根據對返鄉(xiāng)農民工再就業(yè)現狀的調查研究以及其再就業(yè)影響因素的深刻分析,文章構建了以基礎型、創(chuàng)業(yè)型和保障型為核心的就業(yè)服務體系,即回答了第二個問題。而返鄉(xiāng)農民工再就業(yè)服務體系能否良性且高效地運行,離不開各方面力量地有力支持。根據支持主體來源不同,構建了政府支持、勞動力市場支持、用人單位支持、返鄉(xiāng)農民工個體支持的多元支持模式。
[Abstract]:As the key factor of restricting the balanced development of our country's economy, the issue of "three rural areas" is related to the construction of a harmonious socialist society, and it also affects whether the dual economic structure of urban and rural areas can be changed and the integration of urban and rural areas can be promoted. The key to the problem of "agriculture, countryside and farmers" is the problem of farmers. Employment is the root of the people, and the lack of professional literacy of farmers themselves is limited by the employment aspect. It is very difficult to achieve high income and transfer and re-employment. Since the introduction of the policy of opening up to the outside world, the phenomenon of "peasant labor tide" has been found everywhere, that is, a large number of farmers have gone out of their homes and went out to work. However, when the wave of economic crisis hit every corner of the world, It also deeply shocked the vulnerable group of migrant workers, resulting in tens of thousands of migrant workers returning to their homes and choosing new jobs, that is, the phenomenon of "returning to their hometowns." the weakness of migrant workers in returning to their hometowns for re-employment is well known. Therefore, to establish a targeted service system for re-employment of migrant workers returning to their hometowns, In order to alleviate the problem of re-employment of migrant workers returning home, this paper focuses on "Why should we build a service system of re-employment for migrant workers returning to their hometown", "what kind of employment service system to build" and "how to guarantee the employment service system" The three problems of effective land operation are studied in turn. The article starts with the re-employment situation of migrant workers returning to their hometowns at this stage. From the basic situation of re-employment and the present situation of employment service, this paper makes a field investigation on Zhengzhou City, Henan Province. Based on the analysis of survey data, the urgency and necessity of establishing a re-employment service system for migrant workers returning to their hometown are obtained. That is to say, it constitutes the realistic basis for establishing the service system of re-employment of migrant workers returning to their hometowns, and the basic purpose of constructing a service system for re-employment of returning migrant workers is not only whether they can accurately grasp the situation of re-employment of migrant workers returning to their hometowns, It is also necessary to correctly analyze the factors affecting the re-employment of migrant workers returning to their hometowns. Based on the investigation and research on the present situation of the re-employment of returning migrant workers and the profound analysis of the factors affecting their re-employment, the paper constructs a basic model, which is based on the factors of the employer and the migrant workers returning to their hometowns. The employment service system with entrepreneurship and security as the core answers the second question. Whether the re-employment service system of returning migrant workers can run in a healthy and efficient manner can not be separated from the support of various forces, according to the different sources of support. The multiple support models of government support, labor market support, employer support and individual support of migrant workers returning home are constructed.
