【摘要】:健全農(nóng)村"雙創(chuàng)"促進(jìn)機(jī)制,支持農(nóng)民工返鄉(xiāng)創(chuàng)業(yè),鼓勵高校畢業(yè)生、退役軍人、科技人員到農(nóng)村施展才華,是政府工作報告中進(jìn)一步強(qiáng)調(diào)的內(nèi)容。完善就業(yè)政策,加大就業(yè)培訓(xùn)力度,加強(qiáng)對靈活就業(yè)、新就業(yè)形態(tài)的支持。就業(yè)是最大的"民生",有就業(yè)才有收入,有收入才有好生活,與大學(xué)生就業(yè)難相比,企業(yè)招工難、留人難問題同樣突出,如何解決好供需矛盾,更成為解決當(dāng)前就業(yè)工作的重中之重。加強(qiáng)職業(yè)教育、定向教育等模式,一定程度上可以緩解供需矛盾。黑龍江省就業(yè)形勢仍然嚴(yán)峻,總量壓力較大,結(jié)構(gòu)性矛盾凸顯,人力資源轉(zhuǎn)化為人力資本的潛力巨大,創(chuàng)業(yè)拉動就業(yè),是創(chuàng)造就業(yè)崗位,增加就業(yè)數(shù)量的有效方式。就業(yè)保障體系的研究有助于貫徹勞動者自主就業(yè)、市場調(diào)節(jié)就業(yè)、政府促進(jìn)就業(yè)和鼓勵創(chuàng)業(yè)的方針;有助于實施就業(yè)優(yōu)先戰(zhàn)略和更加積極的就業(yè)政策,實現(xiàn)"雙創(chuàng)"對黑龍江省經(jīng)濟(jì)發(fā)展的推動;谌肆Y本理論和就業(yè)理論,從創(chuàng)業(yè)者個人技能和外在環(huán)境影響入手,建立評估指標(biāo),進(jìn)而發(fā)現(xiàn)黑龍江省創(chuàng)業(yè)環(huán)境出現(xiàn)的問題。目前,黑龍江省就業(yè)保障體系出現(xiàn)的問題主要有:創(chuàng)業(yè)創(chuàng)新理念還沒有深入人心,創(chuàng)業(yè)教育培訓(xùn)體系還不健全;善于創(chuàng)造、勇于創(chuàng)業(yè)的能力不足;創(chuàng)業(yè)融資模式尚需開發(fā),財政資金支持力度不足;社會保障制度與就業(yè)發(fā)展不平衡,導(dǎo)致失業(yè)保險金無法發(fā)揮對就業(yè)的保障作用,尚未形成鼓勵創(chuàng)新創(chuàng)業(yè)的良好環(huán)境。通過借鑒法國創(chuàng)業(yè)拉動就業(yè)的措施和對中小企業(yè)的扶持體系,德國"雙軌制"的學(xué)徒教育體系與自雇用體制的資金籌集方式,從教育培訓(xùn)、創(chuàng)業(yè)資金籌集、失業(yè)保險制度等方面建立完善的就業(yè)扶持體系、激勵體系和相應(yīng)的配套措施,主要包括擴(kuò)大就業(yè)扶持的覆蓋范圍、注重高校"雙創(chuàng)型"人才教育與培訓(xùn)和多樣化的創(chuàng)業(yè)融資激勵體系、發(fā)揮失業(yè)保險金對創(chuàng)業(yè)再就業(yè)的支撐等,進(jìn)而形成良好的創(chuàng)業(yè)環(huán)境,促進(jìn)創(chuàng)業(yè)活動,實現(xiàn)擴(kuò)大就業(yè)。

Compared with college students, it is difficult for enterprises to recruit workers. The employment situation in Heilongjiang Province is still grim, the total amount of pressure is high, the structural contradiction is prominent, the potential for human resources to be transformed into human capital is huge, and entrepreneurship is to stimulate employment and create jobs. Effective ways to increase the number of employment. The study of employment security system is helpful to implement the policy of self-employment, market regulation, employment promotion and entrepreneurship encouragement by the government; It is helpful to implement the employment priority strategy and more active employment policy, and realize the promotion of "double creation" to the economic development of Heilongjiang Province. Based on the theory of human capital and employment, starting with the personal skills and external environment influence of entrepreneurs, At present, the main problems in the employment security system of Heilongjiang Province are: the idea of entrepreneurship innovation has not been deeply rooted in the hearts of the people, entrepreneurship education and training system is not perfect; They are good at creation and lack of ability to start a business; the mode of venture financing needs to be developed; the financial support is insufficient; the social security system is not balanced with the development of employment, resulting in the unemployment insurance fund being unable to play its role as a safeguard for employment. A good environment for encouraging innovation and entrepreneurship has not yet been formed. By learning from the measures of entrepreneurship in France and the support system for small and medium-sized enterprises, Germany's "two-track" apprenticeship education system and its self-employment system are used to raise funds from education and training. To establish a sound employment support system, incentive system and corresponding supporting measures in the areas of venture capital raising, unemployment insurance system, etc., mainly including expanding the coverage of employment support, We should pay attention to the education and training of "double creative" talents in colleges and universities and the diversified incentive system of venture financing, and give full play to the support of unemployment insurance fund to the re-employment of enterprises, so as to form a good entrepreneurial environment, promote entrepreneurial activities, and realize the expansion of employment.
