GZ環(huán)保公司污水治理PPP模式的應(yīng)用研究

【摘要】:2015年,我國在博鰲論壇上提出"一帶一路"偉大構(gòu)想,其覆蓋范圍廣,投資力度大,涉及有鐵路、公路、能源、信息、產(chǎn)業(yè)園區(qū)等重大工程建設(shè)。為了營造良好的經(jīng)濟環(huán)境,同時提供高質(zhì)量的公共服務(wù),我國應(yīng)當(dāng)加強基礎(chǔ)設(shè)備的投資建設(shè)工作,解決基礎(chǔ)設(shè)施建設(shè)的資金籌措和運營管理的問題,同時加強項目風(fēng)險管理降低成本提高收益。但是從傳統(tǒng)意義上來說,基礎(chǔ)建設(shè)投資需要政府出面進行融資,負責(zé)公共基礎(chǔ)設(shè)施建設(shè)和基礎(chǔ)設(shè)施的運營管理。政府所面臨的財政壓力在不斷地加大,已經(jīng)不足以支撐整個公共服務(wù)領(lǐng)域的建設(shè)。為了提供更高質(zhì)量的公共產(chǎn)品和服務(wù),政府應(yīng)該推廣使用多元化的融資模式,解決融資難的問題。如何解決投資需求增加與財政壓力增大之間的矛盾呢?放眼于國內(nèi)外,尤其是英美兩國較早廣泛推行使用的采用PPP模式(Public-Private Partnerships,政府與社會資本合作模式),解決公共服務(wù)領(lǐng)域融資難的問題,實現(xiàn)投資主體多元化,加速基礎(chǔ)設(shè)施建設(shè)的市場化,提高基礎(chǔ)設(shè)施項目的績效水平,降低運營風(fēng)險,提高公共服務(wù)質(zhì)量。但是,我國很多私營企業(yè)對于PPP模式的理解不深入,參與的積極性不高,導(dǎo)致公共服務(wù)領(lǐng)域發(fā)展緩慢。本文的出發(fā)點是私營企業(yè),分析其在參與PPP模式中的運作模式和效果,總結(jié)其運用過程中存在的問題,提出改進的建議,吸引更多的私營企業(yè)參與國家的PPP項目,為他們提供理論建議。本文主要分為六章:第一章是緒論。依次闡述了研究的背景、意義、目的、內(nèi)容、方法,回顧國內(nèi)外PPP模式的研究現(xiàn)狀,并由此引出研究的創(chuàng)新點和特色。第二章是相關(guān)概念和基本理論。主要對PPP模式的概念、核心要素及其分類進行闡釋;對公共物品理論、項目區(qū)分理論和項目融資理論進行闡述。第三章主要描述了安徽省地方政府融資模式的現(xiàn)狀,分析了把PPP模式應(yīng)用到污水治理行業(yè)的理論可行性和現(xiàn)實必要性,指出PPP項目在當(dāng)前政策環(huán)境下污水治理行業(yè)的廣闊發(fā)展前景。第四章是本文的重點章節(jié)。本章重點是以安徽GZ環(huán)保公司為案例,通過研究其參與PPP模式的運作流程,從市場、財務(wù)、融資能力、社會效益四個角度分析GZ環(huán)保公司引入PPP模式的效果,在此基礎(chǔ)上發(fā)現(xiàn)應(yīng)用PPP模式中存在的問題。第五章針對發(fā)現(xiàn)的問題,提出完善和推廣污水治理PPP模式的對策建議。通過研究認為本文從企業(yè)和政府兩個層面,提出進一步完善污水治理PPP模式融資模式的建議,推動PPP模式在宏觀經(jīng)濟和微觀企業(yè)發(fā)展中的應(yīng)用,減輕各級政府財政負擔(dān),增強私營企業(yè)參與PPP模式的積極性,進而加快城市基礎(chǔ)設(shè)施建設(shè)的市場化進程。第六章為研究的結(jié)論與展望。
[Abstract]:In 2015, at the Boao Forum, China put forward the great idea of "Belt and Road", which covers a wide range of areas and involves major projects such as railways, highways, energy, information, industrial parks, etc., in order to create a good economic environment, At the same time, to provide high-quality public services, China should strengthen the investment and construction of infrastructure and solve the problems of financing and operation management of infrastructure construction. At the same time, strengthening project risk management to reduce costs and increase returns. But in the traditional sense, infrastructure investment requires the government to come forward to finance, Responsible for the construction of public infrastructure and the operation and management of infrastructure. The increasing financial pressure on the government is no longer sufficient to support the construction of the entire public service sector. In order to provide higher quality public goods and services, The government should promote the use of diversified financing mode to solve the problem of financing difficulties. How to solve the contradiction between increasing investment demand and increasing financial pressure? At home and abroad, especially in the United States and the United States, the Public-Private Partnership mode, which is widely used in both the United States and the United States, is adopted earlier, and the cooperation model of government and social capital is adopted to solve the problem of financing difficulties in the field of public service, and to realize the diversification of investment subjects. Accelerating the marketization of infrastructure construction, improving the performance level of infrastructure projects, reducing operational risks and improving the quality of public services. However, many private enterprises in China do not have a deep understanding of the PPP model and are not highly motivated to participate in it. The starting point of this paper is the private enterprise, analyzes its operation mode and effect in participating PPP mode, summarizes the existing problems in the process of its application, and puts forward some suggestions for improvement. This paper is divided into six chapters: the first chapter is the introduction. The background, significance, purpose, content and method of the research are described in turn. This paper reviews the research status quo of PPP model at home and abroad, and leads to the innovation and characteristics of the research. Chapter two is related concepts and basic theories. It mainly explains the concept, core elements and classification of PPP model, and explains the theory of public goods. The third chapter mainly describes the current situation of local government financing model in Anhui Province, and analyzes the theoretical feasibility and practical necessity of applying PPP model to sewage treatment industry. It is pointed out that the PPP project has a broad development prospect in the sewage treatment industry under the current policy environment. Chapter four is the key chapter of this paper. This chapter focuses on taking Anhui GZ Environmental Protection Company as an example, through studying its participation in the operation process of PPP mode, from the market. This paper analyzes the effect of introducing PPP model into GZ environmental protection company from four angles of finance, financing ability and social benefit, and finds out the problems existing in the application of PPP model on this basis. The paper puts forward some suggestions on how to perfect and popularize the PPP model of sewage treatment. Through the research, this paper puts forward some suggestions on how to improve the financing mode of PPP model of sewage treatment from the two aspects of enterprise and government. We will promote the application of the PPP model in the development of macroeconomic and micro enterprises, reduce the financial burden on governments at all levels, and increase the enthusiasm of private enterprises to participate in the PPP model. The sixth chapter is the conclusion and prospect of the research.
