【摘要】：通過使用1999-2012年中國地級市和第六次人口普查的數(shù)據(jù),本文就公共部門對私營部門就業(yè)間是否存在擠出效應(yīng)以及潛在機(jī)理進(jìn)行了分析。結(jié)果顯示:(1)這種就業(yè)擠出效應(yīng)在中國勞動力市場上是真實存在的,全國層面上靜態(tài)擠出效應(yīng)介于-0.03~-0.035之間,動態(tài)分析則顯示這種擠出效應(yīng)的大小與公共部門和私營部門之間的發(fā)展特征以及宏觀經(jīng)濟(jì)環(huán)境密切相連;(2)導(dǎo)致這種就業(yè)擠出效應(yīng)的潛在機(jī)理,在于公共部門中勞動者就業(yè)彈性相對較低,而私營部門中的就業(yè)彈性相對較高,勞動力供給變化時通常是就業(yè)彈性較低部門擠出就業(yè)彈性較高部門的就業(yè);(3)擠出效應(yīng)既在一定程度上衡量了市場繁榮時市場發(fā)展程度,又在一定程度上反映了經(jīng)濟(jì)蕭條時社會就業(yè)的穩(wěn)定性,應(yīng)結(jié)合兩部門的不同屬性和所處的經(jīng)濟(jì)環(huán)境辯證看待。適度擠出效應(yīng)的存在對完善市場和穩(wěn)定社會就業(yè)具有益處,我們既要積極加快公共部門就業(yè)改革,促進(jìn)市場化程度深入發(fā)展,又要避免過猶不及所可能導(dǎo)致的經(jīng)濟(jì)波動使社會就業(yè)秩序出現(xiàn)紊亂。
[Abstract]:By using data from China's prefecture-level cities and 6th censuses from 1999 to 2012, This paper analyzes whether or not there are crowding-out effects between private sector employment in the public sector and the underlying mechanism. The results show that the crowding-out effect of this kind of employment exists in the Chinese labor market. At the national level, the static extrusion effect is between -0.03 and 0.035. Dynamic analysis shows that the magnitude of this crowding-out effect is closely linked to the development characteristics of the public and private sectors, as well as to the macroeconomic environment. In the public sector, where the employment elasticity of workers is relatively low, and in the private sector, where there is a relatively high level of employment elasticity, When the supply of labor is changing, it is usually the lower sector of employment elasticity. The extrusion effect of the higher sector of employment elasticity not only measures the degree of market development in a certain extent, but also measures the degree of market development in a prosperous market. To a certain extent, it reflects the stability of social employment during the economic depression, and should be viewed dialectically in combination with the different attributes of the two sectors and the economic environment in which they are located. The existence of moderate crowding out effect is beneficial to the improvement of the market and the stabilization of social employment. We should not only speed up the reform of employment in the public sector, promote the further development of the marketization degree, but also avoid the economic fluctuation which may lead to the disorder of social employment order.
