【摘要】：運(yùn)用制度變遷理論,通過(guò)定量研究方法對(duì)吉林省國(guó)有林區(qū)進(jìn)行實(shí)證分析發(fā)現(xiàn):全面停伐后國(guó)有林區(qū)陷入運(yùn)轉(zhuǎn)、就業(yè)、社保和轉(zhuǎn)型四大發(fā)展困境,破解困境的關(guān)鍵在于如何解決其就業(yè)和社保難題。著眼供給側(cè)結(jié)構(gòu)性改革,應(yīng)從制度供給和機(jī)制協(xié)同視角重構(gòu)國(guó)有林區(qū)就業(yè)與社會(huì)保障制度,以實(shí)現(xiàn)林區(qū)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與就業(yè)保障的制度均衡。
[Abstract]:By using the theory of institutional change, the empirical analysis found on the state-owned forest area in Jilin province through quantitative research methods: full stop cutting after the state-owned forest in operation, employment, social security and the transformation of the four major development dilemma, the key is to solve the dilemma of how to solve the problem of employment and social security. Focus on the supply side structural reform, from the supply system and mechanism of cooperative system from the perspective of state-owned forest reconstruction of employment and social security system, to achieve balance in the optimization of industrial structure and employment security.
