基于云模型的水利PPP項(xiàng)目投資風(fēng)險(xiǎn)評(píng)價(jià)

【摘要】:隨著PPP模式在水利工程中的應(yīng)用越來越多,其風(fēng)險(xiǎn)也越來越突出,為準(zhǔn)確評(píng)價(jià)水利工程PPP項(xiàng)目投資風(fēng)險(xiǎn),提出基于云模型的模糊綜合評(píng)價(jià)模型。首先建立水利PPP項(xiàng)目投資風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,根據(jù)PPP項(xiàng)目庫專家的反饋,確定評(píng)價(jià)指標(biāo)重要性程度標(biāo)準(zhǔn)表和風(fēng)險(xiǎn)評(píng)價(jià)等級(jí)標(biāo)準(zhǔn)表,然后由PPP項(xiàng)目專家對(duì)各評(píng)價(jià)指標(biāo)進(jìn)行定量評(píng)分和定性權(quán)重,再計(jì)算云參數(shù),確定水利PPP項(xiàng)目投資風(fēng)險(xiǎn)模糊綜合評(píng)價(jià)云模型,通過觀察云圖判斷投資風(fēng)險(xiǎn)可接受程度等級(jí)。在湖南省莽山水庫PPP項(xiàng)目的應(yīng)用結(jié)果表明,該方法可為水利PPP項(xiàng)目投資風(fēng)險(xiǎn)論證提供一定的理論指導(dǎo)。
[Abstract]:With more and more application of PPP model in water conservancy project, its risk is more and more prominent. In order to evaluate the investment risk of PPP project of water conservancy project accurately, The fuzzy comprehensive evaluation model based on cloud model is put forward. Firstly, the index system of investment risk evaluation of water conservancy PPP project is established. According to the feedback from experts of PPP project library, the evaluation index importance degree standard table and risk evaluation grade standard table are determined. Then, the evaluation index is evaluated quantitatively and qualitatively by PPP project experts, then the cloud parameters are calculated, and the fuzzy comprehensive evaluation cloud model of investment risk of water conservancy PPP project is determined. By observing the cloud map to judge the acceptable degree of investment risk, the application of this method in the PPP project of Guangshan Reservoir in Hunan Province shows that this method can provide certain theoretical guidance for the investment risk demonstration of water conservancy PPP project.
