【摘要】：綜述了現(xiàn)代物流發(fā)展目標(biāo)體系相關(guān)研究成果,梳理了相關(guān)規(guī)劃實(shí)踐,認(rèn)為理論研究和規(guī)劃實(shí)踐中缺乏系統(tǒng)全面的目標(biāo)體系,也無法落實(shí)到全方位的行動(dòng)計(jì)劃,因而不利于城市現(xiàn)代物流的健康發(fā)展。認(rèn)為現(xiàn)代物流發(fā)展目標(biāo)體系至少具有四個(gè)層次,即"戰(zhàn)略目標(biāo)-子目標(biāo)-行動(dòng)計(jì)劃-考核指標(biāo)"。首先,現(xiàn)代物流發(fā)展戰(zhàn)略目標(biāo)應(yīng)當(dāng)服從城市性質(zhì)和城市發(fā)展戰(zhàn)略;其次,子目標(biāo)應(yīng)包括"空間布局合理,產(chǎn)業(yè)升級優(yōu)化,行業(yè)發(fā)展提升,企業(yè)運(yùn)行高效"四個(gè)方面;第三,行動(dòng)計(jì)劃應(yīng)包括"構(gòu)建完善的物流體系和物流通道、提高投入產(chǎn)出效率、物流綠色化、全球化、專業(yè)化、規(guī)模化、信息化、標(biāo)準(zhǔn)化"等;第四,遵循有代表性、靈活性的原則,考核指標(biāo)應(yīng)該是一個(gè)可供選擇的指標(biāo)庫;最后以廣州市為例,應(yīng)用構(gòu)建的目標(biāo)體系理論框架制定了廣州市具體的現(xiàn)代物流發(fā)展目標(biāo)體系。
[Abstract]:This paper summarizes the related research results of the objective system of modern logistics development, combs the relevant planning practice, and considers that there is no systematic and comprehensive goal system in the theoretical research and planning practice, nor can it be implemented to the omni-directional action plan. Therefore, it is unfavorable to the healthy development of urban modern logistics. It is considered that the objective system of modern logistics development has at least four levels, that is, "strategic goal-sub-goal-action plan-assessment index". The strategic goal of modern logistics development should be based on the urban nature and urban development strategy. Secondly, the sub-objectives should include four aspects: reasonable spatial layout, optimization of industrial upgrading, improvement of industry development, and efficient operation of enterprises. Third, The action plan should include "building a sound logistics system and logistics channels, improving input-output efficiency, greening logistics, globalization, specialization, scale, information, standardization, etc." 4th, following the principles of representativeness and flexibility, Finally, taking Guangzhou as an example, using the theoretical framework of the constructed goal system, the paper formulates the concrete target system of modern logistics development in Guangzhou.
