不同限購類型城市房地產(chǎn)市場調(diào)控效果分析——基于北京和天津的實證

【摘要】:從2010年5月開始,限購政策逐漸成部分城市政府調(diào)控房地產(chǎn)市場的重要手段,特別是一些城市還經(jīng)歷了一個限購政策推出、取消和再推出的過程。然而,在繼續(xù)執(zhí)行限購政策和取消限購政策的兩類城市中,限購政策的調(diào)控效果究竟如何值得關(guān)注。論文從以上兩類限購類型城市中選擇了北京和天津兩座城市為研究對象,采用文獻資料法和統(tǒng)計分析法對限購政策的實施效果進行了實證分析。研究結(jié)果顯示,限購政策實施前后,北京市在住宅施工面積、住宅新開工面積和住宅竣工面積3個指標上差異顯著,其中后兩個指標與政策預(yù)期調(diào)控方向一致;天津市在房地產(chǎn)開發(fā)投資完成額、住宅開發(fā)投資完成額、住宅施工面積、住宅銷售面積4個指標上差異顯著,但均與政策調(diào)控方向相反。綜上所述可以認為,無論是對堅持執(zhí)行限購政策的城市,還是對取消限購政策的城市來說,當前限購政策的調(diào)控效果均不理想,要想達到一定的住宅市場調(diào)控目標,就必須對當前限購政策的內(nèi)容進行調(diào)整,增強其針對性。
[Abstract]:Since May 2010, the purchase restriction policy has gradually become an important means for some city governments to regulate the real estate market, especially some cities have also gone through a process of the introduction, cancellation and re-introduction of the purchase restriction policy. However, In the two kinds of cities that continue to implement the limited purchase policy and cancel the restriction policy, it is worth paying attention to how to control the effect of the restriction policy. This paper chooses Beijing and Tianjin as the research objects from the above two types of cities. This paper makes an empirical analysis on the effect of the limited purchase policy by using the method of literature and statistical analysis. The results show that before and after the implementation of the restriction policy, the construction area of Beijing is in residence. There are significant differences in the three indexes of housing newly started area and residential completed area, among which the latter two indexes are in line with the expected control direction of policy, and Tianjin has completed investment in real estate development, residential development investment, residential construction area, etc. There are significant differences in the four indicators of residential sales area, but all of them are opposite to the direction of policy control. The control effect of the current purchase restriction policy is not ideal. In order to achieve a certain housing market regulation goal, we must adjust the content of the current purchase restriction policy and strengthen its pertinence.
