【摘要】：中國(guó)市場(chǎng)監(jiān)管體制正走在改革的路上,有些地方政府創(chuàng)新性地建立了大部門(mén)市場(chǎng)監(jiān)管體制,這是否是世界各國(guó)政府的普遍做法呢?各國(guó)政府的市場(chǎng)監(jiān)管職能呈現(xiàn)分散還是集中特點(diǎn)呢?本文采用比較分析方法,就此問(wèn)題對(duì)具有代表性的22個(gè)國(guó)家或地區(qū)的市場(chǎng)監(jiān)管體制展開(kāi)研究。結(jié)果發(fā)現(xiàn),域外國(guó)家或地區(qū)的市場(chǎng)監(jiān)管體制呈現(xiàn)多樣化狀況,市場(chǎng)監(jiān)管職能的分布呈現(xiàn)分散性特點(diǎn),不過(guò)同時(shí)也呈現(xiàn)基于專(zhuān)業(yè)化原理的相近職能歸并于一體的特點(diǎn)。多樣化分散型市場(chǎng)監(jiān)管體制的形成,概因各國(guó)傳統(tǒng)和國(guó)情不同所致。
[Abstract]:China's market regulatory system is on the way to reform, some local governments have innovatively established a large sector of the market regulatory system, is this a universal practice of governments around the world? Does the market regulatory function of the governments of various countries show the characteristics of decentralization or concentration? In this paper, the comparative analysis method is used to study the market supervision system of 22 representative countries or regions. The results show that the market supervision system of foreign countries or regions is diversified. The distribution of market supervision functions presents the characteristics of decentralization, but at the same time, it also presents the characteristics that the similar functions based on the principle of specialization merge into one. The formation of diversified and decentralized market supervision system is caused by the different traditions and national conditions of different countries.
