【摘要】：在當(dāng)前新型城鎮(zhèn)化建設(shè)和經(jīng)濟(jì)轉(zhuǎn)型升級(jí)背景下,政府采用PPP模式與社會(huì)資本合作來(lái)充分發(fā)揮社會(huì)資本的優(yōu)勢(shì),推進(jìn)投融資體制的改革。本文在闡述PPP模式理論的基礎(chǔ)上,剖析PPP模式運(yùn)用的現(xiàn)狀及其存在的問(wèn)題。并以北京地鐵14號(hào)線(xiàn)項(xiàng)目PPP模式為例,提出通過(guò)建立健全制度法規(guī)體系、發(fā)揮政府種子資金作用、構(gòu)建政府與社會(huì)資本的互信互利的機(jī)制來(lái)更好地推廣與運(yùn)用PPP模式。
[Abstract]:Under the background of new urbanization construction and economic transformation and upgrading, the government adopts PPP mode and social capital cooperation to give full play to the advantages of social capital and promote the reform of investment and financing system. This paper analyzes the present situation of the application of PPP mode and its existing problems, and taking the PPP model of Beijing Metro Line 14 as an example, puts forward that the role of government seed funds can be brought into full play by establishing and perfecting the system and laws and regulations system. Build mutual trust and mutual benefit mechanism between government and social capital to promote and use PPP model better.
