【摘要】：PPP是英文Public-Private-Partnership的簡(jiǎn)稱(chēng),即公私合作模式。目前,PPP正成為我國(guó)經(jīng)濟(jì)的一個(gè)新熱點(diǎn),從中央到地方,從政府到企業(yè),從金融部門(mén)到實(shí)體經(jīng)濟(jì),幾乎都將關(guān)注的目光聚焦在PPP上。我國(guó)公共項(xiàng)目的傳統(tǒng)投資領(lǐng)域一直由政府主導(dǎo),但隨著我國(guó)社會(huì)經(jīng)濟(jì)的快速發(fā)展,僅僅依靠政府一方財(cái)政投入已無(wú)法滿足不斷增長(zhǎng)的公共項(xiàng)目需求。因此本文將PPP模式應(yīng)用到我國(guó)公共項(xiàng)目領(lǐng)域中,將政府部門(mén)的政策支持能力和民間資本相對(duì)充裕的資金、先進(jìn)的管理模式以及豐富的管理經(jīng)驗(yàn)有機(jī)結(jié)合起來(lái)。一方面對(duì)緩解政府財(cái)政壓力、控制政府性債務(wù)、激活社會(huì)資本、提高項(xiàng)目的建設(shè)和運(yùn)營(yíng)效率以及拉動(dòng)經(jīng)濟(jì)增長(zhǎng)等方面都發(fā)揮了重要的作用;另一方面還有著更高的國(guó)家治理訴求,即PPP模式引入了市場(chǎng)競(jìng)爭(zhēng)機(jī)制和市場(chǎng)價(jià)值投資理念,讓技術(shù)先進(jìn)、資本雄厚、管理經(jīng)驗(yàn)豐富的社會(huì)資本參與到PPP項(xiàng)目中,有利于加快轉(zhuǎn)變政府職能,實(shí)現(xiàn)政企分開(kāi)。有助于解決政府職能錯(cuò)位、越位和缺位的問(wèn)題,從而充分發(fā)揮政府在經(jīng)濟(jì)規(guī)劃上的優(yōu)勢(shì)和社會(huì)資本在資金、技術(shù)及管理上的優(yōu)勢(shì),共同提升公共產(chǎn)品的建設(shè)與運(yùn)營(yíng)效率。本文運(yùn)用文獻(xiàn)研究法、理論分析與邏輯推演、案例分析法等多種研究方法,梳理了PPP模式的內(nèi)涵、功能及理論基礎(chǔ)并結(jié)合我國(guó)公共項(xiàng)目的發(fā)展現(xiàn)狀,分析了我國(guó)PPP項(xiàng)目的可行性;依據(jù)相關(guān)的理論基礎(chǔ)將PPP項(xiàng)目的應(yīng)用機(jī)理從運(yùn)作機(jī)制、交易結(jié)構(gòu)以及調(diào)價(jià)機(jī)制三個(gè)方面進(jìn)行深入探討,對(duì)PPP項(xiàng)目的實(shí)踐應(yīng)用具有很好的指導(dǎo)作用;從實(shí)踐運(yùn)作的角度進(jìn)行實(shí)際案例應(yīng)用,結(jié)合PPP項(xiàng)目的應(yīng)用機(jī)理及相關(guān)理論基礎(chǔ)構(gòu)建符合實(shí)踐情況的運(yùn)作模式、交易結(jié)構(gòu)及調(diào)價(jià)模型,對(duì)PPP項(xiàng)目的運(yùn)作實(shí)踐具有極大的參考價(jià)值;最后總結(jié)了我國(guó)PPP項(xiàng)目發(fā)展中所遇到的困境,并提出了加強(qiáng)PPP項(xiàng)目法律建設(shè)、加快轉(zhuǎn)變政府職能、合理劃分PPP風(fēng)險(xiǎn)與建立科學(xué)的利益浮動(dòng)機(jī)制等具有創(chuàng)新性和可行性的建議。
[Abstract]:At present, PPP is becoming a new hot spot in our economy, from the central to the local, from the government to the enterprise, from the financial sector to the real economy. The traditional investment in public projects in China has been dominated by the government, but with the rapid development of China's social economy, Therefore, this paper applies the PPP model to the field of public projects in our country, and puts the policy support ability of government departments and the relatively abundant funds of private capital to meet the increasing demand of public projects. On the one hand, it can relieve the pressure of government finance, control government debt, activate social capital. Improving the construction and operational efficiency of the project and stimulating economic growth have played an important role; on the other hand, there is a higher demand for national governance, that is, the PPP model has introduced the market competition mechanism and the concept of market value investment. The participation of social capital with advanced technology, abundant capital and rich management experience in PPP projects will help to accelerate the transformation of government functions and realize the separation of government and enterprises. It will help to solve the problems of dislocation, offside and absence of government functions. In order to give full play to the advantages of government in economic planning and social capital in capital, technology and management, we can jointly improve the efficiency of public goods construction and operation. Case analysis and other research methods, combing the connotation, function and theoretical basis of PPP model, and combining with the development of public projects in China, the feasibility of PPP projects in China is analyzed. According to the relevant theoretical basis, the application mechanism of PPP project is discussed from three aspects of operation mechanism, transaction structure and price adjustment mechanism, which has a good guiding role for the practical application of PPP project. From the perspective of practical operation, the practical case application, combined with the application mechanism and related theoretical basis of PPP project, the operation mode, transaction structure and price adjustment model of PPP project are constructed, which have great reference value to the operation practice of PPP project. Finally, this paper summarizes the difficulties encountered in the development of PPP projects in China, and puts forward some innovative and feasible suggestions such as strengthening the legal construction of PPP projects, speeding up the transformation of government functions, reasonably dividing the risks of PPP and establishing a scientific mechanism of interest floating.
