【摘要】：研究目的:在生態(tài)文明體制改革大背景下,探索市縣級"多規(guī)合一"利益相關者博弈策略,尋求實施"多規(guī)合一"的優(yōu)化方法。研究方法:博弈分析、質(zhì)性訪談、綜合分析。研究結(jié)果:(1)政府內(nèi)部縱向博弈分析結(jié)構(gòu),中央政府要加強監(jiān)管力度;(2)政府不同部門間橫向博弈,需要上級政府介入部門博弈,主導形成"一張藍圖";(3)政府與市場博弈分析表明,政府需要和企業(yè)充分對話磋商,實現(xiàn)從"管理"到"治理"的轉(zhuǎn)變;(4)政府與社會博弈表明,政府要重視民眾利益訴求,平衡公共利益和民眾訴求。研究結(jié)論:推進"多規(guī)合一",需要合理構(gòu)建央地關系,有效整合職能部門職責,加強政府和市場對話,充分回應民眾利益訴求。
[Abstract]:Research objective: under the background of ecological civilization system reform, this paper explores the game strategy of "multi-planning in one" stakeholders at the city and county level, and seeks to implement the optimization method of "multi-planning in one". Research methods: game analysis, qualitative interview, and so on. Comprehensive analysis. The result of the study is: 1) the vertical game analysis structure within the government. If the central government wants to strengthen supervision and control, the horizontal game between different departments of the government needs the intervention of the superior government in the departmental game. The game analysis between the government and the market shows that the government needs full dialogue and consultation with the enterprises to realize the transition from "management" to "governance". The game between the government and the society shows that the government should attach importance to the interests of the people. The research conclusion: to promote the integration of multiple rules and regulations, it is necessary to build a reasonable relationship between central and local authorities, effectively integrate the responsibilities of the functional departments, strengthen dialogue between the government and the market, and fully respond to the interests of the public.
