【摘要】：森林公園大多在原來林場(chǎng)的基礎(chǔ)上建立起來,在林業(yè)產(chǎn)業(yè)轉(zhuǎn)型的過程中,森林公園的經(jīng)營(yíng)管理方式歷經(jīng)了多次變革,當(dāng)?shù)鼐用竦纳a(chǎn)生活方式也發(fā)生著不同程度的變化。森林公園與風(fēng)景名勝區(qū)、城市公園等存在一定的差異性,森林公園一般處于較偏遠(yuǎn)、較落后的地區(qū),發(fā)展旅游業(yè)對(duì)于當(dāng)?shù)厝藖碚f顯得尤為重要且迫切,也是帶動(dòng)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的首要方式。然而,在建立森林公園和發(fā)展森林旅游業(yè)的過程中,許多森林公園或多或少存在一些問題,關(guān)于旅游利益分配的問題尤為突出。森林公園旅游利益相關(guān)者眾多,利益訴求各方不盡相同,矛盾多、合作少,各類因素,特別是對(duì)旅游利益的無(wú)序爭(zhēng)奪,制約著森林公園的健康發(fā)展。筆者在整理、分析并總結(jié)國(guó)內(nèi)外旅游利益相關(guān)者理論文獻(xiàn)的基礎(chǔ)上,以旅游利益相關(guān)者作為切入點(diǎn),引入博弈理論,運(yùn)用實(shí)證研究的方法分析了莽山國(guó)家森林公園旅游利益分配的現(xiàn)狀,以及在此過程中主要旅游利益相關(guān)者之間的關(guān)系,在此基礎(chǔ)上通過構(gòu)建相應(yīng)博弈模型,厘清各利益相關(guān)者博弈關(guān)系與博弈結(jié)局的成因,最終為制定科學(xué)、合理的旅游利益分配機(jī)制提供實(shí)證依據(jù),為推動(dòng)森林公園旅游產(chǎn)業(yè)的發(fā)展以及促進(jìn)森林旅游目的地社會(huì)和諧發(fā)展提供理論基礎(chǔ)。本文的主要結(jié)論有:(1)旅游經(jīng)濟(jì)利益僅考慮門票收入不利于景區(qū)的全面發(fā)展,門票價(jià)格的漲落能夠影響旅游地的總體收益,需要政府部門統(tǒng)籌協(xié)調(diào),制定合理的門票價(jià)格;(2)經(jīng)營(yíng)方式與方法能夠影響旅游旅游利益的分配,不同時(shí)期宜采取不同的方式方法來調(diào)整經(jīng)營(yíng)策略,通過優(yōu)化合作方式,將旅游利益分配朝著合作共贏的方向發(fā)展;(3)旅游利益分配需引入中間人,成立旅游利益仲裁機(jī)構(gòu),保障旅游利益分配公平公正,同時(shí)又有利于提高效率;(4)員工的工資與要素市場(chǎng)環(huán)境有關(guān),工資的漲落很大部分原因取決于市場(chǎng)要素價(jià)格,員工辭職與否與該公司相比于其他公司的福利待遇高低存在一定的相關(guān)性。(5)對(duì)待旅游利益相關(guān)者應(yīng)一視同仁,特別是在獎(jiǎng)懲措施實(shí)施的問題上,區(qū)別對(duì)待易滋生問題,也不利于政府或森林公園管理者更好的去管理森林公園。本文首次從全局的角度出發(fā),以森林公園為研究對(duì)象,綜合運(yùn)用博弈理論、利益相關(guān)者理論,探討了旅游利益相關(guān)者的利益分配博弈的問題,界定了莽山國(guó)家森林公園核心的旅游利益相關(guān)者,并詳細(xì)闡述了森林公園各利益相關(guān)者之間的關(guān)系與訴求,依據(jù)分析結(jié)果制定了森林公園旅游利益分配機(jī)制,彌補(bǔ)了森林公園在旅游利益這方面研究的不足,完善了旅游利益研究體系。
[Abstract]:Most of the forest parks have been established on the basis of the original forest farms. In the course of the transformation of the forestry industry, the management and management of the forest parks have undergone many changes. There are some differences between forest parks and scenic spots, urban parks, etc. Forest parks are generally located in remote and backward areas. The development of tourism is particularly important and urgent for local people, and it is also the primary way to promote local economic development. However, in the process of establishing forest parks and developing forest tourism, There are more or less some problems in many forest parks, especially in the distribution of tourism benefits. There are many stakeholders in the tourism interests of forest parks, and the interests of all parties are not the same, there are many contradictions, less cooperation, and all kinds of factors. In particular, the disorderly competition for tourism interests restricts the healthy development of forest parks. On the basis of sorting out, analyzing and summarizing the theoretical literature of tourism stakeholders at home and abroad, the author takes tourism stakeholders as the starting point. By introducing the game theory and using the method of empirical research, this paper analyzes the present situation of tourism benefit distribution in the National Forest Park and the relationship between the main tourism stakeholders in the process, on the basis of which the corresponding game model is constructed. To clarify the relationship between the stakeholders and the cause of the outcome of the game, and finally to provide an empirical basis for the establishment of a scientific and reasonable mechanism for the distribution of tourism benefits. In order to promote the development of forest park tourism industry and promote the social harmonious development of forest tourism destination, the main conclusion of this paper is: 1) the tourism economic interests only consider the ticket income is not conducive to the overall development of the scenic area. The fluctuation of ticket price can affect the overall income of tourist destination, which needs the coordination of government departments and the establishment of reasonable ticket price.) the management mode and method can affect the distribution of tourism benefits. Different ways and methods should be adopted in different periods to adjust the management strategy. By optimizing the cooperative mode, the distribution of tourism benefits should be developed in the direction of win-win cooperation. (3) the distribution of tourism benefits should be introduced into the middleman, and a tourism interest arbitration institution should be set up. To ensure fair and just distribution of tourism benefits, and at the same time to help improve efficiency the wages of employees are related to the factor market environment. Most of the reasons for the rise and fall of wages depend on the market factor prices. Whether the employee resigns or not has a certain correlation with the welfare treatment of the company compared with other companies.) the tourism stakeholders should be treated equally, especially on the issue of the implementation of incentives and punishments, and the problem of easy breeding should be treated differently. It is also unfavorable for the government or forest park manager to better manage the forest park. This paper, for the first time, takes the forest park as the research object from the perspective of the overall situation, and synthetically applies the game theory to the stakeholder theory. This paper probes into the problem of the benefit distribution game of tourism stakeholders, defines the tourism stakeholders in the core of the National Forest Park, and expounds in detail the relationship and demands among the stakeholders in the forest park. Based on the results of the analysis, the paper formulates the mechanism of forest park tourism benefit distribution, which makes up the deficiency of forest park tourism interest research, and consummates the tourism interest research system.
