【摘要】：社會(huì)資本投資者的參與意愿是PPP項(xiàng)目順利推進(jìn)的關(guān)鍵因素。研究以社會(huì)資本投資者參與PPP項(xiàng)目意愿為因變量,以企業(yè)屬性、外部環(huán)境、政府特征以及項(xiàng)目特征為自變量,以重慶市企業(yè)作為調(diào)查對(duì)象,運(yùn)用問(wèn)卷調(diào)查和Logistic回歸分析方法,探尋影響我國(guó)西部地區(qū)社會(huì)資本參與PPP項(xiàng)目的驅(qū)動(dòng)力。結(jié)果表明,69.4%的社會(huì)資本意愿參與PPP項(xiàng)目,其中愿意參與PPP的社會(huì)資本中民營(yíng)企業(yè)僅占32.16%。其次,企業(yè)利潤(rùn)預(yù)期、政府信息公開(kāi)、政府公平與客觀解釋法律政策、政府信用和項(xiàng)目特許期與社會(huì)資本參與PPP項(xiàng)目意愿正相關(guān);政府干預(yù)和項(xiàng)目復(fù)雜性與社會(huì)資本參與PPP項(xiàng)目意愿負(fù)相關(guān),政府干預(yù)越多,項(xiàng)目復(fù)雜性越高,社會(huì)資本參與PPP項(xiàng)目的意愿越弱化�；诖�,提出了社會(huì)資本參與PPP項(xiàng)目的相應(yīng)對(duì)策。
[Abstract]:The willingness of social capital investors to participate in the PPP project is the key factor for the smooth progress of the project. The study takes the willingness of social capital investors to participate in the PPP project as the dependent variable, the enterprise attributes, the external environment, the government characteristics and the characteristics of the project as independent variables. Taking Chongqing enterprises as the object of investigation, using the methods of questionnaire and Logistic regression analysis, this paper explores the driving forces that influence the participation of social capital in PPP projects in western China. The results show that 69.4% of social capital wants to participate in PPP projects. Among them, private enterprises only account for 32.16% of the social capital willing to participate in PPP. Secondly, enterprise profit expectation, government information disclosure, government fair and objective interpretation of legal policy, government credit and project concession period are positively related to the willingness of social capital to participate in PPP projects. Government intervention and project complexity are negatively correlated with the willingness of social capital to participate in PPP projects. The more government intervention, the higher the project complexity, and the weaker the willingness of social capital to participate in PPP projects. The corresponding countermeasures of social capital participating in PPP project are put forward.
