四川省城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)關(guān)系研究

【摘要】:耕地資源是人類賴以生存和發(fā)展所不可或缺的物質(zhì)基礎(chǔ),我國耕地資源總量豐富,但人均占有量少,后備耕地資源可開發(fā)潛力小,加之我國正處于城鎮(zhèn)化發(fā)展的快速階段,城鎮(zhèn)發(fā)展過程中引發(fā)的一個(gè)非常重要的問題就是城鎮(zhèn)化對(duì)耕地的影響,造成耕地面積減少和耕地質(zhì)量下降。而隨著城鎮(zhèn)化的發(fā)展和非農(nóng)業(yè)人口的增加,人們對(duì)糧食與其他農(nóng)作物的需求日益增長(zhǎng),要求有限的耕地提供更多的產(chǎn)出,因此,城鎮(zhèn)化發(fā)展過程中,必須改變目前耕地粗放利用的模式,走集約高效利用的道路,才能滿足人們?nèi)找嬖鲩L(zhǎng)的需要。理論上來講,城鎮(zhèn)化與耕地集約利用應(yīng)是一種相互促進(jìn)、協(xié)調(diào)發(fā)展的關(guān)系,但事實(shí)上,許多地區(qū)在城鎮(zhèn)化發(fā)展的過程中存在耕地保護(hù)意識(shí)和糧食安全意識(shí)低下、“占優(yōu)補(bǔ)劣”、農(nóng)民農(nóng)業(yè)生產(chǎn)積極性低、耕地撂荒等問題,導(dǎo)致耕地粗放利用,進(jìn)而又影響城鎮(zhèn)化的進(jìn)一步發(fā)展,兩者并未實(shí)現(xiàn)耦合協(xié)調(diào)發(fā)展。本文以四川省18個(gè)地級(jí)市為研究對(duì)象,結(jié)合2007-2013年各地級(jí)市城鎮(zhèn)化和耕地集約利用的實(shí)際情況和相關(guān)數(shù)據(jù),通過分別構(gòu)建城鎮(zhèn)化水平評(píng)價(jià)指標(biāo)體系和耕地集約利用水平評(píng)價(jià)指標(biāo)體系,進(jìn)一步構(gòu)建了城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)關(guān)系指標(biāo)體系,運(yùn)用綜合水平指數(shù)模型、耦合協(xié)調(diào)發(fā)展度模型、空間自相關(guān)分析法和灰色關(guān)聯(lián)分析法等模型和方法,借助Excle軟件、ArcGIS軟件、DPS數(shù)據(jù)處理軟件和GeoDa軟件,對(duì)2007-2013年四川省18個(gè)地級(jí)市城鎮(zhèn)化與耕地集約利用的耦合協(xié)調(diào)發(fā)展關(guān)系和影響因素進(jìn)行分析?偨Y(jié)得出以下結(jié)論:(1)四川省城鎮(zhèn)化水平和耕地集約利用水平整體不高,大部分地區(qū)的城鎮(zhèn)化水平為中等水平,耕地集約利用水平為低度集約水平,但城鎮(zhèn)化水平和耕地集約利用水平總體呈波動(dòng)上升的態(tài)勢(shì),且空間差異明顯。(2)四川省城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)發(fā)展?fàn)顩r以較低度耦合階段為主,耦合協(xié)調(diào)關(guān)系趨向于優(yōu)化發(fā)展。2007-2013年四川省大部分地級(jí)市城鎮(zhèn)發(fā)展以數(shù)量擴(kuò)張為主,城鎮(zhèn)化水平和耕地集約利用水平或兩者均相對(duì)較差或兩者差距較大,發(fā)展水平不協(xié)調(diào),但與2007年相比,2013年四川省18個(gè)地級(jí)市中屬于較低度耦合階段和較高度耦合階段的地區(qū)數(shù)量不斷增加,屬于低度耦合階段的地區(qū)數(shù)量不斷減少,耦合協(xié)調(diào)關(guān)系趨于優(yōu)化發(fā)展。(3)四川省城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)發(fā)展度區(qū)域差異明顯?傮w特征表現(xiàn)為:東西方向上中部地區(qū)高于東部地區(qū),高點(diǎn)集中在中部成都平原附近;南北方向上基本形成以成都市-資陽市為軸線,南北對(duì)稱分布的特點(diǎn)。就2013年來看,屬于高度耦合階段的地區(qū)只有成都市,其城鎮(zhèn)化水平和耕地集約利用水平均很高,兩者基本形成了相互促進(jìn)、和諧互動(dòng)的關(guān)系;屬于較高度耦合階段的地區(qū)為攀枝花市,城鎮(zhèn)化和耕地集約利用開始出現(xiàn)良性耦合;屬于較低度耦合階段的地區(qū)包括綿陽市、自貢市和雅安市等11市,城鎮(zhèn)化水平和耕地集約利用水平不協(xié)調(diào);屬于低度耦合階段的區(qū)域包括巴中市、宜賓市和達(dá)州市等5市,城鎮(zhèn)化水平與耕地集約利用水平均很低,兩者依賴程度較弱,相互作用不明顯。(4)四川省(不含涼山彝族自治州、甘孜藏族自治州、阿壩藏族羌族自治州和攀枝花市)城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)發(fā)展度呈現(xiàn)不明顯的空間正相關(guān)特征,但空間集聚特征減弱,不斷向隨機(jī)分布轉(zhuǎn)變。(5)四川省(不含涼山彝族自治州、甘孜藏族自治州、阿壩藏族羌族自治州和攀枝花市)城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)發(fā)展度的局部空間分布呈現(xiàn)出一定的集聚性和和相關(guān)性,主要包括“高-高”類型區(qū)和“低-高”類型區(qū)兩種類型區(qū)。(6)四川省城鎮(zhèn)化系統(tǒng)與耕地集約利用系統(tǒng)之間的關(guān)聯(lián)度較強(qiáng),屬于中等關(guān)聯(lián)度。其中,城鎮(zhèn)化系統(tǒng)中的環(huán)境城鎮(zhèn)化水平和經(jīng)濟(jì)城鎮(zhèn)化水平對(duì)耕地集約利用的影響最大,耕地集約利用系統(tǒng)中的耕地投入強(qiáng)度和耕地可持續(xù)度對(duì)城鎮(zhèn)化的影響最大。最后,根據(jù)本文研究結(jié)果,結(jié)合四川省城鎮(zhèn)化與耕地集約利用耦合協(xié)調(diào)關(guān)系的現(xiàn)狀,從三個(gè)方面提出相關(guān)建議:走新型城鎮(zhèn)化道路,提高環(huán)境城鎮(zhèn)化水平;增加耕地投入,提高耕地可持續(xù)利用水平;因地制宜,實(shí)現(xiàn)城鎮(zhèn)化與耕地集約利用的協(xié)調(diào)發(fā)展。
[Abstract]:Cultivated land resource is indispensable material basis for human survival and development, China's cultivated land resource is abundant, but the per capita amount, reserve land resource development potential, and our country is in a stage of rapid development of urbanization, which is a very important problem caused by the urban development process is the urbanization of the cultivated land, resulting in a decline in the quality of cultivated land and cultivated land area decrease. But with the development of urbanization and the increase of non-agricultural population, demand for grain and other crops growing demand, limited arable land to provide more output, therefore, the process of development of towns, must change the current mode of extensive utilization of cultivated land, go the intensive and efficient use of the road, in order to meet the growing needs of people. In theory, the urbanization and the intensive utilization of cultivated land is a kind of mutual promotion and coordinated development of the, But in fact, there are many areas of cultivated land protection consciousness and awareness of food security in the process of urbanization is low, "dominant inferior", farmers' agricultural production enthusiasm is low, the abandonment of arable land and other issues, leading to extensive use of cultivated land, and then influence the further development of Urbanization, the two did not realize the coordinated development of the coupling. 18 cities in Sichuan Province as the research object, based around the city level of urbanization and the intensive use of arable land for 2007-2013 years, the actual situation and the related data, through constructed the urbanization level evaluation index system and evaluation index system of cultivated land use level bukki set, we constructed the coupling coordination index system of the relationship between urbanization and cultivated land intensive use. By using the comprehensive index model, the coupling model of coordinated development degree, spatial autocorrelation analysis and grey relation analysis model and method, with the help of Excle software, ArcGIS Software, data processing software and GeoDa software DPS, the factors of 18 cities and towns 2007-2013 years in Sichuan province and the intensive land use coupling coordinated development relation and influence were analyzed. The following conclusions are summarized: (1) Sichuan province urbanization level and the cultivated land intensive use level is not high, the level of Urbanization in most areas as the middle level, the level of intensive use of cultivated land intensive low level, but the level of urbanization and cultivated land intensive use level fluctuated overall upward trend, and obvious spatial differences. (2) Sichuan province urbanization and intensive land use coordinated development situation coupled to relatively low coupling level, coordination coupling tends to optimize the development of.2007-2013 in Sichuan Province, most of the city urban development by quantity expansion, the level of urbanization and cultivated land intensive use level or both relatively poor or the gap is large, The level of development is not harmonious, but compared with 2007, the number of 18 cities in Sichuan province in 2013 is relatively low and relatively high coupling coupling stage stage area increasing, the number of low coupling stage area decreasing, coordination coupling tends to optimize the development. (3) Sichuan province urbanization and intensive land use coordination the development of regional difference. The overall features: the central area of the east-west direction than the eastern region, the Central Plains high concentrated in the vicinity of Chengdu; North and south direction basically formed in Ziyang city of Chengdu city as the axis, symmetrical distribution characteristics of North and south. On 2013, belongs to the highly coupled stage only in Chengdu City, the town and the level of intensive land use level is high, the basic form of mutual promotion and harmonious interaction between; belong to a highly coupled stage area for Panzhihua city, The urbanization and the intensive utilization of cultivated land began to belong to a benign coupling; low coupling stage area including Mianyang City, Zigong city and Ya'an City, 11 city level, the level of urbanization and intensive land use coordination; low coupling stage area including Bazhong City, Yibin city and Dazhou city in 5 cities, the level of urbanization and the level of intensive use of cultivated land were very low, both depend on the degree of weak interaction is not obvious. (4) in Sichuan province (excluding Liangshan Yi Autonomous Prefecture, Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture and Panzhihua city) coupling coordinated development degree has obvious positive correlation characteristics of the space of urbanization and cultivated land intensive use but, the spatial agglomeration characteristics weakened, changing to random distribution. (5) in Sichuan province (excluding Liangshan Yi Autonomous Prefecture, Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture and Panzhihua city) intensive urbanization and cultivated land The use of local spatial coupling coordinated development degree showed that the distribution of cluster and correlation, including the "high high" type and "low high" type two types. (6) Sichuan province urbanization system and intensive land use system between the strong correlation, moderate correlation. The environmental impact of urbanization level and economic level of urbanization urbanization in the system of intensive use of cultivated land, intensive land use system in cultivated land investment intensity and the influence degree of cultivated land sustainable urbanization. Finally, according to the results of this study, combined with the present situation of the Sichuan Province, coupled coordination between urbanization and cultivated land intensive the relevant suggestions are put forward from three aspects: take a new road of urbanization, improve the environment of the urbanization; increase the cultivated land investment, improve the sustainable utilization of cultivated land to realize urbanization level; And the coordinated development of intensive use of cultivated land.
