【摘要】：墨西哥的城鎮(zhèn)體系分級有別于世界上其他發(fā)展中國家,是在其獨特的歷史、社會背景下形成的。在動蕩的20世紀,墨西哥呈現(xiàn)出從單一城市中心占主導的城市體系發(fā)展為多中心次城市體系的格局。城市空間結構經(jīng)歷了集聚—疏散—多中心格局的演變,再次聚集的過程中,形成"周邊功能區(qū)"式的圈層結構。該空間結構發(fā)展戰(zhàn)略和衛(wèi)星城的建設,疏散了墨西哥城和其他城市的都市區(qū)功能,同時加強了城郊間的聯(lián)動功能。周邊地區(qū)以其距離上的優(yōu)勢和影響力、充足的就業(yè)崗位、平等的發(fā)展機會及均等化的公共服務體系,承擔起支持中心城發(fā)展、都市副功能區(qū)的重任。而這種演變有利于提高工業(yè)、技術、信息、人才的流通及傳播。以大都市區(qū)墨西哥城為例,形成與經(jīng)濟發(fā)展階段變化相適應的"去中心化"發(fā)展模式,通過行政資源、社會公共產(chǎn)品和服務的均衡分布以及人口遷移的地域性變化,削弱了主要大城市的"資源中心"地位,促進了地區(qū)平衡,帶動了地區(qū)之間福祉差距的縮小。墨西哥政府在城市治理及空間政策方面采取的措施一定程度上緩解了社會不均衡問題的負面影響,其中的原因值得學術界深入探討。
[Abstract]:Mexico's urban system, distinct from that of other developing countries in the world, was shaped in its unique historical and social context. Mexico has developed from a single-center-dominated urban system to a multi-center-sub-urban system. The urban spatial structure has undergone the evolution of agglomeration, evacuation and multi-center pattern, and in the process of re-aggregation, Forming a "peripheral functional zone" type of ring structure. The development strategy of the spatial structure and the construction of the satellite city have evacuated the metropolitan functions of Mexico City and other cities. At the same time, it has strengthened the function of linkage between the suburbs. The surrounding areas, with their advantages and influence in terms of distance, sufficient jobs, equal opportunities for development and an equalized public service system, undertake to support the development of the central city. This evolution is conducive to improving the circulation and dissemination of industry, technology, information and talent. Take Mexico City, the metropolitan area, as an example, to form a "decentralization" development model adapted to the changes in the economic development stage. Through the balanced distribution of administrative resources, social public goods and services and the regional changes in population migration, the status of "resource centers" in major cities has been weakened and regional balance has been promoted. The measures taken by the Mexican government in urban governance and space policy to some extent alleviate the negative impact of the social imbalance, and the reasons are worthy of further discussion by the academic community.
