【摘要】：傳統(tǒng)城市向智慧城市轉型是城市發(fā)展的必然趨勢,而智慧社區(qū)建設作為智慧城市建設的基礎,其重要性不言而喻。公眾和政府都對智慧社區(qū)建設具有較大的需求,國內也有多個城市已經開展智慧社區(qū)建設。而智慧社區(qū)的建設離不開地方政府的資金支持,從2014年開始,中央和各部委對地方政府融資方式進行了嚴格監(jiān)管與限制,PPP模式成了地方政府新時期的重要融資手段�；诖�,本論文采用了文獻研究法、類比分析法和VFM資金價值評價法等研究方法,對PPP模式在KM城市智慧社區(qū)建設中的理論和應用相關問題進行探討。本論文主要包含六章內容:第一章首先介紹了研究的背景和意義,并對研究內容和研究方法進行了概述;第二章對PPP模式和智慧社區(qū)等概念進行了界定,并對國內外PPP模式的相關研究進行了回顧,確立本論文的研究貢獻之所在;在明確相關概念和研究概況的基礎上,第三章對PPP模式應用于智慧社區(qū)建設的適用性(包括優(yōu)劣勢、可行性和風險控制等)進行了總結;第四章對KM市智慧社區(qū)采用PPP模式的必要性和可行性進行了分析,通過定性分析,得出了 KM智慧社區(qū)PPP項目具有很大的必要性和可行性這一結論;在這些理論分析的基礎上,第五章結合PPP模式和KM智慧社區(qū)建設的相關特點設計了切實可行的操作方案,并對未來推進該建設的過程中可能面臨的問題進行了預判并提供了相應的解決方案;最后,第六章對全文進行了總結,并對未來的研究和實踐做了展望。本論文的創(chuàng)新性在于:智慧社區(qū)的PPP建設還處在起步應用階段,沒有一套完整的體系提供指引。本論文首次以案例研究的形式對PPP在智慧社區(qū)建設中的可行性和應用方案進行研究,豐富了 PPP和智慧社區(qū)建設的相關理論,為KM市及其他城市智慧社區(qū)進行PPP建設提供了理論借鑒。
[Abstract]:The transformation from traditional city to intelligent city is the inevitable trend of urban development, and the construction of intelligent community is the foundation of the construction of intelligent city. The importance of the community is self-evident. The public and the government have a greater demand for the construction of intelligent community, and many cities in China have already carried out the construction of intelligent community. And the construction of intelligent community can not be separated from the financial support of the local government. Since 2014, the central government and various ministries have strictly regulated and restricted the local government financing methods. PPP model has become an important financing means of local governments in the new period. This paper adopts the literature research method, the analogy analysis method and the VFM fund value appraisal method and so on research method. This paper mainly includes six chapters: the first chapter introduces the background and significance of the research. The research contents and methods are summarized. The second chapter defines the concepts of PPP model and intelligent community, reviews the related research of PPP model at home and abroad, and establishes the contribution of this paper. The third chapter summarizes the applicability of PPP model in the construction of intelligent community, including its advantages and disadvantages, feasibility and risk control. Chapter 4th analyzes the necessity and feasibility of adopting PPP model in km intelligent community, through qualitative analysis. The necessity and feasibility of km intelligent community PPP project are obtained. On the basis of these theoretical analyses, the 5th chapter designs a feasible operation scheme combining with the PPP model and the characteristics of km intelligent community construction. The problems that may be faced in the process of promoting the construction in the future are forecasted and the corresponding solutions are provided. Finally, the 6th chapter summarizes the full text, and prospects for future research and practice. The innovation of this paper lies in: the construction of intelligent community PPP is still in the initial stage of application. There is not a complete system to provide guidance. This paper is the first case study on the feasibility and application of PPP in the construction of intelligent community. It enriches the theory of PPP and the construction of intelligent community, and provides a theoretical reference for km and other urban intelligent communities to build PPP.
