【摘要】：中國作為最大的發(fā)展中國家,在所有參與應(yīng)對全球氣候變化的國家中,對全球化的節(jié)能減排做出了巨大的貢獻(xiàn)與表率。在2011至2015年我國能耗效率從2011年的1.34億元/萬噸標(biāo)準(zhǔn)煤,提高到了2015年的1.60億元/萬噸標(biāo)準(zhǔn)煤。早在2013年便提前兩年完成了在全球氣候談判中設(shè)定的目標(biāo)。為探究我國能耗效率變化的原因,本研究在對影響能耗效率機(jī)理分析的基礎(chǔ)上,將能耗效率變化的原因歸納為兩個因素:即結(jié)構(gòu)效應(yīng)、技術(shù)效應(yīng)。在此基礎(chǔ)上,引入經(jīng)濟(jì)學(xué)經(jīng)典指數(shù)—Theil指數(shù)對能耗效率差異進(jìn)行測度;并結(jié)合Theil指數(shù)的分解,實(shí)現(xiàn)了對能耗效率影響因素的有效描述。通過利用311家北京市重點(diǎn)用能單位2012-2015年的能耗數(shù)據(jù),對北京市能耗效率差異及其影響因素分解進(jìn)行實(shí)證測度。結(jié)論顯示,技術(shù)效應(yīng)是近年北京市能耗效率提升的決定性因素,而結(jié)構(gòu)效應(yīng)也開始越來越突出其對能耗效率提升的正的貢獻(xiàn)。
[Abstract]:As the largest developing country, China is among all the countries involved in combating global climate change. From 2011 to 2015, the energy consumption efficiency of our country from 2011 to 134 million yuan / 10,000 tons of standard coal. Raised to 160 million yuan / 10,000 tons of standard coal in 2015. As early as 2013, completed the target set in the global climate negotiations two years earlier. In order to explore the reasons for the change of energy efficiency in China. On the basis of analyzing the mechanism of influencing energy efficiency, this study concludes the reasons of energy efficiency change into two factors: structural effect, technical effect, and on this basis. The economic classic index-Theil index is introduced to measure the difference of energy consumption efficiency. Combined with the decomposition of Theil index, the effective description of the factors affecting energy efficiency is realized. By using the energy consumption data of 311-key energy use units in Beijing from 2012-2015. The difference of energy consumption efficiency in Beijing and the decomposition of its influencing factors are empirically measured. The conclusion shows that the technical effect is the decisive factor for the improvement of energy consumption efficiency in Beijing in recent years. And the structural effect also began to highlight its positive contribution to the improvement of energy efficiency.
