【摘要】：近年來(lái),隨著中國(guó)對(duì)人口控制的放松,城市憑借健全的公共服務(wù)、良好的教育資源和醫(yī)療衛(wèi)生條件迅速吸引了眾多人口,城市化速度隨之不斷加快。與此同時(shí),伴隨著城市化的發(fā)展,城市問題也井噴式爆發(fā):大城市出現(xiàn)了交通擁堵、環(huán)境惡化、醫(yī)療資源不足等問題;小城市則出現(xiàn)了人口流失、經(jīng)濟(jì)發(fā)展動(dòng)力不足、住房供給過(guò)剩、文化落后等問題。這些問題的出現(xiàn),嚴(yán)重阻礙了城市的進(jìn)一步發(fā)展。但是就目前的研究來(lái)看,關(guān)于大城市病的研究相對(duì)豐富,小城市病研究寥寥無(wú)幾。因此,本文以大城市病的相關(guān)研究為基礎(chǔ),運(yùn)用系統(tǒng)論、城市生態(tài)理論和博弈論對(duì)小城市病進(jìn)行研究,分析產(chǎn)生小城市病的原因并提出治理建議。本文首先梳理了城市化、大城市病和城市發(fā)展理論相關(guān)研究成果,然后對(duì)小城市病的概念進(jìn)行界定并對(duì)小城市病的一般表現(xiàn)進(jìn)行了歸納總結(jié)。之后,參考國(guó)家城市評(píng)價(jià)標(biāo)準(zhǔn)以及大城市病評(píng)價(jià)指標(biāo),建立了小城市病評(píng)價(jià)指標(biāo)體系。該體系主要包含四個(gè)方面(經(jīng)濟(jì)發(fā)展、社會(huì)生活、生態(tài)環(huán)境和人文發(fā)展)共26個(gè)指標(biāo)。在此基礎(chǔ)上選取了具有代表性的6個(gè)城市作為研究對(duì)象進(jìn)行對(duì)比研究,分析和比較這些城市的患病程度和類型�；谏鲜龇治龊脱芯�,本文分析了造成小城市病的原因并提出了治理機(jī)制體系和具體的治理措施。通過(guò)研究,本文認(rèn)為中國(guó)一些小城市的確患有不同程度的小城市病,其產(chǎn)生原因是多方面的,但是最主要的原因是城市系統(tǒng)所在的運(yùn)行環(huán)境和運(yùn)作模式的不良作用。其中,運(yùn)行環(huán)境是基礎(chǔ),運(yùn)行模式是關(guān)鍵,參與主體是核心,前兩個(gè)要素在參與主體的主導(dǎo)下相互聯(lián)系、共同通過(guò)復(fù)雜的作用最終導(dǎo)致小城市病。因此,治理小城市病需要發(fā)揮人的正確主導(dǎo)作用,以公平與效益、合理與創(chuàng)新以及多元與合作原則為前提,變非合作博弈為合作博弈;小城市病的治理機(jī)制主要包含動(dòng)力、目標(biāo)、場(chǎng)域、過(guò)程、主體五個(gè)要素,并且治理機(jī)制體系不是獨(dú)立的、是一個(gè)包含有目標(biāo)形成機(jī)制、治理機(jī)制以及評(píng)估機(jī)制在內(nèi)的綜合體系,需要政府、具有科學(xué)規(guī)劃能力的社會(huì)組織和機(jī)構(gòu)以及一切利益相關(guān)者在此框架內(nèi),通過(guò)合作博弈方式達(dá)到共同治理的目標(biāo)。本文對(duì)小城市病的研究在一定程度上是對(duì)相關(guān)理論和研究?jī)?nèi)容的創(chuàng)新。首先,本文對(duì)小城市病的研究是通過(guò)運(yùn)用其他學(xué)科的理論——系統(tǒng)論、城市生態(tài)理論以及博弈論來(lái)進(jìn)行研究,因此為城市病研究找到了新的理論指導(dǎo)。其次,小城市病的研究在一定程度上是對(duì)城市病研究的補(bǔ)充,它將城市病研究的范圍由單一的大城市病研究拓展到包含小城市病在內(nèi)的整個(gè)城市病領(lǐng)域。因此,加大對(duì)小城市病的研究,對(duì)于促進(jìn)整個(gè)城市系統(tǒng)健康發(fā)展具有重要意義。
[Abstract]:In recent years, with the relaxation of population control in China, cities with sound public services, good educational resources and medical and health conditions have rapidly attracted a large number of people, the pace of urbanization has been accelerating. With the development of urbanization, urban problems also burst out: traffic congestion, environmental deterioration, insufficient medical resources and other problems occurred in big cities; Small cities appear population loss, lack of economic development power, housing supply surplus, cultural backwardness and other problems. These problems seriously hinder the further development of the city. But from the current research point of view. The research on the disease of big city is relatively rich, and the research on disease of small city is very few. Therefore, based on the related research of disease of big city, this paper uses system theory, urban ecology theory and game theory to study the disease of small city. This paper analyzes the causes of small city disease and puts forward some suggestions. Firstly, this paper combs the related research results of urbanization, metropolitan disease and urban development theory. Then the concept of small city disease is defined and the general performance of small city disease is summarized. The evaluation index system of small city disease is established, which mainly includes four aspects (economic development, social life). On the basis of 26 indexes, 6 cities were selected as the research objects. Based on the above analysis and research, this paper analyzes the causes of disease in small cities and puts forward the management mechanism system and specific measures. This paper argues that some small cities in China do suffer from different degrees of small city disease, which is caused by many reasons, but the main reason is the adverse effects of the operating environment and operation mode of the urban system. The operation environment is the foundation, the operation mode is the key, the participating subject is the core. The first two elements are connected with each other under the guidance of the participating main body, and lead to the disease of the small city through the complex function together. In order to control the disease of small cities, we should give full play to the right leading role of human beings, and change the non-cooperative game into cooperative game on the premise of fairness and benefit, rationality and innovation, and the principle of pluralism and cooperation. The governance mechanism of small city disease mainly includes five elements: motive force, goal, field, process and main body, and the system of governance mechanism is not independent, it is a mechanism containing goal formation. Integrated systems, including governance and evaluation mechanisms, require governments, social organizations and institutions with scientific planning capabilities and all stakeholders within this framework. Through the cooperative game to achieve the goal of common governance. To a certain extent, the study of small city disease is related to the theory and research content innovation. First of all. In this paper, the study of small city disease is through the use of other disciplines of the theory-system theory, urban ecology theory and game theory to study, so for the study of urban disease to find a new theoretical guidance. Secondly. To a certain extent, the study of small city disease is a supplement to the study of urban disease, it extends the scope of urban disease research from a single large city disease research to the whole urban disease field, including small city disease. It is of great significance to study the disease of small cities to promote the healthy development of the whole city system.
