農(nóng)民工回流意愿的影響因素與農(nóng)民工分流機(jī)制的構(gòu)建——基于二分類(lèi)Logistic模型的實(shí)證分析

【摘要】:農(nóng)民工自東向西的回流具有顯著的結(jié)構(gòu)效應(yīng),它既能倒逼推動(dòng)我國(guó)產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)優(yōu)化,也有利于區(qū)域間的協(xié)調(diào)發(fā)展,但盲目強(qiáng)調(diào)勞動(dòng)力回流容易加劇東部地區(qū)的"民工荒",也容易導(dǎo)致東部地區(qū)陷入"產(chǎn)業(yè)空心化"的困境。因此,構(gòu)建農(nóng)民工區(qū)域就業(yè)、創(chuàng)業(yè)分流機(jī)制對(duì)實(shí)現(xiàn)農(nóng)民工回流的結(jié)構(gòu)效應(yīng)至關(guān)重要。針對(duì)農(nóng)民工回流影響因素的二分類(lèi)Logistic回歸結(jié)果表明:就業(yè)方面,東部地區(qū)應(yīng)把20歲以下和40歲以上的農(nóng)民工作為農(nóng)民工就業(yè)制度的需求主體,通過(guò)增強(qiáng)其身份認(rèn)同感、改善其居住環(huán)境、增強(qiáng)其就業(yè)培訓(xùn)、加大其社保力度、提高其技能水平、強(qiáng)化其工作權(quán)益等舉措,鞏固其留守意愿;中西部地區(qū)應(yīng)著重針對(duì)20—40歲農(nóng)民工的行為特征,通過(guò)強(qiáng)化其與家鄉(xiāng)的聯(lián)系、建立合理的工資增長(zhǎng)機(jī)制、提高其比較收益等措施,吸引其回流。創(chuàng)業(yè)方面,東部地區(qū)的政策著力點(diǎn)應(yīng)放在為農(nóng)民工提供創(chuàng)業(yè)咨詢和指導(dǎo)上,中西部地區(qū)則需提供包括咨詢、指導(dǎo)、培訓(xùn)、資金等全方位的創(chuàng)業(yè)支持,同時(shí)要注意政策的連續(xù)性和繼起性,做好政策與政策之間的銜接,并把農(nóng)民工返鄉(xiāng)創(chuàng)業(yè)與本地城鎮(zhèn)發(fā)展相結(jié)合,推動(dòng)產(chǎn)城互融。
[Abstract]:The return of migrant workers from east to west has a significant structural effect, which can not only push forward the upgrading and optimization of China's industrial structure, but also conducive to the coordinated development of regions. However, the blind emphasis on the return of labor force is easy to aggravate the "shortage of migrant workers" in the eastern region, and also lead to the dilemma of "industrial hollowing out" in the eastern region. Therefore, the construction of regional employment of migrant workers. The mechanism of entrepreneurial diversion is very important to realize the structural effect of migrant workers' return. The results of two-classification Logistic regression show that: employment. The eastern region should regard migrant workers under the age of 20 and over 40 as the main demand for the employment system of migrant workers, through enhancing their identity, improve their living environment, enhance their employment training. Strengthen its social security, improve its skill level, strengthen its work rights and interests and other measures to consolidate its willingness to stay; The central and western regions should focus on the behavior characteristics of migrant workers aged 20-40, through strengthening their ties with their hometown, establish a reasonable wage growth mechanism, and improve their comparative benefits and other measures. In terms of attracting their return to start a business, the policy focus of the eastern region should be on providing entrepreneurial advice and guidance for migrant workers, while the central and western regions should provide advice, guidance and training. At the same time, we should pay attention to the continuity and continuation of policies, do a good job of linking up policies and policies, and combine migrant workers returning home to start their own businesses with the development of local cities and towns to promote the integration of industrial and urban areas.
