【摘要】：近年來(lái)我國(guó)對(duì)基礎(chǔ)設(shè)施建設(shè)的投入成高速增長(zhǎng),2015年全年我國(guó)大型工程項(xiàng)目和基礎(chǔ)設(shè)施建設(shè)超過(guò)13萬(wàn)億。我國(guó)多年來(lái)項(xiàng)目基礎(chǔ)設(shè)施建設(shè)社會(huì)資本投資渠道較少,投資效率較低。面對(duì)這些問(wèn)題,政府大力推行PPP項(xiàng)目融資模式,有效解決政府資金空缺,緩解政府財(cái)政壓力,并且能有效利用社會(huì)閑散資金,提高項(xiàng)目實(shí)施及服務(wù)效率。在PPP項(xiàng)目融資模式中,政府如何進(jìn)行融資運(yùn)作,包括有效進(jìn)行PPP項(xiàng)目風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)對(duì)策控制、合理分配政府部門、投資者和項(xiàng)目參建者風(fēng)險(xiǎn)責(zé)任和利益是項(xiàng)目PPP融資應(yīng)用的難點(diǎn)和重點(diǎn)。本文基于國(guó)內(nèi)外PPP項(xiàng)目研究現(xiàn)狀,通過(guò)研究項(xiàng)目融資風(fēng)險(xiǎn),信息不對(duì)稱和利益相關(guān)者理論,提出項(xiàng)目融資風(fēng)險(xiǎn)控制和項(xiàng)目融資風(fēng)險(xiǎn)主體利益關(guān)系理論基礎(chǔ);接著通過(guò)闡述PPP項(xiàng)目融資特點(diǎn)和運(yùn)作,進(jìn)行項(xiàng)目PPP融資風(fēng)險(xiǎn)影響因素分析,研究PPP項(xiàng)目主體間權(quán)責(zé)關(guān)系、風(fēng)險(xiǎn)分擔(dān)和控制方法;本文將松山湖創(chuàng)新城項(xiàng)目與PPP項(xiàng)目融資模式相結(jié)合,構(gòu)建了PPP項(xiàng)目融資模式在工程項(xiàng)目中的運(yùn)作模式和進(jìn)行PPP項(xiàng)目融資成本收益分析,并基于各類風(fēng)險(xiǎn)影響因素分析進(jìn)行松山湖創(chuàng)新城PPP項(xiàng)目融資風(fēng)險(xiǎn)類別識(shí)別及尋求應(yīng)對(duì)融資風(fēng)險(xiǎn)的策略,進(jìn)行有效的風(fēng)險(xiǎn)評(píng)估并提出相關(guān)對(duì)策建議,為PPP項(xiàng)目融資風(fēng)險(xiǎn)控制提供理論基礎(chǔ)。本文探索工程上PPP融資模式實(shí)踐應(yīng)用,通過(guò)財(cái)務(wù)和收益分析驗(yàn)證PPP項(xiàng)目的服務(wù)質(zhì)量和融資效率上的優(yōu)勢(shì),為政府在PPP項(xiàng)目融資中提供參考。
[Abstract]:In recent years, the investment in infrastructure in China has increased rapidly. In 2015, China's large-scale engineering projects and infrastructure construction exceeded 13 tillion. For many years, the social capital investment channels of the project infrastructure construction in China are less, and the investment efficiency is low. Faced with these problems. The government promotes the PPP project financing mode vigorously, effectively solves the government fund vacancy, alleviates the government finance pressure, and can utilize the social idle fund effectively. Improve the project implementation and service efficiency. In the PPP project financing mode, how the government carries on the financing operation, including effective PPP project risk identification and risk countermeasure control, reasonable allocation of government departments. The risk responsibility and benefit of investors and project participants are the difficulties and key points in the application of project PPP financing. Based on the current research situation of PPP project at home and abroad, this paper studies project financing risk. Information asymmetry and stakeholder theory, put forward the project financing risk control and project financing risk subject interest relationship theory foundation; Secondly, through the analysis of the characteristics and operation of PPP project financing, the paper analyzes the influencing factors of project PPP financing risk, and studies the relationship of rights and responsibilities, risk sharing and control methods among the main bodies of PPP project. This paper combines the Songshan Lake Innovation City project with the PPP project financing mode, constructs the PPP project financing mode in the project operation mode and carries on the PPP project financing cost benefit analysis. And based on all kinds of risk impact factors analysis of Songshan Lake Innovation City PPP project financing risk category identification and seek to deal with financing risk strategies to carry out effective risk assessment and put forward relevant countermeasures. This paper explores the practical application of PPP financing model in engineering and verifies the advantages of service quality and financing efficiency of PPP project through financial and income analysis. For the government in the financing of PPP project to provide a reference.
