【摘要】：在國家經(jīng)濟建設(shè)過程中,基礎(chǔ)設(shè)施建設(shè)起著至關(guān)重要的作用。目前,我國在基礎(chǔ)設(shè)施建設(shè)過程中大力推行PPP模式,在運用實踐上遇到了一系列風(fēng)險,迫切需要對其展開系統(tǒng)的項目風(fēng)險管理研究,這對促進PPP基礎(chǔ)設(shè)施項目的順利完成具有重要的理論意義和實用價值。論文詳細分析了國內(nèi)外PPP基礎(chǔ)設(shè)施項目風(fēng)險研究的背景與研究現(xiàn)狀,歸納總結(jié)了研究過程中出現(xiàn)的對PPP基礎(chǔ)設(shè)施項目風(fēng)險認識不清、管理失衡及風(fēng)險分擔(dān)不當(dāng)?shù)葐栴};闡述了 PPP融資模式的基本內(nèi)涵,以及具有政府職能實現(xiàn)轉(zhuǎn)變、政府與社會資本共擔(dān)風(fēng)險、提高經(jīng)營效率和服務(wù)等特點;簡述了 PPP基礎(chǔ)設(shè)施項目的一種開放型組織結(jié)構(gòu)、運作程序以及合同關(guān)系等內(nèi)容,在論述PPP基礎(chǔ)設(shè)施項目風(fēng)險管理基本流程和項目風(fēng)險特征等內(nèi)容的基礎(chǔ)上,歸納提出了若干應(yīng)對PPP基礎(chǔ)設(shè)施項目風(fēng)險的措施,主要包括風(fēng)險預(yù)防、風(fēng)險回避、風(fēng)險轉(zhuǎn)移及風(fēng)險分擔(dān)等;構(gòu)建PPP基礎(chǔ)設(shè)施項目風(fēng)險灰色評價模型,在對評價指標權(quán)重確定的過程中采用優(yōu)化組合賦權(quán)方法,兼顧決策者的偏好及主、客觀賦權(quán)法本身所包含的信息建立優(yōu)化模型,通過構(gòu)造拉格朗日(Langrange)函數(shù)進行條件極值求解,得到最終的組合權(quán)重;闡述了 PPP基礎(chǔ)設(shè)施項目風(fēng)險評價的流程,其先后順序為:構(gòu)建風(fēng)險評價指標體系、確定評價指標的權(quán)重、制定評價指標的評分等級、確定評價矩陣、確定灰類及白化權(quán)函數(shù)、計算灰色評價權(quán)、對灰色綜合評價值進行計算、按計算結(jié)果評定風(fēng)險等級。目前,PPP模式在給排水項目中應(yīng)用較多,有針對性的風(fēng)險研究相對較少,結(jié)合AA縣給排水PPP項目工程實例,建立風(fēng)險評價指標體系,對該項目總體風(fēng)險進行評估,得到了項目總體風(fēng)險處于中等偏低狀態(tài)的結(jié)論,針對政治、金融等重要風(fēng)險,提出了政府應(yīng)為風(fēng)險的主要承擔(dān)者或做出某種承諾,以增強私人企業(yè)的信心:對產(chǎn)品及服務(wù)的價格進行調(diào)整、尋求提供第三方擔(dān)保等風(fēng)險應(yīng)對措施。
[Abstract]:In the process of national economic construction, infrastructure construction plays a vital role. At present, our country vigorously promotes the PPP model in the process of infrastructure construction, and has encountered a series of risks in the application practice. It is urgent to carry out systematic research on project risk management. This is of great theoretical significance and practical value to promote the successful completion of PPP infrastructure projects. This paper analyzes the background and research status of PPP infrastructure project risk research at home and abroad in detail. Summarized the research process of the PPP infrastructure project risk awareness is unclear, management imbalance and improper risk sharing and other issues; This paper expounds the basic connotation of PPP financing mode and its characteristics such as the transformation of government functions, the sharing of risks between government and social capital, and the improvement of management efficiency and service. This paper briefly introduces an open organization structure, operation procedure and contract relationship of PPP infrastructure project. On the basis of discussing the basic process of PPP infrastructure project risk management and the characteristics of project risk, this paper summarizes and puts forward some measures to deal with the risk of PPP infrastructure project, including risk prevention. Risk avoidance, risk transfer and risk sharing; The grey evaluation model of PPP infrastructure project risk is constructed. In the process of determining the weight of the evaluation index, the method of optimal combination weight is adopted, which takes into account the preference and the principal of the decision maker. The information contained in the objective weighting method is used to establish the optimization model, and the final combination weight is obtained by constructing Lagrangian Langrange function to solve the conditional extremum. This paper expounds the process of PPP infrastructure project risk evaluation, the sequence of which is to construct the risk evaluation index system, to determine the weight of the evaluation index, to formulate the rating level of the evaluation index, and to determine the evaluation matrix. The grey class and whitening weight function are determined, the grey evaluation weight is calculated, the grey comprehensive evaluation value is calculated, and the risk grade is evaluated according to the calculated results. At present, the PPP model is widely used in water supply and drainage projects. The targeted risk research is relatively few, combined with AA county water supply and drainage PPP project example, set up the risk evaluation index system, to evaluate the overall risk of the project. Get the conclusion that the overall risk of the project is in a medium low state, in view of the political, financial and other important risks, put forward that the government should be the main risk bearer or make a certain commitment. To boost confidence in the private sector: adjust the prices of products and services and seek risk responses such as third-party guarantees.
