【摘要】:人類社會的進(jìn)步和發(fā)展與食物密不可分,俗話說“民以食為天,食以安為先”。食品安全關(guān)乎社會穩(wěn)定,民生利益。近年來,國內(nèi)國際發(fā)生了較多食品安全事件,使得人們對食品安全問題的關(guān)注和重視程度越來越高,因此如何解決當(dāng)前面臨的食品安全問題,保障老百姓“舌尖上的食品安全”是考驗(yàn)政府執(zhí)政能力的重要指標(biāo)。近年來,我國政府為解決食品安全突出問題,在制度建設(shè)方面作出了很多探索和創(chuàng)新,最近一次改革是將負(fù)責(zé)食品生產(chǎn)環(huán)節(jié)的質(zhì)監(jiān)部門、負(fù)責(zé)食品流通環(huán)節(jié)的工商部門和負(fù)責(zé)食品餐飲環(huán)節(jié)的食品藥品監(jiān)管部門進(jìn)行職能整合,改變以往食品安全“九龍治水,多頭監(jiān)管”的局面,以期形成食品安全無縫隙監(jiān)管。本文正是在大部制改革背景下,從公共管理的視角,以政府再造理論、政府失靈理論和風(fēng)險管理理論為基礎(chǔ),綜合運(yùn)用比較分析法、調(diào)查問卷法和訪談法研究YL縣食品安全監(jiān)管的現(xiàn)狀,通過梳理并借鑒發(fā)達(dá)國家和我國改革試點(diǎn)地區(qū)先進(jìn)的食品監(jiān)管經(jīng)驗(yàn),提出大部制下YL縣食品安全監(jiān)管的對策和建議。本文一共分為四個部分,主要研究內(nèi)容如下:第一部分,對研究背景及意義,國內(nèi)外研究動態(tài)及發(fā)展趨勢,運(yùn)用的研究方法和技術(shù)路線進(jìn)行闡述。第二部分,分析大部制改革后YL縣食品安全監(jiān)管的現(xiàn)狀以及存在的問題。通過搜集現(xiàn)有資料、制作調(diào)查問卷,發(fā)現(xiàn)大部制改革后YL縣食品安全監(jiān)管存在的問題主要有食品檢驗(yàn)檢測能力不足、基層監(jiān)管任務(wù)繁重而監(jiān)管專業(yè)化水平薄弱、組織架構(gòu)的執(zhí)行困惑、配套機(jī)制不健全、食品市場主體監(jiān)管環(huán)境復(fù)雜而監(jiān)管難度大,從風(fēng)險管理的角度分析了大部制改革后食品安全監(jiān)管的風(fēng)險來源,并對存在的問題查找原因。第三部分,借鑒國內(nèi)外食品安全監(jiān)管的先進(jìn)經(jīng)驗(yàn)。國外部分查閱了歐盟和日本,國內(nèi)部分查閱了深圳和香港的食品安全監(jiān)管方面的書籍和雜志,對國內(nèi)外食品安全監(jiān)管的先進(jìn)經(jīng)驗(yàn)進(jìn)行概括和總結(jié)。第四部分,完善YL縣大部制背景下食品安全監(jiān)管的對策。本部分從存在的問題和原因入手,充分借鑒國內(nèi)外先進(jìn)國家和地區(qū)的食品安全監(jiān)管經(jīng)驗(yàn)和教訓(xùn),依據(jù)業(yè)務(wù)流程再造的理念和方法,以“公眾需要”為核心,重組政府部門原有服務(wù)流程和組織機(jī)構(gòu),提出大部制改革背景下完善YL縣食品安全監(jiān)管的具體措施和建議,以期為YL縣下一步食品安全監(jiān)管決策提供參考。
[Abstract]:The progress and development of human society is closely related to food. As the saying goes, "people take food as the day, and food is the first thing to eat." Food safety concerns the stability of society and the interests of the people's livelihood. There have been more and more food safety incidents at home and abroad, which make people pay more and more attention to food safety issues, so how to solve the current food safety problems. In recent years, in order to solve the outstanding problem of food safety, our government has made a lot of exploration and innovation in the field of system construction. The most recent reform is to integrate the functions of the quality control department in charge of food production, the industrial and commercial department in charge of food circulation, and the food and drug supervision department in charge of food and beverage links. To change the situation of food safety "Jiulong water control, long supervision", in order to form food safety seamless supervision. This article is in the context of the reform of the Ministry, from the perspective of public management, with the theory of government reengineering. Based on the theory of government failure and the theory of risk management, the present situation of food safety supervision in YL county is studied by using comparative analysis, questionnaire and interview. Through combing and drawing lessons from the advanced food supervision experiences of developed countries and pilot areas of reform in China, this paper puts forward the countermeasures and suggestions of food safety supervision in YL County under the large-scale system. This paper is divided into four parts. The main contents of the study are as follows: the first part, the research background and significance, the domestic and foreign research trends and development trends, the use of research methods and technical routes are described. The second part. This paper analyzes the current situation and existing problems of food safety supervision in YL County after the reform of the large Ministry system. Through collecting the existing information, the questionnaire is made. Found after the reform of the YL County food safety supervision problems are mainly lack of food inspection and detection capacity grass-roots supervision task is heavy and the level of supervision specialization is weak the implementation of organizational structure is confused. The supporting mechanism is not perfect, the supervision environment of the main body of food market is complex and the supervision is difficult. From the angle of risk management, this paper analyzes the risk source of food safety supervision after the reform. And find out the reasons for the existing problems. The third part, learn from the advanced experience of food safety supervision at home and abroad. The foreign part of the European Union and Japan. The domestic part has consulted the Shenzhen and Hong Kong food safety supervision aspect books and the magazine, carries on the summary and the summary to the domestic and foreign food safety supervision advanced experience. 4th part. This part from the existing problems and reasons, fully learn from the advanced countries and regions at home and abroad of food safety supervision experience and lessons. According to the concept and method of Business process Reengineering (BPR) and taking "Public needs" as the core, the original service process and organization of government departments should be reorganized. The concrete measures and suggestions to improve the food safety supervision in YL county under the background of the reform of the large department system are put forward in order to provide a reference for the next food safety supervision decision in YL county.
