【摘要】：新疆邊境口岸城鎮(zhèn)化發(fā)展,既是絲綢之路經(jīng)濟(jì)帶核心區(qū)的客觀必然要求,也是絲綢之路經(jīng)濟(jì)帶核心區(qū)建設(shè)的途徑和歸屬。它的發(fā)展不僅關(guān)系到絲綢之路經(jīng)濟(jì)帶核心區(qū)建設(shè)的進(jìn)程,更關(guān)系到新疆社會(huì)穩(wěn)定和長(zhǎng)治久安總目標(biāo)的實(shí)現(xiàn),以新疆邊境口岸城鎮(zhèn)化為主題研究,無疑具有重要的歷史和現(xiàn)實(shí)意義。本文以國(guó)際貿(mào)易理論、區(qū)域空間組織理論、區(qū)域分工與要素流動(dòng)理論和生態(tài)城鎮(zhèn)規(guī)劃理論為指導(dǎo),選擇文獻(xiàn)分析、比較分析和質(zhì)—量分析等科學(xué)研究方法,指出新疆口岸城鎮(zhèn)化發(fā)展中存在基礎(chǔ)設(shè)施落后,對(duì)外貿(mào)易水平低,通關(guān)機(jī)制不暢,口岸城鎮(zhèn)融合發(fā)展難度大等問題,并探討口岸城鎮(zhèn)化發(fā)展面臨的口岸區(qū)位優(yōu)勢(shì)和核心區(qū)建設(shè)機(jī)遇。同時(shí),也指出口岸城鎮(zhèn)化發(fā)展面臨的政治環(huán)境復(fù)雜,安全問題依然嚴(yán)峻,口岸資源競(jìng)爭(zhēng)激烈,生態(tài)環(huán)境脆弱等挑戰(zhàn)。為此,本文提出了推進(jìn)新疆口岸城鎮(zhèn)化發(fā)展的基本思路,即處理好口岸和城鎮(zhèn)互動(dòng)發(fā)展的關(guān)系,發(fā)揮市場(chǎng)機(jī)制的主導(dǎo)作用,突出口岸城鎮(zhèn)的發(fā)展特色,強(qiáng)化口岸城鎮(zhèn)的民主問題,注重口岸城鎮(zhèn)生態(tài)環(huán)境保護(hù),創(chuàng)建綠色宜居的口岸城鎮(zhèn)等。為保證口岸城鎮(zhèn)化發(fā)展戰(zhàn)略思路的實(shí)現(xiàn),本文從完善口岸城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè),培育各具特色的主導(dǎo)產(chǎn)業(yè),加強(qiáng)通關(guān)機(jī)制協(xié)調(diào)等角度提出對(duì)策建議。
[Abstract]:Xinjiang the town development, is the core area of the Silk Road Economic Zone of the inevitable demand, but also Silk Road Economic Belt core area construction way and belonging. It not only related to the development of the core area of the process of the construction of the Silk Road economy, more related to the stability of Xinjiang Society and the overall goal of the long period of stability in Xinjiang, the town as the theme of research, undoubtedly has important historical and practical significance. Based on the theory of international trade, regional spatial organization theory, regional division of labor and factor flow theory and ecological urban planning theory, analysis of literature, comparative analysis and qualitative analysis and other scientific research methods, pointed out the Xinjiang port in the development of urbanization has poor infrastructure, low level of foreign trade, customs clearance mechanism is not smooth, difficult problems in the development of port town integration, and explore the town development The construction of the port location advantages and opportunities facing the core area. At the same time, also pointed out that facing the town development the complex political environment, security situation is still grim, the port resource competition, fragile ecological environment and other challenges. Therefore, this paper puts forward the basic idea of promoting the urbanization development of Xinjiang port, including the relationships between port and urban interaction the development, play the leading role of the market mechanism, the development of prominent characteristics of port town, strengthening democracy port town, the town on the protection of the ecological environment, create green livable port town. In order to ensure the implementation of development strategy of urbanization in the port, the port to improve the urban infrastructure construction, fostering leading industry characteristics and puts forward some countermeasures and suggestions to strengthen the coordination mechanism of clearance angle.
