【摘要】:隨著我國經(jīng)濟社會的不斷發(fā)展,公眾對基礎(chǔ)設(shè)施建設(shè)需求不斷增加,項目建設(shè)過程中需要大量資金支持,而我國政府財政部門資金有限。為進(jìn)一步促進(jìn)項目的建設(shè),保證我國經(jīng)濟發(fā)展的強勁勢頭,政府部門越來越青睞于運用PPP模式引進(jìn)社會資本參與到公共基礎(chǔ)設(shè)施的建設(shè)中來。PPP模式是基于“利益共享、風(fēng)險共但”的基礎(chǔ)上,以政府部門減少財政支出、私人資本增加未來收入為目的,公私雙方依據(jù)特許協(xié)議達(dá)成共同合作的伙伴關(guān)系。在運用PPP模式建設(shè)的項目中政府部門需要承擔(dān)相應(yīng)的風(fēng)險,而政府部門風(fēng)險管理能力的大小對PPP項目的成功具有一定的影響。本文通過對政府側(cè)風(fēng)險管理的現(xiàn)狀進(jìn)行總結(jié),指出目前在我國政府風(fēng)險管理過程中的存在的問題。目前,政府在側(cè)風(fēng)險管理中主要包含風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對的過程。在風(fēng)險分析中依據(jù)目前國內(nèi)外的研究現(xiàn)狀及對已有PPP案例進(jìn)行研究的基礎(chǔ)上對PPP項目政府側(cè)風(fēng)險進(jìn)行歸類。在風(fēng)險評估中通過對多種PPP風(fēng)險評估方法進(jìn)行對比,最終通過層次分析法從定性和定量兩個方面進(jìn)行風(fēng)險權(quán)重比較。在風(fēng)險應(yīng)對中介紹了一般的應(yīng)對方法,并對各個方法的利弊進(jìn)行了對比。在以上分析的基礎(chǔ)之上從政府風(fēng)險管理的全過程及各個分過程方面提出了相關(guān)建議,建議政府部門在對風(fēng)險管理的全過程進(jìn)行完善,增加對風(fēng)險管理的反饋并完善相關(guān)的法律法規(guī)。在對風(fēng)險管理包含的三個過程也要增加相關(guān)方法選取的選擇并對各個方法逐步完善。最后,本文以深圳大運中心的實際案例,按照風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對的過程對政府側(cè)風(fēng)險管理進(jìn)行了詳細(xì)的分析。本文研究的主要目的是從政府部門的角度對PPP項目風(fēng)險管理進(jìn)行研究,從PPP模式的基本定義以及風(fēng)險管理的理論基礎(chǔ)出發(fā),把握PPP模式的基本特點,結(jié)合風(fēng)險管理的基本內(nèi)涵,把握政府側(cè)風(fēng)險管理的重要意義。指出政府部門對風(fēng)險的管理有助于項目的順利完成,并促進(jìn)PPP項目的發(fā)展,增加社會資本進(jìn)行基礎(chǔ)設(shè)施投資的主動性,提高政府部門自身的風(fēng)險管理意識,為我國政府部門風(fēng)險管理提供了參考。
[Abstract]:With the economic and social development of our country, the public demand for infrastructure construction is increasing, and a large number of funds are needed in the process of project construction. In order to further promote the construction of the project and ensure the strong momentum of the economic development of our country, the financial department of our country has limited funds. Government departments are more and more interested in the use of PPP model to introduce social capital into the construction of public infrastructure. PPP model is based on "benefit sharing, risk sharing". The aim is to reduce government expenditure and increase future income by private capital. Public and private parties reach a joint partnership based on the concession agreement. The government departments need to bear the corresponding risks in the construction of projects using the PPP model. The size of government risk management ability has a certain impact on the success of PPP projects. This paper summarizes the current situation of government side risk management. This paper points out the existing problems in the process of government risk management in our country. At present, the government mainly includes risk identification and risk assessment in the lateral risk management. The process of risk response. According to the current domestic and international research situation and the existing PPP cases, the risk analysis is used to classify the government side risk of PPP project. PPP risk assessment methods were compared. Finally through the analytic hierarchy process from the qualitative and quantitative aspects of risk weight comparison. In the risk response to the introduction of general coping methods. And the advantages and disadvantages of each method are compared. On the basis of the above analysis from the government risk management of the whole process and each sub-process of the relevant recommendations. It is suggested that the government should improve the whole process of risk management. Increase the feedback on risk management and improve the relevant laws and regulations. In the risk management including the three processes should also increase the selection of relevant methods and gradually improve each method. Finally. In this paper, the actual case of Shenzhen Grand Transportation Center, according to risk identification, risk assessment. The process of risk response has carried on the detailed analysis to the government side risk management. The main purpose of this paper is to study the PPP project risk management from the angle of the government department. Starting from the basic definition of PPP mode and the theoretical basis of risk management, we grasp the basic characteristics of PPP mode and combine the basic connotation of risk management. Grasp the importance of government side risk management, point out that government risk management is conducive to the smooth completion of the project, and promote the development of PPP projects, increase the initiative of social capital infrastructure investment. Raising the risk management consciousness of government departments provides reference for risk management of government departments in our country.
