【摘要】：根據(jù)國家統(tǒng)計局公布的數(shù)據(jù),2006年以來的十年間,我國干散貨吞吐量占整個港口貨物吞吐量的比重由40.10%上升到40.66%,以煤炭、鐵礦石為主體的大宗干散貨在國民經(jīng)濟(jì)綜合運(yùn)輸體系中的重要性是顯而易見的。大宗散貨物流園區(qū)總體布局規(guī)劃是黃驊港物流園區(qū)建設(shè)前期工作的重要環(huán)節(jié),是指導(dǎo)物流園區(qū)建設(shè)的重要依據(jù)。其規(guī)劃首先應(yīng)適應(yīng)渤海新區(qū)國民經(jīng)濟(jì)和社會發(fā)展的需求,滿足黃驊港港口集疏作業(yè)、協(xié)調(diào)、可持續(xù)的科學(xué)發(fā)展觀的要求;其次應(yīng)充分考慮物流發(fā)展的需求,符合港口總體規(guī)劃,與土地利用規(guī)劃、交通發(fā)展規(guī)劃等相協(xié)調(diào)。本文首先對國內(nèi)外物流園區(qū)的發(fā)展?fàn)顩r、物流園區(qū)的研究狀況進(jìn)行了論述;其次,依托于滄州市的總體發(fā)展情況對黃驊港散貨物物流園區(qū)建設(shè)的必要性進(jìn)行分析,通過確定預(yù)測的依據(jù)、內(nèi)容和年限,結(jié)合滄州市主要經(jīng)濟(jì)指標(biāo)的分析預(yù)測,得出預(yù)測年大宗散貨物物流園區(qū)的吞吐量;然后,結(jié)合黃驊港物流園區(qū)的吞吐量,對物流園區(qū)的選址、定位、功能、具體流程、布局及交通組織進(jìn)行規(guī)劃,并建立了物流信息平臺框架。大宗散貨物流園區(qū)的科學(xué)規(guī)劃與建設(shè)是對整個渤海新區(qū)以及滄州市物流服務(wù)產(chǎn)業(yè)鏈條的銜接,能促進(jìn)渤海新區(qū)以及滄州市產(chǎn)業(yè)集群的集中,降低煤炭、鋼材、礦石等行業(yè)生產(chǎn)運(yùn)輸成本。
[Abstract]:According to the National Bureau of statistics, since 2006 ten years, China's dry bulk cargo throughput of the port throughput accounted for the proportion increased from 40.10% to 40.66%, with coal, iron ore as the main body of the large amount of dry bulk importance in the comprehensive transportation system in the national economy is obviously. The general layout planning of large bulk cargo logistics park is an important part of preparatory work for construction of Huanghua port logistics park, is an important basis for guiding the construction of logistics park planning. The first should adapt to the Bohai national economic and social development of the new requirements, to meet the Huanghua port dredging operation, coordination, sustainable Scientific Outlook on Development requirements; secondly should give full consideration to the needs of the development of logistics, in line with the overall port planning and land use planning, traffic development planning coordinated development. Based on the domestic and international logistics park, logistics park. The situation is discussed; secondly, analyze the necessity of the overall development of Cangzhou city based on scattered goods of Huanghua port logistics park construction, by determining the basis of prediction, content and duration analysis combined with the main economic indicators in Cangzhou City forecast, the forecast in bulk goods logistics throughput; then, combined with the Huanghua port logistics park location, the throughput of the logistics park location, function, process, layout and traffic organization planning, and the establishment of a logistics information platform framework. The scientific planning and construction of large bulk cargo logistics park is the Bohai district and Cangzhou city logistics service industry chain convergence, can promote the Bohai district and the concentration of industrial cluster in Cangzhou city to reduce coal, steel, ore and other industries production and transportation costs.
