【摘要】："一帶一路"戰(zhàn)略的實施,推動中國自由貿(mào)易協(xié)定談判的加快發(fā)展。建立"面向全球的高標(biāo)準(zhǔn)自由貿(mào)易區(qū)網(wǎng)絡(luò)",成為下一階段中國自由貿(mào)易協(xié)定談判的重中之重。從談判對象國來說,發(fā)達(dá)經(jīng)濟(jì)體和較大經(jīng)濟(jì)體會成為主要的選擇方向;從談判議題來說,投資、競爭政策、政府采購?fù)该鞫鹊葐栴}會成為今后自由貿(mào)易協(xié)定談判的主要議題。兩種發(fā)展趨勢都會推動更為緊密的政商咨詢關(guān)系的建立。中國傳統(tǒng)的政商咨詢模式具有非正式和私人網(wǎng)絡(luò)的特點,隨著越來越多的自由貿(mào)易協(xié)定,特別是雙邊自由貿(mào)易協(xié)定談判納入政府議程,政商關(guān)系有望實現(xiàn)從非制度化向規(guī)制型合作關(guān)系轉(zhuǎn)變,后者是一種建立在法律和制度基礎(chǔ)之上的新型政商咨詢模式。
[Abstract]:"The implementation of The Belt and Road" strategy, accelerate the development of the free trade agreement negotiations China. The establishment of "high standard free trade area network" for the world to become the priority among priorities the next stage Chinese free trade agreement negotiations. Negotiations from the country, developed economies and large economies become the main direction of choice from the subject of negotiations;, investment, competition policy, government procurement transparency will become a major issue in the future negotiations of free trade agreements. Two trends will promote the establishment of more close political and business consulting relationship. Characteristics of traditional business and political consultation mode Chinese with informal and private networks, with more and more the free trade agreement, especially the bilateral free trade agreement negotiations into the government agenda, the relationship between government and business is expected to achieve the system transition from non cooperation to the regulation, the latter is a building A new mode of consulting and consulting on the basis of law and system.
