【摘要】：面對食品安全領域因嚴重的信息不對稱而引起的市場失靈甚至政府失靈,重塑信息通路、構建多元共治體系誠然是有效解決眼前困境的關鍵。然而,我國當下社會公眾普遍對于食品業(yè)者道德水平、政府治理能力以及各類主要食品信息來源準確性的質疑,不僅引發(fā)了消費者的非理性反饋行為,并由此導致了對食品業(yè)者質量選擇行為嚴重的負面激勵和政府治理負荷的加重,同時亦使得矯正消費者制度信任與參與激勵的信息可驗證性要求過于苛刻,令作為共治體系關鍵一環(huán)的公眾監(jiān)督無法實現。在此背景下,應通過適當提升行業(yè)自律以放松信任危機背景下"社會共治"對于信息要件的苛刻要求,最終將社會監(jiān)督引入正軌,并以之為契機形成各共治主體的良性互動。
[Abstract]:In the face of market failure or even government failure caused by serious information asymmetry in the field of food safety, it is the key to effectively solve the immediate dilemma to reshape the information access and build a pluralistic and co-governing system. At present, the public in our country generally doubt the moral level of food industry, the ability of government governance and the accuracy of all kinds of main food information sources, which not only lead to irrational feedback behavior of consumers. And this led to serious negative incentives for food industry quality choice behavior and the increase of the burden of government governance. At the same time, the information verifiability requirements of correcting consumer institutional trust and participation incentives are too harsh. The public supervision as the key link of co-governance system can not be realized. In this context, we should relax the harsh requirements of "social co-governance" for information elements by properly promoting industry self-discipline in the context of trust crisis. Finally, the social supervision is introduced on the right track, and take it as an opportunity to form the positive interaction of the co-governing subjects.
